Church Street Jacksonville, Florida December 3, 2018 TITLE: PURCHASE AND INSTALLATION OF REPLACEMENT GENERATORS BID DUE DATE: December 11, 2018 TIME OF RECEIPT: 12:00 PM EST THIS ADDENDUM IS FOR THE PURPOSE OF MAKING THE FOLLOWING CHANGES OR CLARIFICATIONS: 1. Question: Would it be acceptable for the larger gensets to be provided with subase fuel tanks in lieu of separate main tanks? The 750KW unit at Davis Pond Road is on a subase tank and there looks to be no room for a separate unit. The 400KW unit at Hawkcrest is also currently on a subase. Answer: Subbase fuel tanks are acceptable for larger units; we have several throughout JEA. If the Company elects to do this they must provide OSHA standard safety railing/ platform/ steps to each access door. 2. Question: Can we use but splices or Polaris lugs? Answer: No butt splices allowed. Polaris lugs can only be used in ATS or electrical cabinet. 3. Question: The sites that have the old Zenith ATS s, will those need to be replaced? Answer: Yes 4. Question: Due to the detailed scope of work and multiple disciplines involved, can JEA extend the bid due date? The request is for a two week extension. Answer: JEA will not be able to extend the bid due date. 5. Question: 7732 Merrill Rd - Will the MCC be upgraded? Answer: Yes in the next two to three months. 6. Question: Palmetto Glades Dr - Will we be allowed to move the fence line to accommodate the new Answer: We have some room, will have to stake out. Bid to accommodate current fence line. 7. Question: 2801 Suni Pines Blvd - Will we be allowed to move the fence line to accommodate the new Answer: No Page 1 of 5

2 8. Question: 1767 Sandalwood - Can we move the fence line 5 ft to the south to accommodate the new Answer: Possibly would have to stake out. 9. Question: Does the concrete pad need to be 6 above the existing concrete surface 10. Question: Saints Rd - Will the exiting 1200 Amp Cat ATS be replaced? 11. Question: 2844 Adele Rd - Can we relocate the new replacement generator on a different location on the site versus the proposed location? Answer: No Bid as per drawing. 12. Question: 4437 Barnes Rd - Will the ATS need to be replaced? Answer: Yes, Existing ATS is 2013 install return to JEA. Class three station requires Bypass switch. 13. Question: 2434 North Pearl St - Will the ATS need to be replaced? 14. Question: 4770 Cisco WTP - Will 1200 Amp 7000 Series ATS need to be replaced? 15. Question: 4770 Cisco WTP - Does this site need a Bypass ATS? 16. Question: 4770 Cisco WTP - Does the disconnect need to be replaced? 17. Question: 4770 Cisco WTP - Will this site just be a one for one generator swap out without changing any other equipment onsite? Answer: Generator and Fuel Tank 18. Question: 2335 Tyson Lake - The main service circuit breaker is 200 amp, there is a 400 amp disconnect. Will the disconnect need to be replaced with a 200 amp disconnect? 19. Question: Plummers Creek Dr - Will we need to replant the trees that will be removed? 20. Question: 5791 Atlee Rd - Can JEA provide information on existing Generator Onsite? Page 2 of 5

3 Answer: Could not gain access to the existing generator. CAT 3208, Question: th St - Will JEA require a temporary generator while the 1500kw is being replaced? 22. Question: th St - Or will JEA provide temporary unit? Answer: Bidder to provide. 23. Question: th St - Addendum 2 has a comment that identifies a remote radiator on the 1500kw. The exiting 1500kw that we see has a unit mounted radiator. Can JEA verify if there are more than one 1500kw generators onsite? And if so, can JEA verify the serial number? Answer: Generator is Unit 198 located at the back of the Site Eng Serial 06WN Radiator is outside on the side of the building. 24. Question: Deercreek Club Rd. E - Will JEA allow for a gate to be installed so that the doors will be able to open 90 degrees? 25. Question: Deercreek Club Rd. E - Can the fenceline be moved 5 ft to the left? 26. Question: 7615 Southside Blvd. - The existing 500kw generator has a subbase tank. Will JEA allow for a subbase fuel tank on this site since there is an existing slab in place? 27. Question: 7615 Southside Blvd. - Can the feeders going to the generator breakers be butt-spliced or utilize Polaris taps to extend them if needed? Answer: No Butt Splices. 28. Question: th Street now calls for an ATS. Before it was commented on the Appendix C sizing sheet, No ATS MCC switch gear Replacing existing unit same size. Answer: No ATS MCC Switch Gear is correct. 29. Question: 4110 Atlantic Blvd, a class 3 station, does not show an ATS requirement in Addendum 2. In the prior sizing sheet, it was stated as requiring a bypass/isolation ATS. Answer: Bypass/isolation ATS is correct existing ATS to be returned to JEA. 30. Question: 2434 Pearl Street now calls for an ATS. Before it was commented on the sizing sheet, Replacing existing unit same size. Use existing ATS. Answer: Do Not Replace ATS. Page 3 of 5

