2 Why do we need SPARS To bring a long term vision for Ag. Stat. System To enhance its capacity to produce harmonized ARS on a sustainable basis To mainstream Agriculture in NSS/NSDS To raise the profile of ARS in the decision making To improve coordination across NSS 3 SPARS Design Process SPARS has two elements combined into one -Strategy -Plan 1.Launch Phase Understanding, acknowledging, committing Preparing Integrating the SPARS in the NSDS SPARS Roadmap 2.Assessment Phase 3.Planning Phase Vision and Mission Strategic Goals and Outputs: building a logframe Action Planning

3 Preparing phase i. Decide Who is managing the overall process of the SPARS; ii. building a constituency on several levels; iii. establishing a team responsible for the design; iv. identifying and engaging stakeholders and champions; v. explaining how the SPARS will be integrated in the NSDS process; vi. developing a roadmap as a guiding document for the full design of the SPARS Building the constituency Guidelines provide for specific governance structure that should be based as far as possible on existing structures. 3 recommended levels: A Steering Committee on Agriculture Statistics (SCA) A Technical Working Committee on Agriculture Statistics (TWA) : permanent Secretariat of the SCA, SPARS coordinator Sub-Sectoral Technical Working Committees (S-TWA), if needed/ Design Team

4 Integrating the SPARS in the NSDS Integration is an ongoing process during the design and the implementation It entails combining approaches, statistical programmes, tools and bringing key players together The approach to follow will depend on the NSDS status: whether in place, under design or not in place.. The integration should help: Developing a master sampling frame and a common data management system Align calendars Drafting the roadmap The road map outlines the organization of the work Activities, schedule, resources The road map should provide practical answers to the inherent questions (how to do, what to do, who, when)

5 Assessment Phase Assessing the agricultural statistical system is a key phase : It provides an input in preparing strategic objectives, outputs and action plans It serves as a benchmark to measure progress It serves to advocate support and capacity building among national and international partners Country Assessments First Stage Assessment (self assessed) To categorize countries according to capacity To prioritize countries for implementation of GS To generate capacity indicators and country profile as a monitoring tool In-depth Country Assessment To provide detailed understanding of Ag. Stat. System To identify its strengths and weaknesses To decide on the interventions needed to improve the system 10

6 Guiding Principles for IdCA Take a holistic view of the agricultural statistical system and its sub-sectors Comprehensive coverage and evaluation of statistical activities at all stages: Engage all the agencies/stakeholders National Statistics Office, M/o Agriculture, Livestock, Environment and Water Resources, Commodity Boards, Exporter Associations and Councils, as appropriate in the country. Work towards integration of statistical activities across NSS 11 Objectives of the IdCA document the current agricultural statistics system in the country determine the extent of adequacy to which the existing agricultural statistics system is capable of generating data needed by Government, development partners, research agencies and the private sector; provide a diagnostic report to be used as the basis for developing SPARS ; serve as the basis for the preparation of a Country Proposal for seeking short-term TA support provide an authentic reference document for use of the wider national and international community. 12

7 Organization of IdCA work Mission I Organize First stakeholders workshop to initiate GS implementation Consult stakeholders for preparation of Roadmap to SPARS Organize meetings with senior officers to assess strength and weaknesses of the system Meeting other middle level officers for further insights on the issues and collect factual information on country capacity as per CAQ Meetings with data users for data gaps and needs assessment Collect other relevant materials, reports, methodology papers etc. for report writing Prepare draft Roadmap for SPARS First Draft of IdCA Report 13 Organization of IdCA work- Mission II Organize Second stakeholders workshop to Endorse SPARS Roadmap Finalize National Minimum Core Data set Seek endorsement of Draft IdCA till date Identify and prioritise areas for immediate Technical Assistance Organize further interaction/interviews with senior officers to determine the vision and mission, Goals, outputs and activities of SPARS Collect further information to complete IdCA gaps Collect other relevant materials, reports, methodology papers etc. for preparing country proposal and roadmap. Elaborating strategic goals and outputs at sub-sector level Using participatory process with sub-sector committees involving users, producers, resource providers Ensure consistency across sub-sectors (through design team) 2. Prioritize actions depending upon resources available and country needs 3. Ensure sustainable implementation Action plan: final stage Defines who does what when Provides a tools for internal business management; Serves to negotiate resources with government/donors Structured document including: Core action plan Overall budget Calendar of censuses and surveys Advocacy-Communication Plan M&E framework Financing Plan
