Directs lead and seasonal parks maintenance staff and manages seasonal park rangers and park attendants. Manages and staffs the appointed County Park Board providing operational and park management reports and recommendations that foster proactive parks policy input, development, direction, and recommendations from this County Board appointed body. QUALIFICATIONS & REQUIREMENTS: Bachelor s degree in Recreation & Parks Management, or related public administration field with emphasis or experience in public facility administration; Three years parks administration or project management and supervisory experience; Natural resource management, landscaping and turf care experience; Certifications in or ability to obtain Private Pesticide Applicator, Playground Safety Inspector, Red Cross Water Rescue, and First Aid and CPR SALARY RANGE: $ $37.03 GRADE: 26

2 SUPERVISION RECEIVED: Works under the general direction of the Environmental Services Director. This positions functions are performed independently under limited supervision and is reviewed through discussion, reports, and on the basis of results achieved. SUPERVISION EXERCISED: Supervises the permanent Lead Maintenance parks staff and collaborates with the Office Management Group shared clerical staff designee. Recruits, hires, and supervises seasonal park rangers, attendants, and maintenance staff. Also collaborates with State Sentence to Service Program Director, Minnesota Jobs & Training Programs and community service participants and volunteers in the care and maintenance of the parks system. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Advocates for and plans, coordinates, directs, evaluates, manages the overall operation of all Chisago County Parks and Trails. 2. Promotes and maintains positive public awareness of the County park system through public relations efforts and activities; development of outreach and education materials (slide presentations, brochures, pamphlets, and videos); and social media/web site presence. Promotes and advocates for parks, trails, and recreational facilities throughout the county as health and well-being, livability, and economic development assets. 3. Prepares reports and recommendations for, Park Board, County Board, Environmental Services Director and staff use; presents reports; recommends courses of action and drafts plans and policies to ensure the further development of the park and trail system and the smooth operation of the department. 4. Prepares, administers, and advocates for the parks division budget and capital needs and planning of the parks system; develops cost estimates for construction, maintenance, and capital improvement plans and projects; reviews, approves and submits bills for payment and completes all general business and administrative services associated with the successful parks division operations. 5. Maintains awareness, identifies and pursues local, regional, statewide, and federal parks and trails grant and funding opportunities. Lobbies for and writes grant applications and actively collaborates with stakeholders and partners in pursuit of grant opportunities. 6. Carries out and performs successful grant management and affiliated project administration activities including real estate acquisition and project construction management. Reviews contracts and agreements and prepares project requests for proposal and solicitations in accordance with county policy and successful grant administration. 7. Collaborates with the County Park Board and develops the department s philosophy and objectives; develops long-term plans for park system growth and development including capital improvement plans, acquisition and expansion efforts, and planning, design, replacement, and construction of facilities. 8. Provides leadership in maintaining, developing, following, and advocating for the Comprehensive Park Plans and Regional Park plans of the county. Seeks Regional parks and trails status for County Parks where advantageous and appropriate. 9. Actively seeks out and works collaboratively with other county divisions and departments to efficiently utilize the full resources of the county in the betterment of the parks and trails system.

3 10. Monitors and manages the parks facilities reservation system(s) for use of picnic sites, event venues, and other facilities. Develops and oversees park facility reservation and scheduling policies and priorities. Resolves park facility use and scheduling conflicts. 11. Researches and analyzes community needs and public health recreational and leisure trends; utilizes this information in developing park programs and in long-range planning for the park system; makes related recommendations to the County and Park Boards. 12. Carries out regular park facility inspection and reporting and manages all inspection reports and findings consistent with playground and park safety protocols; general public accommodation and safety; and applicable accessibility, liability, and insurance documentation needs. Schedules, prioritizes, and participates in park maintenance work with staff and sentence to service crew leader as needed. Maintains responsibility for the natural resource management and development within the parks. 13. Conducts evening and weekend park duties on call or as needed to monitor parks use and public activity at the parks. Responds to emergency requests and weekend/evening seasonal staffing needs as required. 14. Recruits and interviews job applicants in collaboration with County Human Resources practices, policies, and guidance. Hires and develops work plans and duties to be assigned to individual employees; conducts staff meetings; develops and administers employee training programs; demonstrates work methods and trains new permanent and seasonal employees; schedules, supervises and evaluates employee s work; coaches, counsels and/or reprimands employees ; carries out employee reviews; and disciplines and/or discharges employees in accordance with county policies when necessary. 15. Plan, develops and implements park and trail adoption and other such programs for recruiting and utilizing the services of volunteers and promoting community pride and stewardship within the parks. 16. Plans, develops and implements department policies and procedures; including unique or specialized personnel rules and regulations for park rangers, maintenance staff and collection attendants. 17. Responds to inquiries and/or complaints about the park system; resolves conflicts in the parks; enforces park ordinances; works with the County Sheriff Department and other law enforcement officials as required. 18. Pursues membership and advocates on behalf of the county in greater Minnesota parks and trails organizations, professional networks, and thru legislative advocacy efforts as authorized. Monitors and reports on impactful statewide parks and recreation policy and trends. Generates county legislative position and advocacy research and policy as directed. 19. Seeks out and supports local parks and trails advocacy groups and organizations for the common interests of park and recreation through ought the county. Collaborates and supports local city and town park boards and commissions, the Parks and Trails Foundation, and other such stakeholder groups as authorized. 20. Other duties as assigned.

4 DESIRED MINIMUM QUALIFICATIONS: 1. Education and Experience: a. Graduation from high school or equivalent b. Bachelor s degree in Recreation & Parks Management, or related public administration field with emphasis or experience in public facility administration preferred. c. Three (3) years parks administration or project management and supervisory experience preferred d. Natural resource management, landscaping and turf care experience. e. Certifications in or ability to obtain Private Pesticide Applicator, Playground Safety Inspector, Red Cross Water Rescue, and First Aid and CPR. 2. Knowledge, Skills and Abilities a. Advanced knowledge of the development of parks and trail systems and their management and maintenance and development. b. Knowledge of public recreation leisure time activities and related trends and the ability to gather, analyze, and use complex information relating to the recreational needs of the community and leisure time trends. c. Ability to work independently and exercise sound judgment in determining appropriate administration and coordination mechanisms in a variety of assigned areas. d. Knowledge of the federal, state, and local laws, rules and regulations relating to the operation and maintenance of public parks and parks personnel. e. Ability to develop and manage budgets and capital improvement plans and to prepare reports and maintain records. f. Understanding and ability to succeed with park and trail grant funding including the ability to effectively identify, write, manage, and secure Federal, State and local grants. g. Ability to communicate effectively, both orally and in writing, and to identify stakeholders and interact and communicate effectively with a wide variety of individuals and engage positively with the community at large. h. Ability to plan, coordinate, supervise and evaluate the work of others and to train employees. i. Ability to plan, develop and implement programs, to work on multiple priorities simultaneously and recommend and implement parks and trails policies, priorities, and procedures. j. Ability to establish and maintain effective working relationships with public officials, county staff, the general public and citizen parks and recreations interest groups. k. Ability to develop new techniques and procedures for accomplishing goals and objectives to design and assign work plans l. Ability to report to work on a regular and timely basis and to work evenings and attend off site meetings and events when necessary. m. Valid driver s license and ability to traverse varied terrain and inspect park lands, facilities, and natural areas. TOOLS AND EQUIPMENT USED: Calculator, personal computer, copy machine, telephone, standard office equipment, facsimile machine. Field equipment used for orientation of maintenance employees: tractors, mowers, saws, blowers, pumps, sprayers, etc.
