3 Goal for 2017 targeted public engagement Gain meaningful feedback from environmental justice andspecial needs populationsto inform the update of the Transportation 2040 Plan (T2040) and the Coordinated Transit-Human Services Transportation Plan (Coordinated Plan).

4 Key objectives for 2017 targeted outreach Build awareness of upcoming Transportation 2040 and Coordinated Transit- Human Services Plan update Educate about the role PSRC plays in transportation planning. Show how community partners can help to inform this process Make connecting and engaging with PSRC simple and easy to understand. Provide opportunities for targeted populations to engage in a variety of ways. Leverage existing relationships to aid robust outreach effort. Help build long-term relationships, particularly with new community groups.

Summarize what we ve heard inform draft plan December 2017/ January 2018 Public Comment period on Draft Plan April 2018 Board Action: Recommend updated plan to General Assembly May 2018 PSRC General Assembly

6 Targeted Audiences Seniors and seniors aging in place Youth Persons with disabilities Minorities Low income Persons with limited English proficiency Veterans Persons with limited literacy Residents in highly impacted communities*

7 Identifying CBOs Many organizations can help Started by researching who works in these areas and/or serves these populations Grouped possible organizations into two sets based on criteria: Services provided Nexus to target populations Counties served Highly impacted communities served

8 Criteria for Prioritizing CBO Engagement Collaborate Convene Inform Direct relationships with target populations (specificallythose that require more culturally appropriate communication) Ability to recommend and execute intensive outreach strategies Eligible for subcontracting Example: Mix of strategies (e.g. in-person interviews, questionnaires, group forums,door-to-door surveys) Strong networks with target populations Convene meetings or events with target populations Willing to welcome PSRC and/or EnviroIssues participation at existing meetings or events Example: briefing at community meeting Direct relationships with target populations Willing to provide information through existing networks and/or channels Example: questionnaire available at local office, communication
