1 Terms of Reference I. PROJECT MANAGEMENT SUPPORT AND CAPACITY DEVELOPMENT CONSULTANTS A. Background 1. The Government of the Socialist Republic of Viet Nam, has requested a loan and grant from the Asian Development Bank (ADB) towards the cost of the Greater Mekong Subregion (GMS) Corridor Towns Development Project. The project will enhance the competitiveness of towns along the East West Economic Corridor (EWEC) and Southern Economic Corridor (SEC) which link Viet Nam with Cambodia and Lao People's Democratic Republic (Lao PDR). The Project will support: (i) regional development in the GMS (and ASEAN) countries through the creation of growth engines in corridor towns across the GMS countries; (ii) recycling of solid waste through the innovative materials recovery facilities (MRFs) for waste segregation, with cofinancing from the Urban Environmental Infrastructure Fund (UEIF) of the Urban Financing Partnership Facility (UFPF); and iii) increased decentralization by strengthening provincial and district authorities. B. Project Key Output 2. The key outputs of the Project are: (i) endorsement of strategic local economic development plans (SLEDPs); (ii) priority urban infrastructure investments; and (iii) capacity development, including preparation of a master plan for Dong Ha City. Consulting services are required for Project Management Support and Capacity Development (PMSCD) to build capacity of the Project Management Units (PMU) in both Quang Tri and Tay Ninh provinces and district authorities in project implementation as well as in technical aspects of design, construction and operation and maintenance (O&M) of urban infrastructure facilities. 1. Priority Urban Infrastructure Investments 3. The three corridor towns of Dong Ha, Lao Bao and Moc Bai have been identified as dynamic economic growth centers in the EWEC and SEC. Ten priority subprojects were selected in the three project towns. A summary description of the priority subprojects follows and more information is available from the Project Administration Manual (PAM) available from the ADB website at adb.org i Dong Ha Urban Roads: (a) improvement and widening of around 22 km of urban roads; and (b) construction of drainage structures, sidewalks, median road, installation of lighting facilities and planting of trees. ii. Dong Ha River Embankment: (a) construction of around 6 km slope protection structures along the Dong Ha river embankment; and (b) construction of walkways and lighting system including the enhancement measures of the urban landscape. iii. Dong Ha River Port Rehabilitation: (a) rehabilitation of existing wharf facility and provision of logistics equipment; and (b) construction of interior roads, field office, installation of power, water supply utilities and sewerage system. iv. Dong Ha Materials Recovery Facility: (a) installation of a materials recovery facility next to the existing sanitary landfill; and (b) establishment of composting operations. v. Lao Bao Urban Roads: (a) improvement and widening of around 22 km of urban roads; and (b) construction of roadside drainage structures and sidewalks.

Lao Bao Solid Waste Management: (a) establishment of a sanitary landfill in a 20 hectare area (in which 5 ha in the first phase); and (b) construction of access road and related facilities for the sanitary landfill. vii. Moc Bai Water Supply: (a) expansion of water pipelines and establishment water supply plant with capacity up to 7,000 cubic meters per day; and (b) installation of water connections for household and commercial users. viii. Moc Bai Urban Roads: (a) improvement and widening of around 13 km of urban roads within the town center; and (b) construction of drainage structures, median road, walkways, installation of lighting facilities, and planting of trees. ix. Moc Bai Wastewater Treatment: (a) establishment of waste water treatment plant with capacity up to 9,000 cubic meters per day; and (b) installation of wastewater drainage networks, booster pump station and sewage transmission pipelines x. Moc Bai Materials Recovery Facility: installation of a materials recovery facility at the existing dumpsite, Thanh Duc commune, Go Dau district, Tay Ninh province 2. Institutional Strengthening for Urban Development 4. The two PMUs in Quang Tri and Tay Ninh provinces with assistance from PMSC D consultants will undertake a capacity development needs assessment of designated project staff. The assessment will focus on the specific technical and administrative requirements for managing and implementing urban infrastructure such as water supply system, wastewater treatment plants (WWTPs), solid waste management and sanitary landfill, river embankment protection, and urban roads. Capacity assessment will also be conducted for financial management and fund disbursement, procurement management, social and environmental safeguards, and monitoring and evaluation. Based on the results of the assessment, a capacity development plan will be prepared and various training program and capacity building interventions will be identified. Indicative capacity development and training activities are described below, more information is available from PAM available from adb.org i. Developing Capacity for Project Management: including workshops and targeted training programs in (a) work and financial planning; (b) administrative management procedures; (c) public awareness and information, education and communication (IEC) approaches; (d) coordination and networking approaches; and (e) project website management. ii. Developing Capacity for Financial Management: including workshops and targeted training programs in (a) ADB financial procedures and practices; (b) imprest accounts and fund disbursement; (c) internal finance controls; (d) financial status and audit reporting; and (e) financial cost recovery for revenue generating subprojects. iii. Improving Capacity for Procurement Management: including workshops and targeted training programs in (a) procurement guidelines and procedures; (b) application of procurement methods and procedures; (c) quality control and inspection systems; and i(d) procurement plan preparation, reporting and monitoring. iv. Developing Capacity for Social and Environment Safeguards: including workshops and targeted training programs in (a) poverty and social impact assessment; (b) consultation and participation approaches; (c) data generation and PPMS; (d) stakeholder's awareness raising; (e) updating environment management plan; (f) public awareness of impacts and mitigation measures; (g) integration of environment management elements; (h) environment safeguards in urban infrastructure; (i) gender sensitization training; (j) women empowerment training; (k) gender awareness and IEC training; and (I) gender action planning. 2

