11 Policy Clarifications Reasonable Availability of Funds In an MPO area Next phase of work fully funded in TIP/STIP prior to NEPA approval Full project fully funded in MPOs LRTP In an Rural area Next phase fully funded in TIP/STIP language in NEPA document that discusses how rest of project will be funded. (Should pass laugh test.) The STIP shall include a project, or an identified phase of a project, only if full funding can reasonably be anticipated to be available for the project within the time period contemplated for completion of the project 23 CFR (o)
12 Policy Clarifications When Fed-Funds Can Be Added To Projects Timing matters Financial agreement signed? Was it a lump sum or a pro rata? Was the project already let? How has the project been developed to date? Local Has it followed the federal project development process so it can be federalized? (NEPA, Uniform Act, etc.) Are the federal funds being applied nominal? Is the project eligible for the federal funding? ( a guide to federal aid programs and projects )
