BACKGROUND Oxfam has embarked on a change process that will deliver One Oxfam in Countries and Regions across all affiliates by 2020 to create a stronger Oxfam that is globally coordinated and relevant in every country in which we work. While in transition towards full affiliation, countries will move to a One Oxfam strategy, One Oxfam team, and a One Oxfam budget. The different Oxfam affiliates who will engage with country teams and their partners by providing funding (restricted and unrestricted), programme support, specialist and/or thematic expertise and influencing capacity will be called Partner Affiliates (PA) and will form part of the Country Governance Groups (CGG). As a Partner Affiliate, Oxfam GB (OGB) is committed to making a strong contribution to the quality of Oxfam s programme work and that of our partners, with a responsibility to help enable programme quality in those countries where OGB is a PA, assure programme quality where we are an EA, and promote the OI management line s ability to manage programme quality. In order to meet this commitment, OGB will retain its programme strategy and impact team to support programme staff, partners and other stakeholders to design, implement and evaluate programmes that aim to make the greatest possible contribution to transformative change in women and men s lives. To facilitate OGB s PA offer, OGB s programme strategy and impact capacity is shifting from country, region and Oxford based teams to a globally networked function, a key part of OGB s above-country programme support capacity. This role will be part of this global network.

3 OUR TEAM This role will work alongside Oxfam s Programme Strategy and Impact Team (PSIT) the vision for which is to drive higher quality programming and learning within Oxfam, develop more integrated approaches to programming by networking across teams and offices and increase the influence of Oxfam s leadership on policy and practice internally and externally so as to increase Oxfam s impact on poverty alleviation. The post will also work in close collaboration with the OI platform in Asia and will eventually be line managed by the OI platform in Asia. THE PROGRAMME GRAISEA is a flagship programme that intends to achieve improved livelihoods for women and men who are small-scale producers in the Asia region, through more responsible and inclusive value chains and private sector investments and where women demonstrate economic leadership. It is funded by the Swedish International Development Agency and jointly implemented with Oxfam Novib and Oxfam America. This regional, programme works primarily in ASEAN countries: specifically, Thailand, Philippines, Indonesia, Cambodia, Vietnam and Myanmar and also in Pakistan. It works at three levels: 1. It brings together different stakeholders involved in commodity value chains to support female farmers, and influence regional/national policy and practices. 2. It promotes small-scale producers within commercial agriculture to ensure women are recognised as central economic actors. 3. It helps financial institutions and agricultural investors mitigate the risks of investing in smallholders. JOB PURPOSE The purpose of the role is to manage the programme so it delivers its objectives, meets donor requirements, and ensures programme learning is effective. The post holder will engage with external institutions for learning and influence, and provide appropriate management advice to programme staff based on an understanding of agreed management strategies. As a member of the Asia Leadership Team, the post holder will also contribute to Oxfam s work beyond the management of GRAISEA itself. CORE DETAILS Location Our package Grade: Relevant country for the South-East Asia region (preferably Bangkok), dependent on the right to work in the location and where the post holder can be contracted. 4 Contract Type Fixed term, 2 years, pending funding for the second year Hours of work This is a full-time role, however Oxfam offers various flexible arrangements which candidates can discuss by contacting the Recruiting Manager directly, as they have indicated that they would consider flexible options. This role reports to: Senior Programme Manager - International Programmes Team OGB with matrix management into the OI platform in Asia. Eventually the role will report into the OI platform in Asia, GRAISEA Programme Steering Committee (PSC). This committee provides governance oversight. Staff reporting to this post: One Regional Programme Finance Officer and one Donor Contract Management Officer, one Monitoring, Evaluation and Learning Specialist (matrix management of a MEL team staff), one Communications and Learning Officer, one Administrative Assistant, and one Regional Programme Coordinator Rice value chain. Matrix management of advisory staff of OGB, Oxfam Novib and Oxfam USA contributing to the programme. Annual budget for the post: Direct budget management of 1.7million USD, with oversight management of 7.98 million USD of programme funds (as at February 2017). It is foreseen that an additional project (Fair Finance Asia) under the lead of Oxfam Novib will be administered by the same Program Management Unit. The funding proposal foresees in additional human resources to further enlarge the team capacity. This program is pending approval by the Swedish Embassy in Bangkok by mid KEY RESPONSIBILITES Management and Accountability: Ensure the effective management and implementation of a large, complex and multistakeholder regional programme; this includes responsibility for strong contract management, effective cross-programme communication, strong oversight of programme accountability and delivery of key outputs. Support programme governance ensuring PSC and Oxfam International are appropriately informed and able to exercise their responsibility for accountability and oversight.

