Warmerdam Interim General Manager Subject: By Resolution, Reallocate Funding of a Senior Account Clerk for a New Utility Information Systems Billing Specialist Position; and Recommend City Council Delete One Senior Account Clerk Position, Establish One New Utility Information Systems Billing Specialist Position, Retitle Engineering Supervisor Position to Engineering Manager, and Amend the Salary Schedule of Electric Utility Professionals of Alameda (EUPA) RECOMMENDATION By resolution, Reallocate Funding of a Senior Account Clerk for a New Utility Information Systems Billing Specialist Position; and Recommend City Council Delete One Senior Account Clerk Position, Establish One New Utility Information Systems Billing Specialist Position, Retitle Engineering Supervisor Position to Engineering Manager, and Amend the Salary Schedule of Electric Utility Professionals of Alameda (EUPA) Accordingly BACKGROUND Per City Charter, the Public Utilities Board (Board) has the authority to prepare and adopt an annual budget (Section 12.4 D of the City Charter) while the City Council under Section 3-7 G of the City Charter has the authority to establish positions of employment and fix the compensation. Staff is asking the Board to fund and recommend to the City Council the following workforce changes: Reallocate funding from a vacant Senior Account Clerk position to fully fund a new Utility Information Systems Billing Specialist position; Delete one Senior Account Clerk position; Add one Utility Information Systems Billing Specialist position; Retitle Engineering Supervisor to Engineering Manager; Amend the Salary Schedule of EUPA to reflect the retitle accordingly.

2 AGENDA ITEM NO.: 4.G.2 Staff continue to analyze and make recommendations to ensure that the AMP workforce is appropriately allocated, classified and compensated. These recommendations are part of a series of workforce changes to address AMP s staffing needs. Staff will bring future workforce recommendations to the Board for its consideration as they are realized. DISCUSSION Engineering Manager The Engineering Section of the Engineering and Operations Division is currently staffed with the following positions: one Engineering Supervisor, two Utility Project Managers, one Senior Electrical Engineer, one Electrical Engineer, one Distribution Engineer, one Electrical Distribution Technician, two Electrical Engineering Aides, and one Engineering Office Assistant. The Engineering Supervisor, one Utility Project Manager, and Electrical Distribution Technician positions are currently vacant and in the process of being filled. The Engineering Supervisor is the utility s electrical engineering technical expert and manages the Engineering section of AMP s Engineering and Operations Division. It is recommended to retitle and more clearly describe the role, responsibilities, and duties of the Engineering Supervisor position. The recommended job title now correctly reflect this positions responsibilities for managing and supervising all transmission, substation and distribution engineering and administrative activities. Having this position appropriately titled will assist in the recruitment efforts and allow AMP to fill the position with a candidate able to meet the demands of the position. The annual salary range of the retitled Engineering Manager is the same as the Engineering Supervisor: $128,687-$135,121-$141,877-$148,971-$156,420. Upon the City Council s authorization to retitle the Engineering Supervisor position to Engineering Manager and amend the EUPA salary Schedule, staff will conduct the recruitment and selection process to fill the position. Utility Information Systems Billing Specialist The Billing Section of the Administration Division is currently staffed with the following positions: one Utility Information Systems Billing Specialist, two Utility Information Systems Billing Technicians, and one Senior Account Clerk. The Senior Account Clerk position is currently vacant and upon reallocation of funding, the position will be filled as an additional Utility Information Systems Billing Specialist. The new Utility Information Systems Billing Specialist position will assist in billing and other related information system application functions and analysis of specialized databases. Currently, AMP is in the process of implementing AMI, an online billing portal, and migrating to a more effective customer information system. The position will allow the section to meet the more technical workload demands associated with the changes listed above.

3 AGENDA ITEM NO.: 4.G.3 The hourly salary range of the Utility Information Systems Billing Specialist is: $34.22-$ $37.73-$39.62-$ Upon the City Council s authorization to delete the vacant Senior Account Clerk position and create a Utility Information Systems Billing Specialist position, staff will conduct the recruitment and selection process to fill the position. Senior Account Clerk A Senior Account Clerk position was funded in the Fiscal Year 2017 budget. This position is currently vacant. It is recommended to reallocate the funding of the vacant Senior Account Clerk position to the new Utility Information Systems Billing Specialist position as discussed above and recommend to Council to delete the Senior Account Clerk position. The hourly salary range of the Senior Account Clerk is: $22.85-$23.99-$25.19-$26.45-$ $ $ The deletion of the vacant Senior Account Clerk position has been discussed with the Alameda City Employees Association (ACEA) and it is supportive of what is recommended. The retitling of the Engineering Supervisor to Engineering Manager and addition of a second Utility Information Systems Billing Specialist position has been discussed with the Electric Utility Professionals of Alameda (EUPA) and it is supportive of what is recommended. Upon implementation of the above workforce changes, the net change to headcount is zero. FINANCIAL IMPACT No additional funding for the Engineering Manager is required as it is included in the current budget. No additional funding for the Utility Information Systems Billing Specialist is required. Savings from the vacant Senior Account Clerk position will cover the cost of the Utility Information Systems Billing Specialist position. This reallocation of funds is contingent upon City Council's authorization of the workforce changes. The proposed Fiscal Year 2018 budget will include an estimated increase of $35,000 for the additional salary and benefit cost for the Utility Information Systems Billing Specialist position. REALLOCATE FUNDING OF A SENIOR ACCOUNT CLERK FOR A NEW UTILITY INFORMATION SYSTEMS BILLING SPECIALIST POSITION; RECOMMEND CITY COUNCIL DELETE ONE SENIOR ACCOUNT CLERK POSITION, ESTABLISH ONE NEW UTILITY INFORMATION SYSTEMS BILLING SPECIALIST POSITION, RETITLE ENGINEERING SUPERVISOR POSITION TO ENGINEERING MANAGER, AND AMEND THE SALARY SCHEDULE OF ELECTRIC UTILITY PROFESSIONALS OF ALAMEDA (EUPA) ACCORDINGLY WHEREAS, in order to provide a workforce that is appropriately allocated, classified and compensated at Alameda Municipal Power, the following workforce changes are proposed; and WHEREAS, the Board has been briefed and approved the retitle of the Engineering Supervisor to Engineering Manager; and WHEREAS, the Board has been briefed and approves reallocation of funds of the Senior Account Clerk position for the Utility Information Systems Billing Specialist position; and WHEREAS, the Board recommends that the City Council add the following position; Utility Information Systems Billing Specialist; and WHEREAS, the Board recommends that the City Council delete the following position; Senior Account Clerk; and WHEREAS, the Board recommends that the City Council amend the Electric Utility Professionals of Alameda salary schedule to include Engineering Manager effective March 5, 2017;and NOW, THEREFORE, BE IT RESOLVED that the Public Utilities Board of the City of Alameda hereby recommends the City Council to implement the workforce and funding changes as described.
