3 SCOPE BACKGROUND INTRODUCTION: The Charlottesville-Albemarle Metropolitan Planning Organization s Long Range Transportation Plan (LRTP) will need to be updated by May of This update will build upon the process used in implementing the 2040 plan update. This has been revised based on lessons learned during the last update and incorporates new requirements and guidance provided by FHWA and VDOT. Further, the process for the 2045 plan will incorporate many components of Smart Scale, The Commonwealth s data-driven transportation project evaluation funding strategy. The update process is built around a 27-month timeline, which is outlined at the end of this scope. The timeline allows for adequate time to evaluate the existing plan, conduct a robust public input process, analyze projects using performance measures and metrics, and a thorough vetting of the final list of projects. The LRTP update is divided into a set of eight tasks, each with a set of subtasks that will lead to the eventual adoption of a new Long Range Plan. Tasks are outlined below and summarized in the attached timeline. Given that this is a two plus year process, there inevitably will be some changes to the timeline as the process matures. TASKS AND SUBTASKS 1)BACKGROUND Developing background information for the 2045 planning process will include an update of the regional demographics and trends, a review of current planning documents and input from the MPO committees, local Planning Commissions. In addition, a public engagement process that will consist of a public survey and open house (review of existing plan and community priorities) will also be included. 1-A Community Data and Demographics MPO staff will pull together the required demographics to highlight the existing and expected future conditions of the MPO area. This will include pulling data from the American Community Survey, State Agencies, BLS, Weldon Cooper center, and others. This analysis will consider population, housing, median income, and age. 1-B Review of Current Plans The 2045 plan revision will begin with a thorough review of the existing 2040 Long Range Transportation Plan, Transportation Improvement Plan (TIP), and Six Year Improvement Plan. Additionally, the current local comprehensive plans and area plans will also be reviewed to identify community transportation priorities and visions. Further, MPO staff will work with VDOT staff to review corridor specific studies, statewide plans and other transportation related planning documents available from VDOT and DRPT. 1-B Base Network Modeling The background analyses will be supplemented with a transportation specific hotspot and needs analysis. This analysis will be based around commonly accepted transportation 1

4 metrics including travel time, travel mode, and vehicle availability, which will be derived from the regional transportation model. 1-C Hotspot and Needs Analyses Other metrics will be analyzed statistically using GIS and will include roadway safety, state of good repair, bridge sufficiency, freight utilization, and others. MPO staff will also draft an analysis of the existing facilities. This analysis will consider current roadways, transit, freight, aviation, and bicycle/pedestrian facilities. The goal of both these analyses is to establish a clearer picture of the community and how it uses the transportation system. These analyses will serve as the basis for analyzing gaps within the existing transportation system and determining regional transportation needs. 2) GOALS AND OBJECTIVES Establishing the goals and objectives for the (LRTP) will require a review of various materials including previous LRTP goals and objectives, identifying issues within the existing transportation system (i.e. system gaps, under-served areas, demographic changes, etc.), efforts in developing a more sustainable transportation system, and other sources. 2-B Review and Approve Goals The goals and objectives used in the 2040 plan will be refined and crosschecked with the eight planning factors that are required to be addressed under the SAFETEA-LU guidance. Further, the goals and objectives will be refined to meet the needs of Smart Scale and community priorities. 2-B Review and Approve Objectives MPO committees will provide input on the goals and objectives process early on in the process. The revised goals and objectives will inform the analysis stage by providing guidance on the metrics used and will serve as the framework for the continuing development of the LRTP. 3) METRICS Metrics focus on utilizing a standard set of tools to understand the performance of the current transportation system in the region. The metrics are directly related to the data used in the transportation needs analyses and include things like crash statistics, congestion, housing and transportation cost indicators, and project cost. Many of the metrics will be pulled from Federal guidance and Smart Scale. 3-A&B Identification of Metrics Staff will work with VDOT, FHWA, transit providers, and local staff to identify appropriate industry standard metrics for analyzing the transportation network. MPO committees will be asked to provide input and ultimately approve a comprehensive set of metrics. 2