Developing Capacity for Operation and Maintenance: including workshops and targeted training programs in i(a) O&M planning; (b) managed system for revenue collection; (c) O&M services tariff and price value; and (d) establishment and operation of asset document units. C. Project Management Support and Capacity Development Consultants 5. The PMSCD consultants to be financed from ADB resources will be recruited from international firms following quality-and cost-based selection (QCBS) procedures with a quality to cost ratio of 90:10 in accordance with the ADB Guidelines on the Use of Consultants (March 2013 as amended from time to time). The PMSCD consultants will be engaged by the Lead Executing Agency, the Provincial People's Committee of Quang Tri province (PPC-QT) through the Provincial Department of Planning and Investment (DPI) and its Project Management Unit (PMU). 6. An estimated 267 person-months (pm) including 60 pm of international and 207 pm of national consultants are required for this assignment. Advance action for recruitment of PMSCD consultants has been approved to expedite timely mobilization of consultants. The consulting team will provide support and advice to the EAs in Quang Tri and Tay Ninh provinces, the two PMUs and the Project Support Units (PSU) if required. 1 The services will be rendered during the initial key three years of project implementation with an aim to build capacity for the EAs and PMUs to carry out implementation with minimum support after the initial 3 years. The PMSCD will support project staff in Project Management, Procurement, Monitoring and Evaluation, Environment Protection and Social Safeguard as well as in technical areas of Urban Development, Wastewater Management, Water Supply, Flood Protection, Urban Road, Solid Waste Management, and River Port Development. 7. The general scope of services of the PMSCD team is intended to ensure full compliance with government and ADB's policies and operational requirements in project management and implementation, financial and procurement procedures, social and environmental safeguards and O&M. The Team will assist the EAs, PMUs and PSUs in carrying out its tasks and responsibilities in a time-efficient and cost-effective manner. The scope of services and detailed TOR for the consulting services are presented below. 1 Two PSUs have been established within the Dong Ha People's Committee; and in Huong Hoa People's Committee; 3

5 5 D. Detailed Tasks of Specialists 1. International Consultants a. Urban Development Specialist/ Team Leader (18 personmonths [pm], International) 8. The Urban Development Specialist/Team Leader will be responsible for overall management and delivery of the defined tasks of the PMSCD. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs. Specifically the specialist will be responsible for the following scope of work: i. manage and coordinate overall consulting services inputs in close collaboration with the EAs and the PM Us; ii. advise and support the PMUs regarding arrangements for effective financial management of the project; iii. advise and support the PMUs on procedures for financial accounting, reporting and auditing, and loan disbursement for the project; iii. advise and support the PMUs in the management of imprest accounts; iv. assist the PMUs with preparation of TORs for Detailed Engineering Design (DED) and Construction Supervision (CS) consultants; v. assist in the preparation of TORs for consultants for preparation of Dong Ha Master Plan, vi. prepare detailed time bound implementation schedules, work plans, and financial plans based on the agreed scope of work and approved TOR; vii. in collaboration with the Monitoring and Evaluation Specialists, develop a Project Performance and Monitoring System (PPMS) within 2 months of mobilization; viii. advise on the design of baseline surveys and oversee survey activities as basis for measuring pre-project and post-project conditions; ix. assist and support the PMUs in the collection of information and managing the PPMS; x. ensure quality control of detailed designs, cost estimates, procurement documents, construction activities and delivery of goods and services; xi. prepare and ensure timely submission of regular progress reports and advise on actions xii. to be taken against adverse variances against target indicators; provide on-the-job training to staff of the PMUs and PSUs in project management and implementation of capacity development plans; xiii. advise on compliance with relevant ADB policies and guidelines including social and environmental safeguards; and xiv. assist the PMUs and local authorities in supervising of the works of DED and CS consultants. 9. The Urban Development Specialist/ Team Leader will have a Masters degree in Urban Planning, Development Economics or other relevant discipline. He/she will have at least 15 years of work experience in urban sector development and urban infrastructure implementation under overseas development assistance (ODA) funded projects, with at least 5 years experience as Team Leader. He/she will have proven experience in coordinating and managing a multidisciplinary and multicultural team of experts in project management support and capacity building. He/she will have understanding about prevailing Vietnam laws regarding construction, land acquisition and resettlement, and local customs in each project site. b. Urban Road, Flood Protection, Drainage Engineer (6 pm, International) 10. The Urban Road, Flood Protection and Drainage Engineer will report directly to the Team Leader, he/she will work closely with the national Urban Road Engineer and the national Flood Protection Specialist. He /she will provide guidance to the PMUs regarding design and

