1 APAC SHE Procedure S3[APAC]-003-PR1 1. Purpose and Scope AECOM will ensure that all employees and persons under their control receive appropriate SH&E training to allow them to carry out their work in a safe and competent manner. This procedure applies across all AECOM operations in APAC and includes office and project staff on short term contracts or assignments (i.e. 3, 6, 12 months) and those returning after significant breaks (i.e. 12 months leave). 2. Procedure 2.1 Risk Based Approach to SH&E a. AECOM will train employees in SH&E in accordance with legislative and industry requirements, the requirements of their role and in relation to the specific risks posed by their particular work activity. b. A general outline of the SH&E specific training needs for employees is provided in Appendix 1. Further Business Line, industry or role specific training needs are established as part of the training needs assessment process, outlined in Section 2.4 of this document. 2.2 Employee SH&E On-Boarding and Office Inductions a. All employees shall complete the mandatory SH&E training assigned through AECOM University such as Safety for Life and the Global Safety Orientation. b. Each office shall provide employees with an additional local regional / office induction at the time of commencement with the company. The local induction shall include office specific health and safety information, including emergency and hazard, and incident reporting procedures. Local induction completion shall be documented. c. The induction should be completed within one week, but no longer than three weeks, from the employee s commencement date and must be completed prior to undertaking any field works. This induction should be refreshed annually through either online or face to face delivery. d. This induction shall include an overview of AECOM s SH&E system including hazard reporting and management, risk management, introduction to the safety elements of the Integrated Management System (IMS) and accessing documents and procedures. 2.3 Project / Site SH&E Inductions a. Employees must complete all relevant project and / or site inductions provided by both AECOM and the client within the specified timeframes of the project and before commencement of site works. b. Staff and contractors must not enter a site unless they have received the relevant induction. c. The nominated Project Manager is responsible to ensure on-site inductions for AECOM employees and subcontractors is undertaken on site prior to the commencement of works. d. Induction requirements are to be outlined in project specific SWMS / Safety Health & Environment Management Plans (SHEMP). The Project Manager will maintain a record of all site inductions conducted. 2 iv. Incident reporting and management process e.g. use of IndustrySafe as AECOM s preferred incident reporting system. This should cover importance of near miss and observation reporting to enhance the safety awareness and culture on the project. v. Communication and consultation arrangements, including issue resolution process vi. vii. Site safety procedures and rules - minimum PPE requirements, alcohol and drugs policy, smoking areas, parking, deliveries, visitors, exclusion zones, permits, hours of work and fatigue policy, etc., Risk management processes SWMS, Step Back Start Card viii. Key workplace hazards/risks and control requirements ix. Emergency management x. Environment, community and stakeholder requirements xi. Safety Observations Lifeguard for large projects e.g. 10 field employees, with 6 month or longer duration or where the PM and local SH&E Manager have agreed to use this. e. On or prior to completion of the induction, copies of the inductee s licences and competency certificates shall be taken as appropriate to their scope of work. f. Completion of site inductions provided by AECOM will be documented in the SHEMP or using the Project Site Induction Record - APAC or other record suited to the scale and complexity of the project. The record shall be initialled or signed by the inductee Visitors and Delivery Drivers a. Where visitors to project sites are required to enter operational work areas it is recommended they receive a brief site induction session. Project Visitor Induction Checklist - APAC assists with providing instructions for visitors. Any visitors should be supervised by fully inducted authorised site personnel at all time whilst on site. b. Where delivery drivers are required to enter an operational project zone on a regular basis, it is recommended that they participate in a brief delivery driver induction to familiarise themselves with the site specifics utilising Delivery Driver Site Induction Checklist APAC which may be modified to suit the project. One off visits should be accompanied by an AECOM site representative in lieu of providing a site induction. c. Where regular deliveries are expected on the project, the project should make early contact with the transport companies involved to arrange for inductions to be programmed well in advance of deliveries commencing. 