1 PRACTICAL ACTION REGIONAL OFFICE, SOUTH ASIA Practical Action is a not for profit, non government organisation registered as a charity in the UK (number ). It was established by Dr. E.F. Schumacher in The organisation aims to eradicate poverty in developing countries by developing and using technology, demonstrating results, sharing knowledge and influencing others. Its Head Office is in the UK and has overseas offices in Bangladesh, Kenya, Nepal, Peru, Sri Lanka, Sudan, and Zimbabwe, through these offices Practical Action works in more than 20 countries including India. In its strategic period , Practical Action is focusing its work mainly in four thematic areas i.e. Sustainable Energy, Agriculture Ecosystem and Market, Urban Water and Sanitation and Waste, and Disaster Risk Reduction with Climate Change and Making Markets Work for the poor as cross cutting sectors. Practical Action also has a consulting wing Practical Action Consulting (PAC) which has been a leader in the field of development consultancy for over 40 years. PAC has a remit to scale up and out the proven technologies, methodologies and policies developed and promoted by Practical Action and in doing so to achieve pro poor influence with the institutions, governments and private sector organisation with whom we work. PAC provides high-quality independent and professional consulting services in the use of technology for poverty reduction to governments, NGOs, donors and the private sector. PAC delivers demand-driven, value-added services to a range of clients with our portfolio of projects covering key issues facing today s world, such as renewable energy (biomass, bio fuel, hydro, wind, solar) and climate change (low carbon development, adaptation and disaster risk reduction), as well as water, sanitation and waste, market development and enterprise, agricultural livelihoods and trade. PAC has a strong international reputation, which is reflected in its broad client base including the World Bank, DFID, EC, ADB, key bilateral agencies, NGOs and the private sector. 2 The Manager will play a key role to develop and manage a successful and profitable consultancy unit working throughout the Practical Action Consulting South Asia Region. S/he will develop and implement strategies, through the development and delivery of consultancy work, that enable Practical Action Consulting to explore and create increased outreach opportunities through taking the work, beliefs, values and practices of Practical Action into the South Asia Region. Key Outputs: Develop a strategic portfolio of PAC work throughout the region ensuring financial viability as well as strategic fit and clear contribution and alignment to the Practical Action regional strategy. Key Result Areas: Develop the fundraising strategy and plan for the Region Explore fundraising opportunities and raise funds to achieve the annual fundraising plan Build relationships with donors/clients, potential donors/clients, partners and key government bodies Manage, facilitate and coordinate with staff and consultants of PAC South Asia Region Manage and coordinate the PAC South Asia Regional Offices Job Responsibilities: 1. Strategy: Take lead in strategic and business planning and ensure all work developed and implemented is strategic to the Group, Practical Action South Asia Region and PAC. Develop a growing and effective professional marketing strategy for relevant services and profitable delivery of development works while steering the identification of new and relevant opportunities that PAC can exploit Contribute towards the working model of PAC as per the financial and strategic accountabilities to operate successfully in the Region. Form an integral part of the development and delivery of Practical Action Consulting South Asia Regional Office strategy. 2. Profile and fundraising: Take overall responsibility to strengthen the development in India (providing inputs 50% of the time) and stretch beyond for wider regional delivery e.g. Bhutan, Pakistan. Take overall responsibility for business development, research, marketing, networking and contract management for PAC in South Asia Region. Develop presence and raise the profile of PAC with donors, governments, NGOs and the private sector in the South Asia Region. Be ultimately responsible for the development of high quality Expressions of Interest (EOIs) and proposals resulting in the securing of fee earning work. Set fundraising targets and develop strategy (institutional donors, private sector and philanthropists) to raise the fund with inputs from staff {external HR available, including consultancies, and support from the Regional Office Programme Funding and Communication team Work towards achieving fundraising targets, for priority areas agreed for , by facilitating and carrying out profile raising and planned marketing activities (including proposal writing). 3 Advise and assist in the implementation of a fundraising strategy, plan and budget including generation of new ideas and opportunities to increase fundraising and fund development to meet and exceed the fundraising priorities. Represent Practical Action Consulting, particularly for liaising, coordinating, networking and leading projects Keep abreast of news and developments across the funding environment and up to date with all the necessary policies, procedures, systems, learn guidelines, develop approaches for successful fundraising 3. Management and Coordination: Serve as a member of the Senior Management Team. Take lead and be responsible in legal registrations for the management of governance and performance functions of these entities required within the South Asia Region when necessary as the Board Director. Take the international lead in a PAC technical area and in doing so offer leadership and vision through the international PAC team. The technical area will be from within the PAC strategic remit of energy, inclusive markets, agriculture, urban, DRR and climate change. Be responsible for matrix management, management responsibilities and operation of the Coordinators and staff based in South Asia Region where required across multi countries. Line manage and provide leadership to PAC staff, associate consultants and hired consultants for consulting works and create an enabling environment for optimum utilization of resources and staff capacities. Work with PAC international team and ensure regular communication is maintained for information sharing and cross learning to facilitate development of high quality proposals and timely and efficient delivery of contracts. Develop internal systems for integrating and creating coherence and synergy between the work of PAC and Practical Action Programmes and have good coordination with Heads of Pragrammes Offer timely and accurate advice to the Regional Director and the Managing Director on business performance and direction of PAC. Negotiate and deliver contracts effectively and on a timely basis. Develop, deliver, monitor and review PAC business plan quarterly. Responsible for delivery of agreed PAC targets strategic and financial. Prepare and submit timely and accurate budgets and monthly and annual financial reports. Take lead in procurement and effective management of all PAC resources and assets. Carry out any other relevant duties as requested by the Regional Director or Managing Director. 4. Relationships Maintain existing relationships by ensuring effective public relations, networking and communication with existing donors and partners Take initiative to keep in contact, to build relationships with potential funder and followthrough of securing available funding along with the coordination of all optional funding opportunities. 4 Liaise with Funding Organisations, Donor Representatives and/or potential collaborating organizations based in any of the South Asia Region to create opportunities for developing/consolidating the Regional Programme, primarily in four areas: (i) decentralized energy system for tribal communities; (ii) Water, sanitation and waste for squattered communities in urban areas; and (iii) reducing disaster risks, particularly in coastal area and communities affected by floods and landslides; and (iv) High value agriculture commercialization particularly in Dairy and Vegetable Knowledge, Skills and Abilities: At least a Master s degree in Development Studies, Business Administration, Economics, a technical area related to PAC strategy or a related field. At least ten years of relevant work experience in development work and/or managing of consulting services, of which at least three years at managerial level. Good knowledge of technical specialisation relevant to PAC s work, e.g. Energy, Water and Sanitation or Climate Change. Demonstrated skills in marketing consulting services and exposure to dealing with diverse clientele in the context of racial, ethnic and cultural diversity. Work experience and professional contacts in the South Asia Region is a requirement Good knowledge of development issues and key challenges of fundraising in the Region and exposure to the broader international development agenda Previous experience of formulating and winning high quality funding proposals, including excellent knowledge of budgeting, logical frame work development, monitoring and evaluation requirements of donor agencies including contract delivery and management. Knowledge of institutional donors, CSR and philanthropy in South Asia Region and experience in formulating a fundraising strategy Proven competence in strategic and business planning and organizational development. Experience in communications and networking Excellent interpersonal verbal and written skills including presentation skills and negotiation skills with high-level of fluency Demonstrated competence in recruitment, development, training and motivating staff to ensure timely delivery of targets. Proven experience and competence in successfully managing a small team of staff. Experienced cross cultural team worker with the ability to work as part of a locally based team as well as the wider international team of PAC.