6 6 implementation of urban roads, flood protection and drainage facilities. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to subproject sites. The Specialist will provide support and advice to both PMUs. He/she will be responsible for the following scope of work: i. provide guidance regarding the design and implementation of urban road river embankment and flood protection subprojects or subproject components; ii. provide guidance regarding required standards for detailed designs, cost estimates and procurement documents related to urban road, river embankment and flood protection subprojects or subproject components to ensure conformity with Government and ADB regulations; iii. assist in the preparation of specifications and bidding documents for urban road, river embankment and flood protection subproject or subproject components; iv. advise on methodology to ensure engineering quality of civil works and construction activities of urban road, river embankment and flood protection subprojects or subproject components; iv. assist in designing effective hand-over arrangements for project urban roads, river bank and flood protection structures to agencies responsible for O&M of such structures; and v. assist in the assessment of capacity development needs for preparation, implementation and O&M of urban roads, river embankment and flood protection structures for participating agencies and district authorities. 11. The Urban Road Engineer will have a degree from a recognized university in civil engineering, road engineering, or an equivalent discipline. He/she will have at least 10 years of work experience in road design, river embankment and flood protection facilities in developing countries, including 5 years with ODA-funded projects. He/she will have understanding about the prevailing design standards in road, flood protection, water drainage applied in Vietnam. c. Sanitary Engineer (8 pm, International) 12. The Sanitary Engineer will report directly to the Team Leader, and will work closely with the national Water Supply Specialist, and the national Wastewater and Solid Waste Management Specialist. He /she will provide guidance to the PMUs regarding design and implementation of water supply, wastewater management and solid waste management facilities. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs. He/she will be responsible for the following scope of work: i. provide guidance regarding the design and implementation of water supply; wastewater treatment facilities including sewage pipelines and wastewater treatment plants (WWTP); and solid waste management and materials recovery subprojects or subproject components: ii. provide guidance regarding standards for detailed designs, cost estimates and procurement documents related to water supply; wastewater treatment facilities including sewage pipelines and WWTPs; and solid waste management and material recovery subprojects or subproject components to ensure conformity with Government and ADB regulations; iii. assist in the preparation of specifications and bidding documents for civil works, goods and services related to water supply; wastewater treatment facilities including sewage pipelines and WWTPs; and solid waste management and materials recovery subprojects or subproject components; iv. advise on methodology to ensure engineering quality of civil works and construction activities of water supply; wastewater treatment facilities including sewage pipelines and WWTPs; and solid waste management and material recovery subprojects or subproject components; v. assist in designing effective hand-over arrangements for water supply, wastewater and solid waste management facilities for agencies responsible for O&M of such facilities;

7 7 vi. and assist in the assessment of capacity development needs for preparation, implementation and O&M of water supply, wastewater management and solid waste management facilities for participating agencies and district authorities. 13. The Sanitary Engineer will hold a degree from a recognized university in sanitary engineering or an equivalent discipline. He/she will have at least 10 years of professional work experience in managing, designing and supervising construction of water supply, wastewater management and solid waste management facilities in developing countries, including 5 years with ODA-funded projects. d. Procurement Specialist (4 pm, International) 14. The Procurement Specialist will report directly to the Team Leader. He/she will be based at the Lead PMU in Dong Ha but will be required to travel to the other PMU in Tay Ninh. The Specialist will provide support and advice to both PMUs regarding procurement matters and procedures. He/she will be responsible for the following scope of work: i. assist in the harmonization of Government and ADB procurement procedures and requirements; ii. assist and provide on-the-job training of designated Project staff of EAs, PMUs on ADB procurement guidelines and procedures; iii. iv. review and update the procurement plan including packaging for procurement; advise on the preparation of template procurement documents, including bid documents and bid evaluation reports for procurement of goods, and civil works under ICB, NCB and Shopping procedures; v. assist in the preparation of procurement documents, including bid documents and bid evaluation reports for initial packages of goods and/or civil works under ICB, NCB and Shopping procedures; vi. advise on ADB procurement procedures including ICB, NCB and Shopping; vii. advise on the selection and recruitment of consultants, including preparation of selection criteria; viii. advise on quality control and inspection systems to be introduced as part of the overall procurement process; ix. assist EAs, PMUs and ADB in the preparation of template reports on the progress of the procurement process; x. assist in addressing issues related to procurement procedures as maybe requested by xi. the EAs and ADB; and assist in the assessment of capacity development needs for procurement and contract administration. 