1 SYSTEM MAINTENANCE SUPERVISOR SANTA FE IRRIGATION DISTRICT DEFINITION To plan, organize, direct and supervise system maintenance related activities within the Operations Department including treatment plant equipment, pumping stations, hydroelectric generators, and SCADA system; to provide maintenance support for the distribution system; and to perform a variety of technical tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Operations Manager. Exercises direct supervision over assigned technical personnel. ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for maintaining, repairing, replacing and troubleshooting a wide variety of equipment associated with treatment plant operations; implements policies and procedures. Plans, prioritizes, assigns, supervises and reviews the work of staff involved in the maintenance, repair and installation of electronic, electrical and mechanical equipment for the treatment plant, raw water conveyance facilities, and distribution system. Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities. Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for equipment, materials and supplies; monitors and controls expenditure. Plans, organizes and participates in the work of assigned staff; participates in the selection and training of assigned personnel; provides day-to-day supervision and establishes performance requirements for assigned staff; regularly evaluates performance and provides direction and coaching for performance improvement and development; recommends merit increases and other rewards to recognize performance of and motivate assigned staff; recommends to Department Manager disciplinary action to address performance deficiencies, all in accordance with the District s personnel policies, procedures, practices and MOU provisions.

2 Page 2 Consults with Engineering Department regarding projects affecting the operations of the District s distribution and treatment systems. Monitors, researches, develops and recommends improvements, modifications, enhancements and changes to the water treatment and distribution system s Supervisory Control and Data Acquisition System (SCADA); plans and manages the collection of data and information pertaining to distribution, water treatment and water quality. Assists with planning and scheduling of projects; oversees projects in progress, inspects work, coordinates work within the framework of site activities, serves as liaison and point-of-contact between the contractors and plant with respect to maintenance. Designs, participates and provides technical guidance regarding the development of telecommunications, process control, supervisory control, telemetry systems, ladder logic and control, and communication databases. Schedules, directs and supervises the installation, testing, calibration, maintenance and repair of electrical and mechanical equipment devices and machinery used in potable water treatment, storage and transmission. Performs the most complex work related to troubleshooting, diagnosing, calibrating, and repairing fiber optic equipment, radio communication equipment, PLC s, and related systems using sophisticated testing and measurement equipment. Oversees the development of the CMMS and smart component systems for the plant and distribution system. Directs the day-to-day administration of the Computerized Maintenance Management System (CMMS) by approving, prioritizing and distributing work orders and ensuring work is completed in a timely manner. Oversees Risk Management Plan maintenance components for hazardous storage and delivery systems at the treatment plant. Writes maintenance procedures and manuals for the SCADA, electrical, and mechanical systems at the plant and distribution system. Meets with vendors, researches and evaluates products and equipment; provides recommendations regarding product quality, price and suitability for use in the plant and distribution systems. Receives quotes, schedules and oversees the work of outside consultants and contractors. Performs quality control inspections and analysis of work accomplished to ensure compliance with current standards, codes, and regulations.

3 Page 3 Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Serves as relief operator as required. Conducts plant tours and presents technical papers/reports at seminars and board meetings. Will perform standby duty and follow the standby duty procedures, including the response time requirement of sixty (60) minutes. Supports the District s safety program; ensures subordinates follow safety practices in work; enforces safety procedures; educates employees on safety rules, regulations and codes, safe work habits, and potential hazards presented by their work. Responds during emergency situations, as required, including those occurrences after normal working hours and HAZMAT related events, such as hazardous materials release incidents. Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service. Performs related duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Principles, practices, theories, methods, and technologies used in the design, installation, testing, calibration, maintenance and repair of instrumentation and control, process control, supervisory control, telemetry, and telecommunication equipment. Principles and practices of system analysis, design fabrication, installation, commissioning and maintenance. Equipment, tools and materials used in the repair, maintenance, troubleshooting and installation of a wide variety of electrical, electronic, and mechanical equipment used in the operation of the a potable water treatment plant and distribution system. Principles and practices of supervision, training and performance management. Principles and practices of budget monitoring. Modern office equipment and methods including use of applicable computer applications.

4 Page 4 Use of SCADA systems. Use of CMMS systems Databases used to generate compliance reports for regulatory agencies and internal use. Pertinent local, State and Federal laws, rules and regulations. Appropriate safety precautions, procedures, practices and regulations, particularly as related to confined space entry, traffic control, process safety management, stored energy protection, heavy equipment operations, defensive driving, electricity, and hazardous chemicals. Ability to: Organize, implement and direct maintenance operations and activities related to the District s treatment plant and distribution system. Direct and oversee a comprehensive maintenance program. Analyze complex maintenance related issues, evaluate alternatives and recommend and implement an appropriate course of action. Develop, recommend, interpret, explain and enforce pertinent District and department policies, procedures, rules and regulations. Assist in the development and monitoring of an assigned program budget. Perform work in accordance with safety regulations, guidelines and practices. Interpret and apply District policies, procedures, practices and MOU provisions, including but not limited to those in the Administrative Code. Operate and use modern office equipment including a computer and applicable software. Operate a vehicle observing legal and defensive driving practices. Establish and maintain effective working relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing. Plan, organize, supervise, train, motivate, coach and evaluate the work of assigned personnel.

5 Page 5 Experience and Training Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Experience: Three years of increasingly responsible experience involving the maintenance, troubleshooting, repair, and installation of electronic, electrical, and mechanical equipment and instrumentation used in a water treatment plant and distribution system; including one year providing technical and functional supervision over assigned personnel. Training: Education as required by the State of California Department of Public Health to obtain and retain a Water Treatment Operators Certificate, Grade 3. License and Certificate Possession of, or ability to obtain by appointment date, a valid California driver s license and ability to maintain insurability under the District s Vehicle Insurance Policy. Possession of a valid California Department of Public Health Water Treatment Operators Certificate, Grade 3 (T3). Possession of a valid California Department of Public Health Water Distribution Operators Certificate, Grade 3 (D3), highly desirable. Physical and Mental Requirements Know and understand all aspects of the job. Analyze work papers, reports and special projects. Identify and interpret technical and numerical information.

6 Page 6 Observe and problem solve operational and technical policy and procedures. Sit while driving and at a desk for long periods of time. Twist to reach equipment surrounding desk. Perform simple grasping and fine manipulation; use telephone. Write or use keyboard to communicate through written means. Lift or carry weight of 50 pounds or less. In accordance with Cal/OSHA regulations, the employee shall maintain physical condition that allows them to act as First Responders Operations Level (FRO) for HAZMAT emergencies, as determined by District physician. Employees in this class are required to wear respirators regularly. In accordance with Cal/OSHA regulations, employees are prohibited from having facial or head hair which impairs the effectiveness of respirator equipment. ENVIRONMENTAL FACTORS Work is normally performed in a temperature controlled office environment subject to typical office noise. Some duties require field visits in an outdoor environment subject to outdoor conditions including extreme heat and cold and wet, humid conditions, fumes and/or airborne particles. Duties may be performed near moving mechanical parts and on slippery and uneven surfaces with exposure to toxic or caustic chemicals and risk of electric shock.
