For the partnership, municipalities are able to contract out or collaborate public service with other public, private sectors, or non-profit organizations. While much has been written about the importance and functions of service collaboration, few have examined systematically what factors determine the effectiveness of a collaborative relationship in emergency service between municipalities or different public agencies. This study identifies factors that impact the effectiveness of collaborating emergency service with other public agencies in municipal level. Using survey data from local fire branch heads in Taiwan, this research demonstrates that the ability of emergency managers to mobilize resources and the quality of citizen engagement in emergency exercise affects the ability of local fire branches to achieve effective collaboration in emergency services with other public sectors. In brief, effective collaboration of emergency service is driven by a higher extent of citizen engagement in emergency preparedness and the ability of emergency managers to mobilize relative emergency resources.