15. The Procurement Specialist will have a degree from a recognized university in Business Administration, Economics, Engineering, or an equivalent discipline, combined with actual experience in procurement under ODA funded projects. He /she will have at least 10 years of work experience in management of procurement activities, including 5 years with ODA-funded projects. He/she must be fully familiar with ADB procurement guidelines and procedures as well as stipulations of the Vietnam law. e. Social Safeguard (Resettlement Specialist and Gender Specialist (6 pm, International) 16. The Social Safeguard and Resettlement Specialist will report directly to the Team Leader, and will work closely with the national Social Safeguard/Gender Specialist and the national Resettlement Specialist. He /she will provide guidance to the PMUs regarding social safeguard and resettlement issues. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs regarding social safeguards and resettlement activities. He/she will be responsible for the following scope of work:

8 i review and update the Resettlement Plans (RP) prepared during the Project Preparatory Technical Assistance (PPTA) and make necessary refinements following consultative meetings with EA and PM Us; ii. review and reconfirm resettlement support packages and make necessary adjustments acceptable to the government and ADB; iii. define categories of impact and eligibility of affected household for compensation, and prepare entitlement matrix covering compensation for lost assets and income including assistance to achieve to achieve full replacement costs for lost assets, income and livelihoods; iv. review and update gender action plan (GAP) and poverty action plans and provide assistance for their implementation during project implementation; v. review the social safeguards framework and advise on necessary adjustments to urban infrastructure investments acceptable to the Government and ADB; vi. vii. viii. review and reconfirm the social safeguards packages developed during the PPTA; undertake due diligence assessment and prepare corrective action plans to identify permanent and temporary socio-economic impacts resulting from urban infrastructure investments including from land acquisition, changes in land use or restrictions of access to assets and common property resources; prepare consultation plans and formats for documenting consultations with affected people in accordance with ADB policies, and provide technical assistance in the conduct of consultations with affected persons and project stakeholders; ix. assess stakeholder's concerns and recommend possible changes in project designs to minimize resettlement impacts and assist EAs and PMUs get the endorsement of the resettlement plan prior to submission to ADB review and approval; x. ensure that gender and indigenous peoples issues are fully covered in the subproject xi. xii. xiii. implementation and subsequent investment planning; assist in the development of the monitoring systems for social safeguards elements during project implementation and in the preparation of regular reports; develop information, education and communication (IEC) programs to generate public awareness on the Project and assist in monitoring impact of IEC programs; and provide resettlement training to Project Staff of EAs, PMUs and PSUs on: a. national laws and regulations; b. ADB policy and procedural requirements, c. resettlement planning, implementation and supervision, d. monitoring and evaluation 17. The Social Safeguard and Resettlement Specialist will hold a Master's degree from a recognized university in social sciences, sociology or an equivalent discipline. He/she will have at least 10 years of work experience in resettlement planning and social development, including 5 years with ODA-funded projects. He/she will have an in-depth understanding of national and international best practices and policy on involuntary resettlement issues, social development, gender issues, and poverty reduction. Extensive experience in community mobilization and analysis of resettlement issues in Viet Nam will be an advantage. He /she must have a clear understanding of resettlement checklists and guidelines of ADB or other international donor agencies and be familiar with ADB Safeguards Policy Statement. f. Environment Specialist (4 pm, International) 18. The Environment Specialist will report directly to the Team Leader. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs 8

9 and assist the EA and PMUs in monitoring of environmental management activities. He/she will be responsible for the following scope of work: i. review and update the initial environmental examination reports (IEE) and Environment Management Plan (EMP) prepared during the PPTA and recommend necessary refinements and improvements based on government and ADB policies and requirement; ii. ensure that EMP and related environmental considerations are factored in detailed designs and technical engineering of the urban infrastructure subprojects under the project; iii. assess the capacity development needs of EAs, PMUs and PSUs in environment measures and recommend appropriate capacity building interventions and training programs, including the preparation of TOR for independent environment monitoring, as may be necessary; iv. ensure that environment safeguards measures are adequately considered in the standard bidding documents and in the evaluation criteria for selection and awarding of contracts for civil works, goods and services; v. coordinate with participating Ministries, Provincial People's Committee and local authorities on regulatory and compliance issues related to environment safeguards; vi. advise on environment related concerns and recommend appropriate action plans; vii. assist in preparation monitoring guidelines for environmental safeguards, including the xii. impact environmental measure on urban sector development; and assist in the assessment of capacity development needs for environment impact assessment, and environmental management activities. The Environment Specialist will hold a Masters degree from a recognized university in environmental science, urban planning, engineering or an equivalent discipline. He /she will have at least 10 years experience on projects implementation in developing countries including at least 5 years with ODA funded projects. He /she must have experience with environmental impact assessment and environmental management of urban infrastructure, including urban roads, drainage, river bank protection, solid waste management, and water supply and sanitation. He/she will have understanding about law and relevant regulations regarding environment issues in Vietnam. 