5 Oversee operational management of the seven country projects that form part of the GRAISEA programme and six regional partner projects, along with Oxfam s direct delivery of regional projects in line with agreed roles of key actors and overall management strategy. Build and manage relationships with strategic partners. Support country and partner programme co-ordinators and their teams to ensure effective and efficient delivery of the projects deliverables with timely reporting. Work to ensure common annual work and budget planning and review processes with countries and partners in work relating to the programme. Work closely with the OGB SIDA donor lead and Programme Finance Manager to produce periodic reports to SIDA incorporating financial and narrative information. In co-ordination with the finance officer and MEL officer, ensure that MEL and audit arrangements meet donor requirements and programme learning objectives. Identify, track, measure and mitigate for programme risks appropriately. Linking and Learning Enable linking, learning and deepening the programme strategy, with cross country, regional, partner and global links. This includes overseeing the proper functioning of the working groups as platforms for learning, capacity-building and advising on: corporate social responsibility, advocacy towards governments, ASEAN and companies; Value chains and sustainability and inclusiveness; and Enterprise development and innovative financing. Linking and learning on women economic empowerment will be cross-cutting and in a non-negotiable overview function. In co-ordination with the MEL officer, support and communicate evidence-based learning, especially from the annual reporting processes, both within and outside of Oxfam; Ensure that evidence of impact and stories of transformational change are well documented using innovative technologies and methodologies to ensure they reach a wide-ranging audience. Representation, Advocacy & Communication Improve the quality of Oxfam s impact and work on women economic empowerment and responsible agribusiness investments through supporting and communicating evidence-based learning within and outside Oxfam. Communicate the regional programme widely within the consortium and externally, this will include developing communication products, as appropriate. Work with the communications officer to publicise GRAISEA work, and contribute to and link with knowledge management platforms. Represent Oxfam and the work of the GRAISEA programme in national, regional and global meetings of relevance for the exchange of good practice and fundraising efforts. Represent Oxfam in SIDA meetings as appropriate. Programme Development Design and lead the development of the second phase proposal ensuring learning from the first phase is appropriately reflected. Support fundraising efforts for programme co-funding with other donors, as appropriate and contribute to tendering processes and tender negotiations as required. Provide relevant and strategic inputs into proposal development processes that are related to GRAISEA.

6 Work closely with other Oxfam affiliates in connecting and consolidating learning around women economic empowerment and responsible agribusiness investments to inform future programme development. Support flagship initiatives e.g. programme management design processes and training programmes as required. Financial management Manage co-financing arrangements (Rockefeller, Oxfam Affiliates and any other grants) Performance manage staff Provide leadership for successful programme development and achievement of project milestones. Ensure roles and responsibilities are clear and understood and performance of staff is regularly reviewed. Ensure identified personal and professional development needs are met. SKILLS EXPERIENCE AND KNOWLEDGE Essential Proven experience of programme management and coordination of complex programmes. Experience of working on women economic empowerment, private sector engagement, inclusive value chains and policy advocacy, with ability to apply underpinning knowledge in day-to-day work. Strong interpersonal skills and the ability to work effectively in a multi-cultural environment. Proven experience of managing large contracts and programme/contract finances. Proven ability to manage staff and partner relations. Experience of coaching staff especially in project and contract management. Excellent written and oral communication, facilitation and representation skills with ability to represent Oxfam at a strategic level and in high profile environments. Ability to support and influence others. Experience in providing advisory support to both senior managers and project staff and welldeveloped ability to facilitate learning and knowledge management. Flexible and creative approach in recognising and responding to challenges and opportunities, whilst working within parameters set by the organisation. Self-reliant, flexible and able to handle pressure, competing deadlines and multiple priorities. Tenacity, able to set and work towards ambitious targets. Experience working in ASEAN countries and ability to network effectively with ASEAN and Member State officials. Willingness and ability to travel up to 4 months per year. Desirable Experience of effectively managing a network of relationships at a distance.

7 Understanding of ASEAN regional context and influential actors in agribusiness and civil society. Experience in knowledge management and linking learning across multiple organisations.
