Its main function is to issue currency and to act as the banker and financial agent to the PNG Government. The Centre for Excellence in Financial Inclusion (CEFI) is a national entity designed to coordinate and monitor all financial inclusion initiatives in PNG, under the auspices of the BPNG. CEFI was established to address the gap of financial inclusion that currently exists in PNG, where access to financial services, banking facilities and microfinance institutions is significantly limited. CEFI has requested the assistance of one-two volunteers with skills in communications to assist in developing public interest in financial inclusion and build capacity in communications and public relations over the next 12 months. ABV anticipates this assignment will be achieved through three 2.5 month assignments spread throughout the year with specific tasks dependent on the outcome of the first assignment. Host Organisation Bank of Papua New Guinea (BPNG) The Bank of Papua New Guinea (BPNG) is the central bank and prudential regulator for the country. The Central Banking Act 2000 entrusts the BPNG with four core responsibilities, which are to be carried out for the benefit of the people of Papua New Guinea: 1. To formulate and implement monetary policy with a view to achieving and maintaining price stability; 2. To formulate financial regulation and prudential standards to ensure stability of the financial system in Papua New Guinea; 3. To promote an efficient national and international payments system; and 4. Subject to the above, to promote macro-economic stability and growth. The above core responsibilities provide the basis for the Bank s Strategic Plan objectives with the following secondary strategic objective: Foster an efficient and cost effective organisation with motivated and skilled staff. Centre for Excellence in Financial Inclusion (CEFI) The Centre for Excellence in Financial Inclusion (CEFI) was launched in April 2013 and has the primary role of coordinating and monitoring implementation of all financial inclusion initiatives in Papua New Guinea, under PO Box 207 CIVIC SQUARE, ACT 2608 P F E info@abv.org.au W 1

2 the auspices of the BPNG. CEFI was established to address the gap of financial inclusion by extending financial services to the rural populations of PNG, who have limited access to financial services including banking facilities, microfinance institutions and financial education programs and financial literacy. Access to these services and products would ensure all Papua New Guineans are financially included and are active participants and recipients of PNG s growing financial sector. It is CEFI s mission to develop this robust financial sector through eliminating financial exclusion for financial inclusion (for individuals as well as micro and small enterprises) has been identified as a key driver for economic growth, reduced economic vulnerability for individual households, poverty alleviation, promotion of gender equity and balance, and improved quality of life for people across Papua New Guinea. For more information on CEFI please visit: Assignment Background ABV and the BPNG have commenced discussions with CEFI to provide institutional strengthening projects that will support CEFI in coordinating and monitoring the implementation of financial inclusion initiatives. A scoping study in August 2016 identified a number of potential projects for CEFI. Capacity building in communications and public relations is required to assist CEFI create public interest in financial inclusion. The expert ABV will work closely with the Executive Director and Communications Manager to strengthen and build the capacity of CEFI to implement a public awareness campaign and develop a communications strategy to raise interest in financial inclusion. This assignment will be part of a Programmatic Plan with CEFI as agreed by ABV to develop their communications strategy. The assignment tasks and outcomes below are to be delivered over the course of 12 months, which may involve up to three assignments, involving multiple volunteers depending on availability and skills set. ABV is seeking interest from all volunteers with strong communication skills to apply their interest for involvement in this partnership. The Assignment Community Impact Improved communications and public relations capacity of the CEFI thereby raising interest in financial inclusion. HO Outcomes Increased communication capacity of CEFI to ensure right message is delivered to target audiences. 3 Work closely with CEFI staff to develop and implement communications and public relations strategy and plan. Work with CEFI staff to develop a campaign to raise interest and awareness in financial inclusion. Provide advice to CEFI management and staff about communcations and public relations. Work with CEFI staff to develop a blog and a biannual newletter for stakeholders and build capacity of CEFI team to manage and prepare future content. Develop content for a blog and quarterly newsletter and other and social media as identified in the communications strategy. Conduct an assessment of staff communication skills and idenitfy opportunities for improvement. Provide on the job support and coach CEFI staff in implementing assignment outputs Outputs Communications Strategy is developed Documented campaign to increase interest in financial inclusion that includes key messages, target audiences identified and communication channels to reach audiences is identified. 4 Experience in developing and compiling communications and campaigns in the Pacific region and financial services sector. Computer literate with proficiency in Microsoft packages Personal Attributes Patience, tolerance and flexibility; Cultural sensitivity and awareness; A willingness to work in a challenging environment with limited resources; An ability to cope with a standard of living different to that of Australia. Airfare, Living Allowance and Accommodation ABV will provide: A return economy class airfare from the volunteer s closest airport to the project location; The required visa for the location and duration of the project; Any unavoidable overnight transit accommodation costs required during travel to and from the project location; Travel and medical insurance; Medical pre-departure health check, including a personalised first aid kit and a post-project health check; Vaccinations and malaria prevention medication as medically prescribed; A monthly living allowance. The Bank of PNG will provide: Provide reasonable, safe and secure accommodation for the Expert Volunteer close to the project location; Arrange for the Expert Volunteer to be met at the airport; Provide in country transport as required; Liaise with and provide ABV with any reports or information that the Expert Volunteer might require in connection with the project. Location Background Port Moresby, the capital of Papua New Guinea, is the largest city in the South Pacific with a population of around 800,000. It is located in the National Capital District and is built around a harbour. It serves as the country s administrative centre and has modern amenities. Security precautions must be observed very closely in Port Moresby including living in high security compounds, restrictions of travel to certain areas and restricted transport options. Despite the high cost of living and the reputation for law and order issues, Port Moresby is a vibrant and exciting multicultural city to live in, and common services such as taxis and banking facilities are widely available. There are many sites to visit, such as Parliament Haus (Papua New Guinea s most impressive building), the National Museum, Botanical Gardens, and gorgeous scenery and wildlife. It is claimed to be the best capital city in the world for diving. Port Moresby has a tropical climate with warm temperatures throughout the year and a dry season from April to November. 5 Culture, Safety and Security Tips The official languages are TokPisin, English, and HiriMotu. Of those, TokPisin is the most widely spoken language. However, up to 850 different languages are spoken across the country; The dominant religion is Christianity, but traditional worship is still practised in some places; Volunteers should expect to be greeted with an initial friendly handshake; Volunteers should remember to show particular respect to older people, and should never refuse the offer of gifts or food from people of any age; It is not appropriate to hold a long conversation with a person of the opposite sex unless that person is a close colleague or known friend; Volunteers in Port Moresby are briefed extensively on safety and security measures once in-country. Volunteers are not able to catch public buses, and are provided with an after-hours transport service provided for security reasons. Opportunistic crime is common throughout the country, so precautions should be taken according to in-country advice. All expatriates based in Port Moresby live in compounds with a high standard of security; Both meat and vegetarian options are available at locations that are considered suitable for eating out.