19. g - Monitoring and Evaluation Specialist (5 pm, International) 20. The M&E Specialist will report directly to the Team Leader. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs regarding monitoring and evaluation of project activities and management of the PPMS. He/she will be responsible for the following scope of work: i. together with Team Leader, develop the PPMS based on project targets, performance indicators, assumptions and risks specified in the Design and Monitoring Framework (DMF), ii. advise and train project staff regarding the requirements for monitoring and evaluation, including performance against project milestone, safeguards monitoring and financial commitments; iii. assist in the preparation of standard quarterly physical and financial progress report on project achievement, including templates for quarterly and annual summary progress report; iv. provide guidance for baseline data and information gathering, including the conduct of surveys and analysis of survey results; v. assist in harmonizing the requirements for monitoring and evaluation of the government 9

10 vi. vi. and ADB and in developing the project's monitoring and evaluation framework; assist and train the project staff in preparing detailed data monitoring formats, survey designs and schedule of monitoring and evaluation activities; and assist in the preparation of scope of services and TOR for the conduct of baseline survey; detailed monitoring and evaluation studies; and procurement and selection of other service providers. 21. The M&E Specialist will hold a degree from a recognized university in economics, social development, civil engineering or an equivalent discipline. He /she will have at least 10 years of work experience in monitoring and evaluation of projects in developing countries, including 5 years with ODA-funded projects. Familiarity with PPMS, DMF and related monitoring and evaluation tools of ADB-funded projects is a pre-requisite. h. Capacity Development Specialist (8 pm, International) 22. The International Capacity Development Specialist will be responsible for overall design of the capacity development program and training plan. He/she will report directly to the Team Leader and will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh. The Specialist will provide support and advice to both PMUs regarding capacity development and training activities and programs. The specialist will be responsible for the following scope of work: i. assess capacity development needs of the EAs, PMUs, local authorities and responsible agencies for specific technical and administrative requirements for managing and implementing urban infrastructure; ii. assess capacity development needs of the EA, PMUs in financial management and fund disbursement, procurement management, social and environmental safeguards, and monitoring and evaluation; iii. assess capacity development needs of the EAs, PMUs, local authorities and responsible agencies in strategic local economic development planning and investment packaging, and in project management and implementation; iv. advise on institutional and organizational arrangements for the effective implementation of capacity development plan; v. assist in the preparation of a capacity development program for the EAs, PMUs, local authorities and responsible agencies; vi. vii. viii. ix. assist in the preparation of a training plan related to the capacity development program; assist in developing procedures for capacity building and training and criteria for selection of appropriate staff who would be participating in specific training and capacity building activities; advise in developing a performance monitoring system related to the impact of capacity building interventions and training programs; assist in the development of the TOR for a working group of GMS corridor towns, to be established under the GMS Economic Corridor Forum (ECF); and x. advise on the development of twining arrangements among corridor towns, both nationally or among the GMS region; 23. The International Capacity Development Specialist will hold a Master's degree from a recognized university in development management, public administration or an equivalent discipline. He/she will have at least 10 years of work experience in institutional capacity development. Relevant experience in urban sector development would be preferred. Knowledge and experience in the application of ADB guidelines on project implementation would be an advantage. 10

11 24. The International Capacity Development Specialist will hold a Master's degree from a recognized university in human resource development or equivalent discipline. He/she will have at least 10 years of relevant work experience in conducting capacity development and training programs, including 5 years with ODA-funded projects. Strong analytical skills on capacity development needs assessment are considered a requirement. Experience and knowledge of ADB procedures and requirement on capacity development and training will be an advantage. i. Urban Planner - architect (1 pm, International) 25. The international urban planner and architect will assist Doing Ha city in supervision of the Dong Ha urban master plan assignment. The part-time specialist will report to the project director in Quang Tri province. He/she will assist with the review of the various drafts of the master plan and in particular its urban design concept. The assignment will ensure that the Master Plan will provide scope for world-class modern architecture which represents the best principles of green and smart city development. The Specialist will provide support and advice to the Dong Ha PMU. He/she will be responsible for the following scope of work: i. review the