We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders. The Ministry provides policy advice, and delivers social services and assistance to young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing. We serve over a million people, working out of more than 250 centres around the country. It is likely that every New Zealander will come into contact with the Ministry at some point in their life. Our work, together with our social sector partners, is essential to achieving a sustainable and prosperous future, where all New Zealanders are able to take responsibility for themselves, be successful in their lives and participate in their communities. 2 Housing The Ministry is responsible for leading the cross-agency Social Housing Reform Programme of work. This Programme will increase the supply of social housing in New Zealand. It builds on a number of measures taken over recent years to provide more New Zealanders in need with quality and affordable housing. The key objectives of the programme are to: Ensure social housing is the right design and size, and in the right place for people who need it Increase affordable housing supply Ensure people who need housing support can get it and receive social services that meet their needs Encourage and develop more diverse ownership of social housing, with more innovation and responsiveness to tenants and communities Help social housing tenants to independence, as appropriate. Purpose of the Position The Senior Advisor Stakeholder Engagement will have the responsibility to assist with the development of strategic engagement with stakeholders on the Purchasing Strategy and the wider programme of our activities and work in the social housing arena, across Housing Business Group (Housing). The Senior Advisor Stakeholder Engagement will: Contribute and support the implementation and evaluation of strategic, tactical and operational stakeholder engagement plans, programs, projects and initiatives to align with MSD s vision, goals and direction Contribute and support the implementation of integrated stakeholder engagement programs and initiatives to improve and enhance the perceptions and experiences of clients and communities Contribute and support stakeholder outreach initiatives, dialogue and other forms of engagement to understand key concerns and issues Prepare reports on stakeholder engagement strategies and initiatives to review success of stakeholder engagement and advising team on the best way to influence particular stakeholders Identify and recommend improvements to the team s procedures and systems for best practice stakeholder engagement approach Recognise the importance of compliance with organisational processes and simultaneously take actions to achieve added value solutions with stakeholders Assist management to identify issues that present risks or opportunities to Housing Group. Preparing/writing and co-ordinating briefings for the leadership team in advance of stakeholder meetings as necessary. Contribute to the management on issues in a way that risks are contained or mitigated. Working with communications colleagues to prioritise the external organisations we engage with monitoring these priorities to reflect the changing external climate and our own strategic priorities Presents findings and reports to the team s Management. Provide support to facilitate good practice in actions across Housing. Support evaluation of internal stakeholder satisfaction with the quality of advice, programs and initiatives related to stakeholder engagement Senior Advisor Stakeholder Engagement 3

Keep abreast of developments relating to the work programme Analyse and review all available information and recommend options for planning and implementation. Advise management where required on the implications of policies, including trends, risks, and developments. Assist in the provision of information requests ensuring high level, accurate and timely response to requests. Actively look for opportunities to improve stakeholder engagement. Maintain core programme processes and documents for work programmes Leverage lessons learned and collective experiences to adopt a focus on continuous improvement. Assist with ad hoc reporting as required Establish build, maintain and manage effective relationships with internal staff and external providers, vendors and agencies. Support delivery of timely advice and support in accordance with established Ministry frameworks across the organisation. Identify common areas of interest emerging across stakeholders and proactively develop opportunities for collaboration Establish positive working relationships with external stakeholders Represent Housing to promote and facilitate improvement in the perception of MSD and its services. Establish, build and maintain a positive working relationship with peers and the wider MSD service areas Contribute to other areas of the work programme needs of Housing. 5 Technical/Professional Knowledge and Experience Essential: Ability to work in a fast-paced environment with shifting priorities Relevant tertiary or post graduate qualification is desirable and experience in the social services or government sector required Proven ability to write to a high standard (clear, accurate, concise, appropriate to audience). Confident and computer literate Highly developed analytical and problem solving skills - able to analyse data and write strategically focussed reports based on this analysis with recommendations Natural talent to connect with people and build rapport Creative and resourceful. Attributes/Success Factors Ability to relate both verbally and in writing across all levels of the organisation Ability to create effective relationships and demonstrate excellent influencing and negotiation skills Role models integrity and accountability Proven credibility in delivering value add services, particularly within disciplines relating to a procurement/commissioning management function.
