1 Page 1 of 6 ADDENDUM #2 RFP Paratransit Operational Analysis January 25, 2019 To: All Vendors of Record RE: Addendum #2 All vendors are to accept the information contained herein as the official response of IPTC. TO ALL BIDDERS OF RECORD AND TO WHOM IT MAY CONCERN: This Addendum is being issued prior to the due date for receiving quotes. This Addendum forms a part of the Contract Documents and modifies the original Request for Proposal as noted below and shall be incorporated into the Contract Documents. All other provisions of the RFP released December 26, 2018 with the exception of changes below, shall remain unchanged. This Addendum is issued in accordance with the provisions of the RFP document. All proposals shall be based upon work as modified by this Addendum. Acknowledged receipt of this Addendum on the Acknowledgement of Addendum Form is required. Failure to do so may result in disqualification of the Vendor. This addendum addresses questions received before the due date and time concerning RFP Paratransit Operational Analysis, the diversity participation evaluation for RFP and the extension of the proposal due date.

2 Page 2 of 6 1. Is TransDev a willing participant in the services requested in this RFP? IPTC Response: Yes. Transdev is willing to assist IndyGo and the selected vendor with this request. 2. IPTC indicate the need to improve paratransit services. What was the catalyst for this solicitation? IPTC Response: IPTC has met internally and with stakeholders such as the mobility advisory committee since the beginning of 2017 to review and discuss policies, procedures, practices, and potential pilot projects related to its paratransit service. Through those meetings, the idea of a comprehensive operational analysis was suggested as a comprehensive review of IPTC s current offerings and identifying future considerations for the service. As noted in the RFP, IPTC s paratransit service saw a decline in performance in the summer and fall of IndyGo worked, and continues to work, with its contracted services provider to improve that service; and performance metrics/outcomes related to that service are much nearer IndyGo s expectations as of December Nevertheless, those service related issues accelerated interest in a review of IPTC s policies, procedures, and practices to ensure service reliability. While the service issues that occurred this past year accelerated IPTC s interest in pursuing this study, it is not the reason for the study. IPTC anticipates this study will primarily examine longer-term, systemic considerations that influence the environment within which the service is operated. 3. When is the anticipated start date for this contract? IPTC Response: IPTC anticipates board action authorizing IPTC staff to enter into negotiations with the selected vendor at its February 28, 2019 board meeting. It is anticipated that the contract would commence as soon as those contract negotiations are successfully concluded. 4. What is the budget for the requested services? IPTC Response: IPTC anticipates making approximately $225,000 available for this contract.

3 Page 3 of 6 5. Does IPTC have any partners in providing paratransit services, such as human or social service agencies? IPTC Response: IPTC has three taxi companies who provide service to certified paratransit riders through a taxi voucher program. There is also some collaboration with CICOA, Bosma Enterprises, Noble Industries, Tangram, Health & Hospital, and Catholic Charities in which there is sharing in the transport of riders and also assistance with vehicle purchases through the Section 5310 grant program. 6. Are these services part of the Mobility Advisory Committee (MAC)? IPTC Response: IPTC s Mobility Advisory Committee is established by the IPTC Board of Directors, to advise the IPTC board and staff on matters that relate to the provision of public transportation services for individuals with disabilities. This group of appointed volunteers serve in an advisory capacity and is not responsible for administering services. 7. Once the selected vendor has the results, what are the liability issues with any recommendations made by the vendor? IPTC Response: This is a hypothetical question, and thus it is not possible to anticipate potential liability issues related to recommendations. 8. Are the paratransit operation contract incentives the driver for service improvements? IPTC Response: As noted above in response to question 2, the service-related issues IPTC and its vendor experienced in the summer and fall of 2018 accelerated interest in a comprehensive operational analysis; however, it is not the sole consideration or driver behind this contract. 9. Can IPTC define the over-the shoulder review stated in the solicitation scope? IPTC Response: As written in the solicitation scope, over-the-shoulder reviews are intended to include any activities in which the selected vendor would accompany IPTC staff, staff from the contracted services provider, riders of the service, or other stakeholders to observe processes and procedures as it relates to the provision of service. While the following list is not exhaustive, such reviews may include observation of scheduling, dispatch, ride-alongs, boarding/alighting procedures, garage activity, or other facets of service provision.

4 Page 4 of Does the review of services include paratransit eligibility? IPTC Response: Yes, it is intended that the review will include a review of IPTC s eligibility policies, including, but not limited to, conditional eligibility. 11. Can IPTC provide ridership projections or growth forecast? IPTC Response: IPTC has completed a considerable amount of data collection, review and analysis as part of its ongoing paratransit review activities. At present, IPTC has not constructed ridership projections or growth forecasts. These could be proffered by a respondent to this solicitation as part of their response. Additionally, if such are needed to provide and/or compare alternatives, IPTC could offer what it considers to be reasonable assumptions. 12. What other information can IPTC provide regarding analysis and recommendations? IPTC Response: The following may not be exhaustive of the types of analyses and reviews of data IPTC has performed related to its paratransit data. Nevertheless, the following provides a categorical sense of the types of analyses that have been performed. IPTC has reviewed on-time performance by time of day, day of week, geographic considerations, common origins, common destinations, and subscription trips. IPTC has reviewed geographic clusters of origins and destinations, including but not limited to reviews of its most common origins and destinations. IPTC has conducted preliminary analysis related to the number of trips by individual users of the paratransit service and developed measures of central tendencies (mean, median) and other data related to utilization. IPTC has reviewed the number of paratransit eligible riders who have not recently taken trips. IPTC has conducted a number of analyses related to service in and out and across its ADA/non-ADA boundaries. When available or discernible by origin/destination address, IPTC has some data on trips by trip purpose; for these breakdowns, IPTC has developed descriptive statistics relating to trip length. IPTC has reviewed and analyzed data related to unassigned trips (those trips that are not initially placed within a trip manifest by the routing software). IPTC has reviewed data related to cancellations, missed trips, and/or related measures of service quality. IPTC has reviewed trip characteristics and performance measures related to subscription trips relative to non-subscription trips.

5 Page 5 of 6 IPTC has data relating to utilization of its taxi voucher program. IPTC has a number of other general descriptive statistics available as well. 13. Does IPTC have any feedback from FTA regarding ADA comments or Triennial Review? IPTC Response: FTA conducted an ADA Paratransit Compliance Review in 2016 and identified one administrative deficiency and one substantive deficiency. These deficiencies were immediately corrected. FTA found no deficiencies during the Fiscal Year 2017 Triennial Review. No comments were provided. 14. Can IPTC allow more time to prepare the proposal for this solicitation? IPTC Response: IPTC has extended the due date for Proposals to February 26, 2019 no later than 2pm. All proposals must be delivered to IPTC Procurement, 1501 W Washington St, Indianapolis, IN Any proposals received after 2pm EST will be returned unopened. The recommendation for award in this solicitation will be changed to IPTC Board Meeting, March 28, 2019 at 5pm IPTC Board Room. 15. Diversity Participation and Evaluation Evaluation Criteria: Minority Participation: IPTC places high value on minority participation. Firms will be awarded additional points for exceeding the goal listed in the solicitation. One (1) point will be awarded for every one (1) percentage point above the goal with a maximum of five (5) points allowable. Use of minority firms is strongly encouraged by IPTC and IPTC s Board of Directors. Firms who do not meet the goal will not have points deducted but will not be able to gain the additional points available for minority participation. IPTC is seeking the highest quality and quantity of minority participation and therefore strongly discourages locking minority subcontractors into exclusive agreements.