draft Master Plan document in terms of suitability of long -term spatial development scenarios; ii. study relevant factors which influence the master plan: prevailing land use patterns, traffic patterns, environmental parameters and climate change impacts; iii. review the urban design concept proposed; iv. propose adoption of design guidelines for relevant architectural landmarks and features; v. propose guidelines for green (low carbon) and smart city development; vi. participate in local workshops for review of the draft master plan. 26. The International Ubran Planner/architecht Specialist will hold a Master's degree in architecture and urban planning from a recognized university in city planning and green architecture or equivalent discipline. He/she will have at least 10 years of relevant work experience in urban planning and urban design, including 5 years in developing countries. Strong analytical skills and proven architectural and urban planning praxis are considered a requirement. Experience and knowledge of Asian urban development and green city development will be an advantage. 2. National Consultants a. Project Management Specialist /Deputy Team Leader (24 pm, National) 27. The National Project Management Specialist/ Deputy Team Leader will report directly to the Team Leader and in the absence of the Team Leader will report directly to the project directors in Quang Tri and Tay Ninh provinces. He/se will assist with overall project management and delivery of the defined tasks of the PMSCD team. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs. He/she will be responsible for the following scope of work: i. in collaboration with the Team Leader, ensures that all planning, coordination, and implementation of project activities are carried out according to plan, and reflect the relevant policies, procedures and guidelines of the Government and ADB; ii. in collaboration with the Team Leader, and in his absence, manage and coordinate overall consulting services inputs in close collaboration with the EA and the PMUs; 11

12 iii. in collaboration with the Team Leader, and in his absence, prepare detailed time bound implementation schedules, work plans, and financial plans based on the agreed scope of work and approved TOR; iv. monitors the progress of all project activities and advises of any potential discrepancies between planning and implementation; v. assist the Team Leader and/or in his absence, the PMUs in the preparation of quarterly and annual progress reports as required; vi. prepares evaluation guidelines and scoring sheets, and train relevant PMU staff in their use; vii. provide on-the-job training to staff of the PMUs and PSUs in project management and implementation of capacity development plans; viii. works with PMUs to develop contracts that meet ADB and Government requirements; ix. provide overall support for selection of contractors, suppliers, contract management, and quality control and inspection; x. provide site management guidance in relation to construction activities; and xi. assist the PMUs and local authorities in supervising of the works of DED and CS consultants. xii. assist in the planning scheduling and reporting of urban infrastructure subprojects; 28. The National Project Management Specialist/ Deputy Team Leader will hold a degree from a recognized university in Project Management or other relevant discipline. He /she will have at least 8 years of work experience in management of ODA projects and 5 years in a management position. Fluency in written and spoken English is a requirement. He/she must have demonstrated ability to work within a multi-disciplinary team of national and international consultants. He/she will have profound understanding about prevailing construction law applying in Vietnam. b. Urban Road Engineer (24 pm, National) 29. The National Urban Road Engineer will report directly to the Team Leader or in the Team Leader's absence to the Deputy Team Leader and will work closely with the international Road, Flood Protection and Drainage Engineer. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs regarding design, construction and management of urban roads. He/she will be responsible for the following scope of work: i. provide guidance in the implementation of access roads/ urban road and related structures subprojects or subproject components; ii. assist in supervising the detailed design work for access roads/ urban road and related structures subprojects or subproject components; iii. review detailed designs, cost estimates and procurement documents related to access roads/ urban road and related structures subprojects or subproject components to ensure compliance with established standards; iv. assist in preparing specifications and bidding documents related to access roads/ urban road and related structures subprojects or subproject components; v. provide site management guidance in relation to civil works for the improvement and widening of urban roads including the construction of related structures and facilities; vi. prepare work plans and schedule of activities including submission of regular physical reports on civil works and construction activities related to urban roads and related structures and draw up corrective measures to address critical issues and problems related to Project implementation; 12

