1 Job Title: Pay Grade 9/10 Department Fisheries Location Weaverville Reports To: Senior Civil Engineer FLSA Status Non-Exempt ALL HIRING IS SUBJECT TO THE YUROK TRIBE S HIRING PREFERENCE Salary Range $ /$ Heavy Equipment Operating Season: (TBD based on Yurok PWO for Journeyman Excavator Operator rate + $2.00) POSITION SUMMARY: The incumbent is under the direct supervision of the Senior Civil Engineer. This position will plan and supervise field operations for tribal instream and upslope restoration implementation projects, and may work with contractors, consultants and representatives of local, State and Federal Governments. This position is based on an annual allocation of tribal and/or grant contract funds. DUTIES AND RESPONSIBILITIES: 1. Supervises Engineering Equipment Operators engaged in road decommissioning, removal of culverts and stream crossings, road out-sloping, and other restoration type projects. 2. Develop, guide and direct annual long-range watershed restoration plans, studies, and projects for the Watershed Restoration Program. 3. Assure compliance with, and work towards the goals and policies of the Yurok Tribe. 4. Supervise staff of up to thirty individuals (geologists, biologists and/or technicians) who perform watershed assessments, geomorphic mapping, prescription planning and layout, supervision of treatment application, monitoring and development of techniques for physical aspects of watershed restoration including: a) Map and evaluate geomorphic and erosion features of prioritized tributaries. In coordination with KLRP, design erosion control efforts accordingly with land use management plans. b) Design erosion control and watershed restoration excavations with established c) Techniques and protocol of the KLRP. Quantifies drainage areas and project run off for stream and gullies to be mapped and/or treated. d) Plan watershed assessments and erosion control/watershed restoration projects, work schedules, estimate materials needed, equipment types, hours and cost. e) Prepare contracts defining this work, oversee and implement successful completion (RS) - 1 -

2 f) Provide on the ground supervision and management of heavy equipment and labor crews performing watershed restoration work. g) Establish photo documentation of sites before and after prescription treatment. 5. Help research and solicit grand funding for continued restoration efforts, documents and draft comprehensive reports for grantors. Present findings and recommendations in a clear and logical manner to grantors, Tribal Council, etc. 6. Responsible for on-site inspections of the pre- and post-work site management. 7. Prepare reports, draft assigned components of the Strategic and Restoration Plan and produce guidelines for watershed inventory and implementation protocol. 8. Responsible to ensure operators perform the maintenance of all assigned vehicles and equipment on-site and must document and account for any damages. May provide minor mechanical work to operating equipment if deemed necessary. 9. Responsible for fairly and consistently apply Yurok Tribal personnel, and other policies and procedures. 10. Compiles and forwards various work activity reports, inspection logs, operating expense reports, time cards, etc. to the Department Director. 13. Plans and conducts safety meetings and promotes and enforces safety regulations and policies within the working environment. 14. Assist with the development and management of Department and/or project budget and development of short- and long-term tribal objectives. 15. Other relevant duties as assigned. SUPERVISORY RESPONSIBILITIES: Performs the full range of supervisory duties and responsibilities. Plans work of subordinates based on priorities, nature of assignment, and capability of employee. Develops work performance plans and evaluates performance of subordinates. Provides advice, instruction and guidance to subordinates on work matters. Reviews and makes recommendations on personnel actions such as employment, retention, promotion and termination. This is a supervisory position. MINIMUM QUALIFICATIONS: 1. Must have a valid California Driver License and clear driving record as required by Tribal policy. 2. Ability to communicate effectively with staff, other agencies, and the general public. 3. Ability to make sound and independent judgements 4. Must have at least five years supervisory experience 5. Must possess, or pass prior to beginning work, a certified First Aid and CPR class and 2018 (RS) - 2 -

3 obtain annually. 6. Must possess skills for use of modern office equipment and knowledge of relevant hardware and software applications. 7. Basic knowledge of the safe and efficient operation of heavy equipment. 8. Basic knowledge of heavy equipment maintenance and basic repairs. 9. Knowledge of heavy equipment function and ability to implement a restoration project safely, efficiently and effectively, such as excavators, dump trucks, dozers, graders, etc. 10. An understanding of the principles of watershed and ecosystem management and how they relate to policy, objectives and management of multiple uses type forested areas. 11. An advanced professional knowledge of geology, geomorphology, and active surficial processes with an emphasis on steep forested terrain, supplemented by extensive field experience, and the ability to apply these principles to solve complex and diverse management needs. 12. An ability to make sound and independent judgments on physical processes affecting ecosystem restoration and stability. 13. Demonstrate strong public communication and coordination skills, and demonstrated computer technology understanding. Experience and understanding of telephone and related technologies. 14. Ability to work effectively with interdisciplinary specialists and to integrate multidisciplinary knowledge and needs into the watershed studies and projects. 15. Demonstrated knowledge and ability to communicate with American Indian tribal communities. 16. Knowledge and skills necessary to plan, develop, budget and supervise a long term program designed to restore and maintain the natural geomorphic processes within a highly modified watershed and to implement management practices for minimum affects to the watershed. 17. Demonstrated ability to secure funding for natural resource/watershed restoration planning and implementation projects. EDUCATION/EXPERIENCE: Ten (10) years of experience in heavy equipment operations with six (6) years of experience specific to successful watershed restoration planning and implementation of projects that include supervision of subordinate staff. This experience must have a combined knowledge and experience in contracting and independent contracting that include: a) Ability to access mechanical integrity of equipment, including but not limited to the composition of an integrated network of manufacturers, dealers, vendors, and fabricators. These skills will be a necessary aid in operating the Watershed Department as if it were a contracting business (RS) - 3 -

4 b) Vast understanding of the Lower Klamath River Basin, including various watershed locations and understanding of hydraulic continuity capacity. c) Possess a working knowledge of new road construction in conjunction with timber harvest operations and procedures, desirably from 1950's era up through today's logging techniques. d) Multitasking abilities to maintain administrative control while implementing the Watershed Departments next priority according to Lower Klamath Restoration Program and the ability to develop and implement erosion control procedures to help stabilize work as needed. e) Ability to compose hazardous materials containment plan, implement fire prevention plan and various safety plans as needed. OR Bachelors of Science degree in fisheries, geology, biology or related field plus six (6) years of experience in successful watershed restoration planning and implementation of projects is required. LANGUAGE SKILLS: Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos with the ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. 5. REASONING ABILITY: Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form with the ability to deal with problems involving several concrete variables in standardized situations. 6. PHYSICAL DEMANDS: While performing the duties of this job, the employee is frequently required to walk, stand and use hands to finger, handle, or feel. The employee may be required to have the ability to lift 25 to 50 pounds. Employee must be able to use a computer for extended periods and to drive safely for long distances. 7. WORK ENVIRONMENT: While performing the essential functions, the employee is exposed to work which may be conducted under adverse weather conditions including: rain, fog, wind, and moderately cold or hot temperatures; and to construction equipment and debris, fumes, odors, airborne particles and dust. The employee is occasionally exposed to the possibility of bodily injury. The employee will work in and around ongoing construction and use of heavy equipment; and in rugged, precarious places; and may be exposed to toxic or caustic chemicals. The employee may be required to drive and to operate pick-up trucks and other light vehicles in all weather conditions. The employee is 2018 (RS) - 4 -

5 required to wear safety equipment to perform some of the functions of this job. There are frequent interruptions and multiple demands. 8.
