3 1. ABOUT CSL Cochin Shipyard Limited (CSL) is a premier Ship Building & Ship Repair company fully owned by the Government of India. Incorporated in the year 1972, the yard has, over the years, developed adequate capabilities to handle complex and sophisticated repair jobs. The Shipyard also trains graduate engineers to marine engineers who later join ships both Indian and foreign as 5th Engineers. 100 are trained every year. The long-term business success of Cochin shipyard Ltd depends on our ability to continuously improve the overall business performance of the organization, of which an integral part is the assured quality of the ship building, ship repair and the Marine training services, enhanced occupational health of the employees & safety practices within the organization and sustained environmental protection for the benefit of the society. We also on a war footing are educating all people involved in the ship building and ship repair activities on health and safety practices within the work place and off the job safety. CSL is certified for; 1. ISO 9001:2008 (Quality Management Systems) 2. ISO 14001:2004 (Environmental Management Systems) 3. OHSAS 18001:2007(Occupational Health and Safety Management Systems). 4 2. SCOPE OF TRAINING CSL is looking forward to identify reputed Training Institutes for conducting HSE related trainings in CSL. Expressions of Interest (EOI) from firms is sought to deliver one or more of the following programmes: 1. Shipyard HSE Refresher Programme: Duration One (1) day class room training with assessment. Medium Malayalam & Hindi. No of programmes to be conducted 180 approx in batches of not more than 45 persons. 2. Certificate programmes on specific HSE jobs/ Responsibilities. Duration between two (2) to four (4) days. Medium English & Malayalam. No of programmes to be conducted 40 approx PROGRAMME DESCRIPTION 1. SHIPYARD HSE REFRESHER PROGRAMME (MALAYALAM & HINDI) 6 hours of classroom training designed for workers who are required to work in different areas of shipyard. Course topics would include: a) Introduction - Need for safety Hazard Identification My safety and responsibility Behavioral aspects in safety 12 CSL Golden rules b) Safety Systems in CSL CSL HSE guide lines Work Permit system in CSL (data will be provided) c) Basic Marine safety for Shipyards - Welding Gas management and hot work onboard vessel Use of Portable electrical hand tools working at height Fall of Objects Lifting Safety d) Assessment This course shall have written exam component and participants must achieve a minimum score of 60 % for clearing the same. 2. CERTIFICATE PROGRAMMES FOR SPECIALIZED JOBS (English & Malayalam) a. Officer - Medium of training English i. Training for Safety & Fire Safety personnel ii. 5 b. Supervisor - Medium of training English / Malayalam i. Training for Scaffold Supervisor ii. Training for Lifting Supervisor iii. Training for Confined Space Assessor c. Workmen Medium of training Malayalam & Hindi i. Training for Hot Work Tradesmen ii. Training for Painters / Respirator Users iii. Training for Crane Operators iv. Training for Forklift Operators v. Training for Electrical / powered Tools Users Certificate programmes shall primarily be class room sessions and wherever required shall be supplemented by practical sessions and equipment demos. 3. Expression of Interest shall be submitted in sealed cover and delivered at the Office of the CGM (Tech) on or before 11/05/2018 by 16:00 hours (IST). It shall be clearly marked- Expression of interest for SELECTION OF HSE TRAINING PROVIDERS TO CONDUCT HSE REFRESHER PROGRAMME AND CERTIFICATION PROGRAMME ON SELECTED TOPICS. 4. 7 3. ELIGIBILITY CRITERIA Training Institutions will be expected to demonstrate their competency as a trainer in one or more of the programmes outlined above. Companies will be selected based on their subject-related professional experience, instructors, training experience and quality training assurance process. Firms having work/ training exposure at shipyards/ marine fields will only be considered. In your written EOI application, please provide the following for evaluation: 3.1. Company Background Provide a brief of your company including but not limited to: Company name and profile; Contact person and title; Complete address; 3.2. Programme Delivery What programme(s) your company will be submitting for approval as a Training Provider for shipyards References Please attach references including names, organization (shipyards/ marine fields), and contact information for two (2) clients from last 5 years who can provide insights regarding instructor skills, qualification and experience for applicable courses Training Experience Institutions participating in this EOI shall have an industrial training experience in shipyards/ marine fields for not less than five (5) years Training Faculty Training Providers must provide a list of qualified instructors, this list must include: Instructor name(s) Page 7 of 11

8 Profile of Instructors. He shall be in the training field (shipyard/ marine related) for the past three (3) years. Courses qualified to train (only include those relative to this EOI) Faculties shall be capable for conducting the training programmes on Malayalam/ Hindi/ English Financial Capabilities Training Institutions participating in EOI shall enclose with its proposal, certificate issued by its Statutory Auditors with their seal and signature, stating its net worth & revenues from professional fees during the past three years. Certificate shall be as per the format placed at Annexure 1. Page 8 of 11

9 4. INSTRUCTIONS TO TRAINING INSTITUTIONS PARTICIPATING IN THE EOI 4.1. Programme material Training Providers must ensure all course material used for the applicable programmes are: Defined with a written lesson plan, clear learning objectives and instructor notes; Of good reproductive quality, compliant with copyright rules and each participant receiving their own copy; Appropriate to the learner language and literacy level; 4.2. Methodology of tender CSL intention is to receive Expression of Interest (EOI) in order to shortlist eligible bidders. Enquiries will be sent to the shortlisted bidders to select the training provider Right to Accept Proposal CSL reserves the right to modify, expand, restrict, scrap this proposal or reject any Expression of Interest without assigning any reason Clarifications During evaluation stage of the Expression of Interests, CSL may, at its discretion, ask bidders for clarifications on their proposal. The bidders are required to respond within the time frame prescribed by CSL. CSL reserves the right to make inquiries with any of the clients listed by the bidders in their previous experience record Language The proposal and all associated correspondences shall be in English. All supporting document or printed literature submitted along with the offer shall also be in English Evaluation The offer will be examined on the basis of response to the scope of work defined by CSL. Eligible bidders may be invited to make a presentation to CSL at a suitable date and time determined by CSL. The purpose of such presentations would be to allow the bidders to demonstrate their capabilities, experience, approach, methodology and plan for carrying out the training project. Page 9 of 11

10 4.7. Disqualifications CSL may at its sole discretion and at any time during the evaluation of proposal, disqualify any bidder, if they have: a) Submitted the Proposal documents after the response deadline. b) Not submitted satisfactory documentary evidence and proof as per eligibility criteria mentioned at clause3. c) Made misleading or false representations in the forms, statements and attachments submitted in proof of eligibility requirements. d) Submitted a proposal that is not accompanied by required documentation or is non-responsive. e) Failed to produce clarifications related thereto, when sought. f) Declared ineligible by the Government of India / State govt. / Public sector undertaking -Sd- Chief General Manager (Tech) Page 10 of 11