13 vii. viii. assist in effective hand-over of urban road infrastructure to the agencies that are responsible for O&M; and assist in assessing the capacity development needs in planning, implementation, O&M of urban road infrastructure facilities for participating agencies and local institutions. 30. The National Urban Road Engineer will hold a degree from a recognized university in road and bridge engineering or other relevant discipline. He/she will have at least 8 years of work experience in the design and implementation of urban roads, access roads, and related structures, including 5 years with ODA-funded projects. Fluency in both written and spoken English is essential. He/she must have demonstrated ability to work within a multi-disciplinary team of national and international consultant. He/she will have understanding prevailing technical standards on execution of urban roads projects applied in Vietnam. c. Solid Waste and Wastewater Management Specialist (24 pm, National) 31. The National Solid Waste and Wastewater Management Specialist will report directly to the Team Leader or in the Team Leader's absence to the Deputy Team Leader and will work closely with the international Sanitary Engineer. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs regarding design, construction and management of solid waste and wastewater management facilities. He/she will be responsible for the following scope of work: i provide guidance in the implementation of the solid waste and wastewater management subprojects; ii. assists in supervising the detailed design work for solid waste and wastewater management subprojects or subproject components; iii. review detailed designs, cost estimates and procurement documents for solid waste and wastewater management subprojects or subproject components to ensure compliance with established standards; iv. assist in preparing specifications and bidding documents related to solid waste and wastewater management subprojects or subproject components; v. provide site management guidance in relation to civil works and construction activities related to solid waste and waste water management facilities; vi. prepare work plans and schedule of activities and regular physical progress reports of subproject activities and draw up corrective measures to address critical issues and problems related to project implementation; vii. assist effective hand-over of project solid waste and wastewater management facilities to the agencies that are responsible for O&M; and viii. assist in assessing the capacity development needs in planning, implementation, O&M of wastewater management facilities for participating agencies and local institutions. 32. The National Solid Waste and Wastewater Management Specialist will hold a degree from a recognized university in civil engineering, or other relevant discipline. He /she will have at least 8 years of work experience in the implementation and management of solid waste and wastewater management facilities including 5 years with ODA-funded projects. Fluency in both written and spoken English is essential. He/she must have demonstrated ability to work within a multi-disciplinary team of national and international consultant. 13

14 d. Flood Protection (12 pm, National) 33. The National Flood Protection Specialist will report directly to the Team Leader or in the Team Leader's absence to the Deputy Team Leader and will work closely with the international Urban Road, Flood Protection and Drainage Engineer. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites. The Specialist will provide support and advice to both PMUs regarding design, construction and management of river embankment and flood protection infrastructure. He/she will be responsible for the following scope of work: i. provide guidance in the implementation of river embankment and flood protection infrastructure subprojects or subproject components; ii. assists in supervising detailed designs, cost estimates and procurement documents related to river embankment and flood protection infrastructure subprojects or subproject components; iii. review detailed designs, cost estimates and procurement documents for river embankment and flood protection infrastructure subprojects or subproject components to ensure compliance with established standards; iv. assist in preparing specifications and bidding documents related to river embankment and flood protection infrastructure subprojects or subproject components; v. provide site management guidance in relation to the construction of river embankment and flood protection infrastructure; vi. prepare work plans and schedule of activities including submission of regular physical progress reports on civil works regarding river embankment and flood protection infrastructure and draw up corrective measures to address critical issues and problems related to project implementation; vii. assist in effective hand-over of river embankment and flood protection facilities under the project to agencies that are responsible for O&M; and viii. assist in assessing the capacity development needs in planning, implementation, O&M of river embankment and flood protection infrastructure for participating agencies and local institutions. 34. The National Flood Protection Specialist will hold a degree from a recognized university in waterworks management, or other relevant discipline. He/she will have at least 8 years of work experience in the design, implementation, and management of river embankment and flood protection infrastructure including 5 years with ODA-funded projects. Fluency in both spoken and written English is essential. He/she must have demonstrated ability to work within a multi-disciplinary team of national and international consultant. e. Water Supply Specialist (12 pm, National) 35. The National Water Supply Specialist will report directly to the Team Leader or in the Team Leader's absence to the Deputy Team Leader and will work closely with the international Sanitary Engineer. He/she will be based at the PMU in Tay Ninh but will be required to travel frequently to the lead PMU in Dong Ha and to the subproject sites. The Specialist will provide support and advice to both PMUs regarding design, construction and management of water supply investments. He/she will be responsible for the following scope of work: i. provide guidance in the implementation of water supply subprojects or subproject components; ii. assist in supervising detailed designs, cost estimates and procurement documents related to water supply subprojects or subproject components; 14