4 31. Question: Would JEA consider a modification the the enclosure design for some of the larger units to accommodate the space restrictions at some locations? The existing space available at 2455 Hawkcrest (400KW) and 220 Danis Pond Road (750KW) will not allow for the length of the new designs. If we are able to provide the packages as a non-walk in, we may be able to make them fit. Answer: 2455 Hawkcrest should have plenty of room even if the generator has to be rotated to accommodate. 220 Davis Pond Rd has limited space, need a walk in for maintenance issues. If necessary due to location you can raise the enclosure height by 2 ft at Davis Pond only. 32. Question: ASCO has expressed concern for the 1200 amp services at 4770 Cisco Road and 2935 Orange Picker Road. Their JEA compliant enclosure design is only rated for a maximum of 1000 amps. They believe that there could be heat rise complications. Please advise. Answer: Cisco Rd ATS do not replace. Orange Picked Rd replace Guts and controls in MCC Cabinet. 33. Question: 2935 Orange Picker Drive - Are we replacing the ATS as part of the switch gear or installing a standalone ATS? Please advise. Answer: See Above. 34. Question: 1767 Sandlewood Blvd. - Are we able to install generator outside of existing fence area? If not can the scada cabinet be moved? SCADA can be moved at contractors expense must remain inside fenced area. 35. Question: 1705 Hodges Blvd. - Can we move the generator to end of driveway, to left of existing pump unit? Straight in passed the gate. Please advise. Answer: Replace in same location. 36. Question: Palmetto Glade DR. - Can we expand the current site? Move fence and treat as new site? Please advise. Answer: We have some room, will have to stake out. Bid to accommodate current fence line. 37. Question: Saints Road - Current ATS has penetrations in side from main disconnect, can we do the same with new ATS due to current positioning and layout? Or the existing ATS cabinet is large SS enclosure, may we just replace the guts and re-use existing enclosure? Answer: Reposition ATS and pedestal to intercept through base of ATS 38. Question: 7615 Southside Blvd. - As this site is substation will our subs need to be badged? Please advise. Answer: Yes or be escorted by Contractor that has attended the substation training. 39. Question: 4475 Barnes Road - Are we replacing the ATS in the switchgear or installing stand alone ATS? Please advise. Answer: Use existing ATS unit recently replaced. Page 4 of 5

5 40. Question: 220 Davis Pond Road - Are we replacing the ATS? If so in the switchgear or installing standalone ATS. Answer: No ATS install required. 41. Question: 2455 Hawkcrest Dr. - Are we replacing the ATS in the switchgear or installing standalone ATS. Please advise. Answer: ATS was just replaced FY18 do not replace. 42. Question: th Street - Are we replacing ATS, JEA notes say no but revised bid form indicates new ATS. If so as part of switchgear or stand alone? Please advise. Answer: Unit 198 at the rear of the site has no ATS MCC Switch Gear 43. Question: Do we need to include any mobile generators for either new or replacement sites for the power swap overs only, or will JEA supply mobile units or pumps for this. Please advise. Answer: JEA will supply pumps for power swap overs. Any evolution that will take longer than that normal 8 hour work day Contractor to supply backup Generator. 44. Question: Appendix A - Technical Specifications, the last paragraph on page 1, the engineered drawings spelled out are on the new generators and ATS's? Or are we being asked for electrical engineered drawings, stamped and signed for each site? Answer: Yes - Drawings must meet the requirements in order to pull permits from COJ for new installs.