5 4) MODELING The modeling tasks are focused on producing analytical results using the analysis metrics identified in task 3. This process ensures projects will help meet the goals and objectives from task 2. Further, modeling provides quantitative measures that will be used to rank and prioritize projects. 4-A Hotspot and Needs Analysis Hotspot and Needs analyses will use the metrics from task 3 to provide insight on current and future transportation conditions. 4-B Deficiencies List From the Hotspot and needs analyses MPO staff will work with the MPO committees to create a list of deficiency areas that exist within the current transportation network. These deficiencies might be as specific as high crash intersections and key congestion chokepoints, to gaps within the bike/pedestrian network, or issues with transit headways and service gaps. The deficiencies list along with the community priorities will inform the next step of scenario planning and modeling changes to the existing transportation network 4-C Scenario Planning and Modeling Building off the deficiencies list MPO staff will work with partners and the MPO committees to begin identifying projects to address hotspots and deficiencies identified in task 4-B. Projects will be analyzed using the regional travel demand model and other tools like GIS. The metrics agreed to in tasks 3A and B will be used as the analytical measures for this key step. Because many projects work best in conjunction, the process will include modeling several scenarios of projects (i.e. Roadway changes with transit improvements). Due to the technical nature of the required modeling a consultant may be used for part of this task. 5) FHWA Performance Measures FHWA performance measures are a set of measures that are required to be used in assessing the performance of the transportation system (as required in (d)). These measures relate to the eight planning factors mandated in MAP-21. The measures focus on providing region-wide performance based targets for safety, asset management, travel times, freight movement, air quality (where required) and transit. The guidance on these measures is still being developed and will be incorporated into the process once available. Initial target setting will be done in parallel to VDOTs statewide target setting. This approach will ensure compliance with both Federal requirements and continuity with Smart Scale. 6) PRIORITIZATION AND RANKING Once the modal plans are completed, the comprehensive project lists developed with each plan will need to be whittled down to meet fiscal constraint requirements. A conceptual level fiscal analysis and environmental analysis of each project will also be conducted. Furthermore, each project will be analyzed on how well it contributes to meeting the adopted goals. The 3

6 prioritization will be reviewed and examined by numerous stakeholders, including all MPO Committees. 7) APPROVAL OF FINAL PROJECT LIST AND LONG RANGE TRANSPORTATION PLAN After all stakeholders, have had an opportunity to express input, the project list will be finalized and included in the long-range transportation plan. This document is slated for final approval in May PUBLIC ENGAGEMENT MPO Staff plan to engage the public throughout the process through a variety of different means. P-1 Public Engagement The public engagement process will include a multi-faceted multi-media approach. The process will include traditional public open houses (5 events), public hearings (2 events), public committee meetings (MPO), a project specific website, Facebook, online surveys, and electronic newsletters. Additionally, MPO staff will conduct outreach at regularly scheduled community advisory/neighborhood committee meetings. The public engagement and communications strategy will be fully outlined in an accompanying public engagement and communications strategy. P-2 Planning Commission Meetings MPO Staff will be engaging the Charlottesville and Albemarle Planning Commissions throughout the MPO update process. Planning Commissioner engagement will occur through presentations at regularly schedule meetings, 8 planning commission meetings (4 each). Additionally, commissioners will be engaged through MPO committee meetings. P-3 Public Open Houses The MPO will host 5 public meetings over the course of the plan update process. These meetings will be scheduled around important milestones in the planning process and focus on a narrow set of related topics (i.e. existing conditions). Meetings will feature an open house format and last between two to three hours. P-4 Educational Outreach The MPO s Transportation Training Academy will be used to educate staff, elected officials and interested groups about specific topics related to the LRTP update. Seminars will include topics on travel demand modeling and FHWA performance measures. P-5 Public Hearings As required by FHWA s guidance the MPO will advertised and host public comments on the draft plan and on the adoption of the final plan. 4

7 STAFFING: The plan update will draw on the majority of TJPDC s Planners. Key participants and their expected roles are detailed below. A consultant may be used for some technical tasks related to travel demand modeling. - Chip Boyles, Executive Director Mr. Boyles will provide project oversight administration. He will also provide facilitation at public meetings, MPO committees and will be the primary point of contact with the MPO policy Board. - Will Cockrell, Program Manager Mr. Cockrell will serve as the overall lead for the LRTP update. He will be responsible for ensuring that tasks are delivered on time. He will also be responsible for coordinating with VDOT and FHWA. Further, Mr. Cockrell will be responsible for communicating with the committees, media and the public. - Wood Hudson, Senior Planner Mr. Hudson will serve as the technical manager and will be responsible for managing the data gathering, overseeing the modeling work by other staff/contractors. - Nick Morrison Planner Mr. Morrison will provide public facilitation, and GIS analyses. He will coordinate work with other planners to conduct the necessary data analyses, public engagement efforts and performance measure analyses. - Zach Herrman Planner Mr. Herrman will serve as a technical specialist and will be responsible for conducting modeling and GIS analyses. He also will be the lead on the bike and pedestrian components of the plan. - Faruk Hesenjan Planner Mr. Hesenjan will serve as a technical specialist and will be responsible for conducting research, collecting demographics and performing analyses related to freight and bridges. He will also provide GIS support. 5