15 iii. review detailed designs, cost estimates and procurement documents for water supply subprojects or subproject components to ensure compliance with established standards; iv. assist in preparing specifications and bidding documents related to water supply subprojects or subproject components; v. provide site management guidance in relation to the construction of water supply subprojects and components; vi. prepare work plans and schedule of activities including submission of regular physical reports on civil works and construction activities on water supply components and draw up corrective measures to address critical issues and problems related to Project implementation; vii. assist in effective hand over of water supply facilities under the project to agencies that are responsible for O&M; and viii. assist in assessing the capacity development needs in planning, implementation, and O&M of water supply systems for participating agencies and local institutions. 36. The National Water Supply Specialist will hold a degree from a recognized university in civil engineering or other relevant discipline. He/she will have at least 8 years of work experience in the design, implementation, and management of water supply projects including 5 years with ODA-funded projects. Fluency in both spoken and written English is essential. He/she must have demonstrated ability to work within a multi-disciplinary team of national and international consultant. f. River Port Specialist (12 pm, National) 37. The National River Port Specialist will report directly to the Team Leader or in the Team Leader's absence to the Deputy Team Leader. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh and to the subproject sites (delete). The Specialist will provide support and advice to both PMUs regarding design, construction and management of river port facilities. He/she will be responsible for the following scope of work: i. provide guidance in the design and construction of river port subprojects or subproject components; ii. assist in supervising detailed designs, cost estimates and procurement documents related to river port subprojects or subproject components; iii. review detailed designs, cost estimates and procurement documents for river port subprojects or subproject components to ensure compliance with established standards; iv. assist in preparing specifications and bidding documents related to river port subprojects or subproject components; v. provide site management guidance in relation to the construction of river port subprojects and components; vi. prepare work plans and schedule of activities including submission of regular physical progress reports on civil works and construction activities on river port components and draw up corrective measures to address critical issues and problems related to project implementation; vii. advise on methodology to ensure the engineering quality of civil works and construction activities related to river port subprojects or subproject components; viii. assist in designing and implementation of effective hand over arrangements of the river port facilities under the project to agencies that are responsible for O&M; and ix. assist in assessing the capacity development needs in planning, implementation, and O&M of river port facilities for participating agencies and local institutions. 15

16 38. The National River Port Specialist will hold a degree from a recognized university in transport engineering or in other relevant discipline. He/she will have at least 8 years of work experience in the design, implementation, and management of river port projects including 5 years with ODA-funded projects. Fluency in both spoken and written English is essential. He/she must have demonstrated ability to work within a multi-disciplinary team of national and international consultant. g - Financial Management Specialist (12 pm, National) 39. The National Financial Management Specialist will report directly to the Team Leader or in the Team Leader's absence to the Deputy Team Leader. He/she will be based at the Lead PMU in Dong Ha but will be required to travel frequently to the other PMU in Tay Ninh. The Specialist will work closely with the Team Leader to provide support and advice to both PMUs regarding financial management activities. He/she will be responsible for the following scope of work: i advises on establishing standard procedures for maintaining project accounts, and developing and establishing within the PMUs proper financial management and planning procedures; ii. assists on developing budgets and schedules for project activities, based on annual work plans, and where required, provide training in accounting and financial management to PMU staff; iii. advise EA, PMUs and Ms on organizational arrangements for effective financial management for project implementation; iv. assist in developing procedures for financial accounting, reporting and auditing, and loan disbursement for the Project; v. assist in processing ADB loan withdrawal including certificates and reporting formats for efficient flow of funds between Government, contractors and ADB; vi. assist in preparing and updating financial records, projections and reports in accordance with the procedural requirement of the Government and ADB; vii. review current budgeting, accounting and financial reporting of the EA and Treasury agencies at the provincial and district levels and recommend measures to improve the efficiency and accuracy of budgeting, accounting and financial reporting systems; viii. review internal control systems in the EAs and PMUs and recommend improvements for ix. internal control systems; plan and organize financial management capacity building and training covering ADB loan disbursement procedures and financial management practices for the administrative and finance staff of the EAs, PMUs and PSUs; and x. instill good practices and knowledge enhancement for project accounting and financial management through on-the-job training and hands-on sessions. 40. The National Financial Management Specialist will hold a degree from a recognized university in Business or Public Administration, Finance, Accounting, or other relevant discipline. He/she will have at least 6 years of experience of financial management and fund disbursements for urban infrastructure investments, including 3 years with ODA funded projects. Experience and familiarity with ADB and Vietnam disbursement procedures would be an advantage. Fluency in both written and spoken English is essential. He /she must have demonstrated ability to work within a multi-disciplinary team of national and international consultants. h. Procurement Specialist (12 pm, National) 41.