2.4 Further Requirements a. Upon employment and annually thereafter, in conjunction with their annual performance review, employees will review their SH&E training requirements with their Supervisor. A training needs analysis (TNA) will also occur as required to meet the requirements of a new role, client or project. In the absence of a formal TNA being available, Appendix 1 should be used as a guideline and the regional SH&E Manager engaged for additional input on other available suitable training aligned with work activities being conducted. b. All employees employed for the purpose of field work, or who will be regularly based out of the office, must discuss and develop their training needs analysis with their direct supervisor within one week of commencing with the company. c. For larger scale projects, such as Construction Services projects, a site specific training matrix can be developed to identify specific training requirements, including competency, licencing and qualifications, for specific project personnel including contractors if applicable. 3 2.4.1 Emergency Response a. All personnel who are required to fulfil a designated emergency response role shall be trained in their responsibilities (to nationally accredited competency unit standards) and inducted into the specific Emergency Response Plan for the workplace they are responsible for. Minimum training requirements are detailed in Appendix 1 Safety and Health. b. All workers and visitors to AECOM workplaces will be trained (briefed) in emergency evacuation and response protocols during the induction process and will be required to participate in any emergency related training as required (e.g. evacuation drills, simulated response exercises) 2.5 Supervision of Trainees c. Until training has been provided, employees may only attend work sites under the direct supervision of a trained employee who is competent to perform the work activity. This supervision will continue until the employee has received training and is deemed competent to undertake the task. d. Specific clients may wish to employ a formal Short Service Employee program and these requirements are outlined in Short Service Employees SSE APAC procedure. These requirements should be discussed with the relevant AECOM Project Manager and SH&E Manager and any key requirements communicated to all project staff as part of induction. e. It is the responsibility of Managers to ensure that all new employees are suitably supervised by a competent person in all situations where they may be exposed to harm, until such time as they have had sufficient training and / or have demonstrated competence. 3. Competency a. Verification of competency may be required for certain tasks. The competencies required for a particular employee shall be established by the employee s Supervisor at the time of induction and whenever new equipment or tasks are introduced to the workplace. Records will be maintained by each Supervisor / Project Manager. b. Assessment of competency for external training will be confirmed by the sighting of issued certificate/licence and where deemed appropriate verified by an onsite practical assessment by a competent/qualified assessor and/or subject matter expert. Verification of Competency (VOC) - Assessment Tool, or an approved equivalent form, may be used for the purposes of documenting this assessment. Project specific competency verification requirements will be defined within the SHEMP and/or SWMS. For internal training, the APAC Geography can use the local training process as a guideline when assessing competency. Where external (third party) providers are used to conduct VOC s, an assessment shall be made on the acceptability of the VOC instrument and process. VOC External Provider Endorsement - APAC shall be used for this purpose. c. Where competency is not yet established, the Supervisor or Manager shall ensure gaps are documented on the training plan. The employee shall be provided with sufficient instruction and an opportunity to undertake the task under supervision by a competent person until the competency is established. 4. Recurring Requirements a. requiring periodic retraining/refresher will be tracked electronically by AECOM University principally but may also be supported by local project or regional tracking spreadsheets. The training frequency is outlined in Appendix Maintenance of Records a. Companywide training e.g. Safety for Life, HAZWOPER and Safety Qualified Supervisor (SQS) must be captured and recorded through AECOM University (AECOM U). AECOM U can also be used to deploy and track local courses as required. b. Local induction records will be recorded by the local SH&E team member, or in some instances by HR team member, who delivers the material and electronic records kept on the local network drive and/or SharePoint. External training will be tracked through use of AECOM U where an applicable course code has been established, or it is acceptable to capture this through business line or other local training registers. These will be reviewed periodically for accuracy. d. Employees are required to keep copies of certificates and provide these as requested by the SH&E team, their supervisors or project managers. e. Managers should verify that employees have required training prior to assigning or authorising specific roles and responsibilities to each employee. 6. References a. 5 Appendix 1 Safety, Health & Environmental A general outline of SH&E required for employees is shown in the table below. The mandatory training requirements are listed as either mandatory (at commencement) or specific requirements for each employee are to be identified as part of the training needs analysis for the employee s role and activities. Where appropriate, some of the training identified below will be included as elements of other AECOM training courses. Further information can be obtained from the relevant Regional Safety Manager.
