1 CITY OF CARPINTERIA VOLUNTEER AND EMERGENCY SERVICES COORDINATOR Immediate opening for a hands-on full-time Volunteer and Emergency Services Coordinator. Emergency Preparedness Provide planning and administration of preparedness for dealing with all types of man-made or natural disasters or emergencies in the City and surrounding area. This includes training exercises, maintaining and updating emergency plans and serving on regional and/or County-wide emergency service organizations for coordination of disaster planning and response. Volunteer Services Manage a City volunteer program that is committed to encouraging community participation and is designed to coordinate and manage volunteer efforts which support existing services provided to the community. Coordinate volunteers so that their efforts jointly enrich and expand opportunities to enhance municipal services, assisting staff in identifying productive and creative roles, recruiting suitable volunteers, and tracking and evaluating their contribution to the City. EXAMPLE OF DUTIES Duties may include, but are not limited to, the following: Assume principal role in the preparation, administration and directing of emergency and volunteer projects, programs and functions; research, analyze and compile data on various administrative matters pertaining to policies and procedures and prepare written reports as required to advise City Manager, City Council and Department Heads. Assume principal role in preparation, administration and monitoring of Program budgets in areas of responsibilities Make oral presentations as required. Represent the City and participate in those organizations relating to Emergency Preparedness and Community Promotion and attend meetings as required.

2 Emergency Preparedness Update and maintain the City s Emergency operations and Hazard Mitigation Plan. Coordinate the Carpinteria Emergency Response Team (CERT) Training Program with Carpinteria Summerland Fire District and Santa Barbara County Sheriff s Department. Assist in coordinating annual emergency preparedness training, including Table Top exercises and earthquake preparedness exercises. Coordinate annual City-wide Emergency Preparedness Day with public schools, law enforcement, special districts, Chamber of Commerce and Red Cross during April Disaster Awareness month. Work with other appropriate agencies in setting up a Neighborhood Network to assist in emergency preparedness. Set up educational programs for Community in emergency preparedness, including distribution of earthquake information, in Carpinteria with new Grant funding program. Community Promotions and Communication Serve on Editorial Board of the City Quarterly Newsletter. Oversees the Volunteer HOST Program. Direct the HOST Program and supervise promotion of the role of volunteers and volunteer activities in community. Develop a reliable and varied skilled network of human resources to support the delivery of volunteer services to the community and provide opportunities for all segments of the community to participate in local government. Work with Department Directors in identifying service needs and bring together volunteer resources to augment municipal services. Format and utilize computer database programming to organize, maintain and monitor a volunteer roster and list of current and future needs for volunteer services. Oversee and support the progress of volunteers; maintain level of training necessary to meet established standards; provide in-service training for new and returning volunteers, evaluate program and individual efforts of volunteers and develop a recognition policy. Recruit, organize, train and assign volunteers to appropriate roles in events and activities, including but not limited to Kiosk Greeters, Little Dog Parade, Triathlon, and Avocado Festival.

4 REQUIREMENTS: Good organizational skills and techniques of programming and promotion of Programs Knowledge of the role of volunteers in the organization and sound understanding of established City policies as they pertain to emergency services and volunteerism Can effectively manage people. Proficiency in the operation of computer, including database management; office equipment; communication equipment, i.e., two-way radio, cell phone, etc. Knowledge of basic record keeping principles and procedures Ability to exercise independent judgment and initiative in organizing and prioritizing work schedule. Must be able to organize, implement and supervise a variety of scheduled programs and activities. Capable of maintaining effective working relationship with public and co-workers, volunteers and interact effectively, tactfully and courteously with those contacted in the course of work Must have good communication skills both oral and written. Able to work flexible schedule, weekends and evenings EXPERIENCE AND TRAINING Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Position requires comprehensive computer skills, analytical and organizational skills. Must be computer literate; Microsoft Word, Excel, PowerPoint. Prior public contact and related experience preferred. Bi-lingual Spanish is preferred but not required. Possession of or the ability to obtain a valid California driver s license. Must have good driving record.

5 EXPERIENCE AND TRAINING Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Position requires comprehensive computer skills, analytical and organizational skills. Must be computer literate; Microsoft Word, Excel, PowerPoint. Prior public contact and related experience preferred. LICENSE AND/OR CERTIFICATE Possession of or the ability to obtain a valid California driver s license. Must have good driving record. COMPENSATION & BENEFITS: The salary range for this positions is $56, $77, Salary is supplemented by an attractive benefits package which includes but not limited to: Retirement CalPERS formula; Carpinteria does not participate in Social Security. Health insurance Health Insurance, including dependent coverage is provided through the CalPERS Health Benefit Program. Dental insurance through Principal Insurance Leave bank The City offers an all-inclusive leave bank. Life and Accidental Death and Dismemberment Insurance - $100,000 Disability Insurance Short and long-term disability is provided. Voluntary Supplemental Life Insurance Voluntary Vision Insurance Employee Assistance Program A City paid EAP is available for employees and members of their household. Fitness Program City contributes $31.20 per month to an employee s monthly membership fee at Carpinteria Athletics Club or a comparable fitness program approved by the City Manager. Flexible Benefit Program (Wellness) Allowance - The program provides with an annual allowance of $1, reimbursement to full-time regular employees for eligible medical and health-related costs not covered by the City s health insurance.
