2 Program Overview The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments. Bringing governance activities under one umbrella, the facility will enable greater coherence between, and consolidation of, individual activities, effective gender mainstreaming, smarter administrative, contracting and management processes, and improved knowledge sharing and actions on lessons learned across the governance portfolio. DFAT Aid Adviser Remuneration Framework DFAT implements an Aid Adviser Remuneration Framework (ARF) that defines its policies and procedures for determining the remuneration of commercially contracted international advisers. The ARF requires that advisers are paid in accordance with market-based remuneration rates and a prescribed set of allowances. Further information on the current version of this framework can be accessed from the DFAT Aid Adviser Remuneration Framework. What is a Short Term Adviser? A Short Term Adviser (STA) role is considered any appointment that is up to six (6) consecutive months in duration.

4 Compensation & Benefits Short Term Adviser In accordance with the ARF, the compensation and benefits associated with this Short Term Adviser position are outlined below. The successful adviser will receive: 1. A daily Professional Fee (plus GST where applicable) to be paid monthly upon receipt of an invoice outlining the services provided. The rate band for this position is: AUD679 to AUD929 per day 2. Comprehensive pre-departure and in-country briefings (security and role specific). 3. Reimbursement for expenses associated with visas, medical clearances and vaccinations. If an adviser is required to move away from their home base to undertake this role (either domestically or internationally) they will also be entitled to: 1. Return economy flight for mobilisation and demobilisation for the adviser only. 2. A per diem of will be paid to cover reasonable living expenses. N.B. This allowance is only applicable for those advisers whose partner and/or accompanying dependants (where applicable) are not currently in receipt of such an allowance from Australian Aid or any other employer. 3. Reimbursement of accommodation costs up to a certain value per day (inclusive of VAT/GST). N.B. Communication for Development (C4D) is the strategic use of information and communication processes to give citizens a say in their own development, often promoting community participation, empowerment and ownership. It uses communication processes, within broader development programs such as governance, health and education, to effect positive change through information. C4D is a people-centred way of communicating development, which promotes and elaborates on people s own development needs, perspectives and aims. It is communication about the full range of social, cultural, economic and political themes. It is communication that takes varied formstext, audio, video, art and performance. C4D is targeted at a wide range of audiences, including the dominant communicator nodes - namely government and policy makers, the mainstream media, private sector and institutional civil society to effect change and policy impact. It is also communication for expression and networking with other communities of interest.

6 Position Overview: Key Responsibilities: As PGF designs new and innovative delivery strategies to support the governance priorities of PNG, there will be opportunities to magnify development through effective communication. C4D will have a significant role to play in the following areas that are supported through the PGF: Leadership, Coalitions and Agents for Change Government - public service reform Economic development and diversity Decentralisation of government services Church led governance and service provision (Church Partnership Program) Local solutions for improved service provision Community participation in decision making Community demand for accountability Gender Equity and Social Inclusion strongly emphasized across all areas of implementation The short term C4D Specialist will work with the PGF Directors and their respective teams, i.e. Citizen Participation, Decentralisation, Economic Governance and Leadership and Coalitions; to identify where C4D can contribute to and enhance each area of program design and delivery. Furthermore the C4D advisor will make recommendations regarding the most appropriate form of C4D for different purposes and in different contexts. Appropriate C4D modes of communication may include, but not be limited to: Information (ensuring people have access to information) Voice (allowing people to have a say and be heard) Dialogue (promoting debate and discussion between governments and citizens) Media (high quality media development linked to high quality content production relevant to citizens needs) Networked Communications (ICT infrastructure to support communication and information access). Provide strategic and programmatic inputs into the C4D components of PGF s LTDS development. Undertake consultation with relevant PGF stakeholders to establish a robust understanding of the strategic direction of PGF and work with internal stakeholders to translate this strategy into an implementable program of work; Where applicable, provide advice on coordination between various components of the delivery strategy. Work closely with the Costing Specialist to ensure that the implementation of the LTDS for C4D is soundly budgeted; Work with the Monitoring, Evaluation and Learning (MEL) Specialist to ensure that MEL has been sufficiently incorporated into all components of the LTDS; Work with the relevant PGF Senior Program Managers to develop any templates or supporting documents that may be required for the creation of the LTDS;

7 Key Working Relationships: Develop activity schedules, log books and other associated documents to ensure the effective implementation of the LTDS; Provide support when required to the LTDS team; and Other duties as directed. N.B. Specific terms of reference may be reasonably modified by the Long Term Delivery Strategy once the LTDS development plan is created. This may include direction on specific tasks to be worked on, or the timing of inputs (to be determined in consultation with the Specialist). Manager Communications Director Citizen Participation Director Decentralisation Director Economic Governance Director Leadership and Coalitions Key Deliverables: An overarching C4D strategy for the PGF including a detailed practical and defined roadmap Requirements: Contribute C4D input to the design of all PGF delivery strategies Contribute a C4D component to the PGF Monitoring Evaluation and Learning Framework Qualifications Qualifications in Communications / Mass Communication or similar field (Master s degree preferred) in a development related discipline Knowledge Strong knowledge and experience in Communication for Development Strong understanding of PNG context, culture and challenges Skills/Experience Relevant C4D experience in a developing country context Strong Program design experience Fluency and excellent analytical writing skills in English Key Selection Criteria: Strong knowledge and experience in Communication for Development (at least 6 years professional working experience) including relevant C4D experience in a developing country context Strong Program design experience and experience developing (and implementing) C4D strategies across programs Strong understanding of PNG context, culture and challenges PLEASE NOTE: If no response to the above Key Selection Criteria is made, applications will not be considered further
