3 DESCRIPTION OF WORK Activity Order AIS/TPD/ /006 for NWP release 2.0 Activity Start Date: April 2017 Activity Finish Date: no later than 30 October 2018 A review of the current Diploma of Water Industry Operations to address barriers to industry and meet industry s needs for occupational streams. The original activity order was amended to include an additional stream for Hydrographic Survey. The qualification streams were rebuilt with additional streams included to meet the occupational requirements of industry. The Units of Competency content was strengthened and technology components added to align with the current job roles and occupational requirements of industry. Regulatory components in the diploma were strengthened and made more generic to assist with futureproofing against changes that occur in this space, whilst aligning the various State and Territory requirements that Water operators are required to operate under. This project focused on the following qualification and associated Units of Competency: NWP Diploma of Water Industry Operations Development of 20 new NWP Units of Competency Revision of 16 existing NWP Units of Competency Industry Reference Committee sign off Water IRC members recommend the NWP National Water Training Package Release 2.0 be submitted to the AISC for endorsement with written support from the IRC chair. 6 IRC DETAILS Water Industry Reference Committee The Water IRC members agreed to put forward the NWP National Water Training Package materials for endorsement consideration by the AISC. The IRC members support the Case for Endorsement (CfE), qualification and units of competency and anticipate minimal impact of these changes on water industry stakeholders and the Vocational Education and Training (VET) sector. 9 EVIDENCE OF INDUSTRY SUPPORT States and Territories All State Training Authorities were provided draft products and advised of the opportunity to provide feedback through the AIS website on the Case for Endorsement over the period: 5 October 2018 to 26 October Relevant Industry Training Advisory Bodies (ITAB s) were consulted throughout the process. Industry stakeholders During the revision and development of the Diploma of Water Industry Operations, AIS used a variety of consultation methods to ensure relevant stakeholder engagement. This included establishing a Technical Advisory Committee (TAC). A list of TAC members can be found on page 5 AIS used the following communications strategies to ensure relevant stakeholders were consulted: Face-to-face meetings, phone, teleconference meetings and s to key industry stakeholders IRC member communications to their relevant industry networks using various methods s to STAs and VET regulators alerts on project progress to stakeholders Information about the project, progress updates and draft materials posted on the AIS website throughout the life of the project TAC meetings Report/s by exception There are no reports by exception for the NWP National Water Training Package Release 2.0 Case for Endorsement being submitted to the AISC. Advice about alternative approaches explored NWP50118 Diploma of Water Industry Operations TAC members were made aware of the minimum standard arrangements that IRCs are to adhere to. No alternate view or alternative arrangements were proposed to the TAC members by industry stakeholders or the regulator that would have better suited the needs of their industry or the project outcomes. 10 Key stakeholder awareness of the expected impact of the changes State/Territory Training Authorities As part of the AIS communication strategy, key Water industry stakeholder views were sought and all feedback presented to TAC members during the revision and development of the Diploma of Water Industry Operations (National Water Training Package Release 2.0). Stakeholder feedback was considered and discussed with TAC members and all decisions made at TAC meetings were documented. As part of the AIS communication strategy, all key Water industry stakeholders were regularly informed of the expected impacts during the consultation periods. These consultation periods were: 19 June to 6 July July to 10 August 2018 There are no Units of Competency proposed for deletion from the National Register being submitted to the AISC. 11 IMPLEMENTATION OF THE NEW TRAINING PACKAGE Advice about how training package component(s) meet occupational and licensing requirements There are no licencing requirements included in any part of this revision and development. Implementation issues of note and management strategy There are no identified implementation issues identified. Stakeholders consulted in the development and validation of the components included in the revision and development of the Diploma of Water Industry Operations (National Water Training Package Release 2.0) came from a range of Water industry enterprises, training organisations and industry associations. The qualification and Units of Competency have been written specifically to reflect current occupational and vocational outcomes and work practices used in the Water industry. AIS used a consultation model that allows individuals to comment on the training products throughout the process. Supporting equitable access and progression of learners The qualification submitted does not have entry requirements. None of the units of competency submitted for endorsement contain pre-requisites. Supporting learner transition between education sectors There are currently no credit arrangements for this qualification. Supporting movement of skills within and across organisations and sectors Packaging rules, qualifications framework and pathways support movement within and across industry and industry sectors. Implications of new and revised components The revised Units of Competency are equivalent to the existing Units of Competency New Units of Competency were developed to meet the specific needs of the water industry Supporting implementation across a range of settings The Companion Volume Implementation Guide for the NWP National Water Training Package Release 2.0 provides advice on implementation across a range of settings in the. The proposed qualification and Units of Competency meet the Standards for Training Packages 2012 and therefore present no barriers at the implementation level. 12 How the downstream impacts (including, state and territory funding arrangements) of the changes will be managed (for example, where the case for endorsement recommends the deletion of units/qualifications) The new Diploma qualification is not equivalent but has the same occupational outcomes as the previous diploma with additional job roles and required Units of Competency added to meet industry requirements. Therefore it will require re assessment by state and territory departments regarding funding arrangements. INDUSTRY EXPECTATIONS ABOUT TRAINING DELIVERY Advice about how training package component(s) meet occupational and licensing requirements The new and revised Units of Competency meet the occupational requirements of the water industry There are no licencing requirements in the new and revised Units of Competency Timelines for implementation of the components Timelines for implementation of the National Water Training Package Release 2.0 are consistent with national policies for the transition and teach out of superseded Training Package components. Overarching expectations of industry for the delivery/assessment of the components The diploma has been developed to facilitate flexible delivery and assessment methods that suit the trainees job role and the enterprises need for identified skills. Industry requested both practical and knowledge skills be included to demonstrate the relevant competence Reflection of contemporary work organisation and job profiles The new Units of Competency will now facilitate the required skill and knowledge outcomes expected by industry to provide suitably skilled staff to perform their roles to meet the expectations of Water enterprises and customers. Credit arrangements existing between Training Package qualifications and higher education qualifications There are no formal transition arrangements between the VET sector and the higher education sector for the units being submitted to the AISC. 13 COAG INDUSTRY SKILLS COUNCIL REFORMS TO TRAINING PACKAGES Explanation of how the decision being sought from the AISC would support the COAG Industry and Skills Council reforms to training packages including to: Remove obsolete, superfluous and duplicative qualifications and units from the system Include information about industry s expectations of training delivery (i.e. duration of training mode of delivery and learner characteristics) This Case for Endorsement describes industry s expectations for training delivery and provides a CVIG that describes additional requirements applicable to the learner s characteristics. Improve qualification design to enable individuals to upskill and move easily from one related occupation to another The qualification was developed to fit into the Water industry employment pathway and provides the flexibility to cover all identified job roles at that level. It also facilitates the individuals an opportunity to switch occupational streams within industry. Improve the efficiency of the training system through the creation of units of competence that can be owned and used by multiple industry sectors The Units of Competency were revised and developed do facilitate use by multiple industry sectors. Foster greater recognition of skill sets No Skill Sets were developed or updated in this review. Evidence of completion of the training package development work assigned by the AISC in the Case for Change This Case for Endorsement encompasses a single submission of Training Package development activity directed by the Commonwealth through the Activity Order AIS/TPD/ /006.
