General Summary of Function/Purpose of Position The function of this position is to act as the Department s front-line compliance officer for environmental compliance matters pertaining to the Michigan Army National Guard (MIARNG), interfacing with regulatory agencies. The purpose of this position is to ensure that the MIARNG obtains and/or maintains compliance with all appropriate federal, state and local environmental laws, regulations or guidelines. The individual is a recognized resource that independently coordinates, manages and implements all phases of environmental compliance areas including water quality management, wastewater management, drinking water management, soil erosion and sediment control management and air quality management.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 35 Department Environmental Compliance Manager for drinking water program and wastewater. Ensure that MIARNG is in compliance with all appropriate federal, state and local regulations pertaining to environmental programs (Federal Safe Drinking Water Act, Michigan Safe Drinking Water Act and Michigan Surface Water Program). Develops, administers and implements all phases of compliance programs on a state-wide level. Procure and manage diverse contracts, review bids, projects and requests, budgets and tracks project funding from various funding sources, reviews projects work plans, prepares annual funding recommendations, oversees contractors to ensure projects deliverables are being met. Work with the Michigan Department of Environmental Quality (DEQ), Camp Grayling, Fort Custer, armory s and Construction Facility Management Office (CFMO) staff to maintain environmental compliance for MIRANG sites across the state. Work with DEQ MIWATERS online data management program and keep all compliance requirements and reporting up to date. Travel to MIARNG facilities across the state, collect water samples, submit them for proper analysis and interpret analytical results. Duty 2 General Summary: Percentage: 35 Department Environmental Compliance Manager for soil erosion and sediment control program and storm water program. Ensure that MIARNG is in compliance with all appropriate federal, state and local regulations pertaining to environmental programs (Federal Clean Water Act, Michigan Surface Water Program). Develops, administers and implements all phases of compliance programs on a state-wide level. Manage and guide the environmental section and CFMO staff to implement and maintain the MIARNG s SESC Program Authorized Public Agency status. Conduct inspections of Soil Erosion Sediment Control (SESC) permitted sites. Conduct storm water inspections at MIARNG facilities. Review, approve or decline SESC permits for MIRANG construction sites. Travel to MIARNG facilities across the state, collect water samples, submit them for proper analysis and interpret analytical results. Duty 3 General Summary: Percentage: 20 Department Environmental Compliance Manager for Air Quality Program and internal National Guard Bureau or MIARNG Assessments. Ensure that the MIARNG is in compliance with all appropriate federal, state and local regulations pertaining to environmental programs (Federal Clean Air Act, Federal Clean Water Act, and Federal Safe Drinking Water Act) on a statewide level.

3 Evaluate Clean Air Act applicability to MIARNG activities by calculating emissions. Interpret regulatory requirements and create sampling program to evaluate compliance. Evaluate existing conditions at MIARNG facilities of various ages and the potential impact of upcoming regulations. Participate in internal audits conducted by National Guard Bureau. Duty 4 General Summary: Percentage: 10 Other Duties as assigned. Support other Environmental Section (ENV) staff during onsite inspections. Attend training opportunities to increase compliance knowledge. Collect samples upon request from MIARNG staff at facilities across state. Other duties as assigned. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. The following decisions are independently made for duties listed: course of action at all phases of contractual assessments, prioritization of sites requiring response actions and funding allocation, determination of correct remedial response, determination of compliance with environmental statutes, and determine compliance strategy. Affected by those decisions: MIARNG personnel, agency staff, public health and environmental quality. 17. Describe the types of decisions that require the supervisor's review. Incumbent works independent of daily supervision as far as completion of work. Supervisor s review is sought by incumbent when controversial or precedent-setting outcomes or decisions are pending. Supervisor s assistance is also sought when interdepartmental issues arise with other state and federal agencies. Decisions beyond the scope of authority delegated to the position. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Some overnight travels (four/six weeks) for meetings, training, sample collection and inspections. Must be able to drive state vehicles to MIARNG facilities across entire state from Western Upper Peninsula to Southeast Michigan. Some out of state travel for National Guard training will be required. Compliance work is conducted in a variety of environments outside and inside of MIARNG facilities including wooded areas to maintenance shops and vehicle storage areas in all kinds of weather. Daily environment is typical of a standard office environment. Must be able to carry sample equipment, monitoring equipment and function in adverse weather conditions on occasion. 19. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. References to emergency response, site remediation, storage tank management and munitions response tasks have been removed and have been assigned to the newly established Environmental Quality Specialist EQS 13. Tasks have changed to more accurately reflect the job duties on paper and to reflect duties added by technical changes like online compliance data management required by DEQ. 25. What is the function of the work area and how does this position fit into that function? The function of the work area is to provide and/or maintain quality MIARNG facilities and training areas. This position fits into this work area by ensuring that appropriate environmental laws and regulations are being followed as actions are taken. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor's degree in the biological sciences, engineering, physical sciences, resource development, or resource management. OR Possession of a bachelor's degree in any major with at least 30 semester (45 term) credits in one or a combination of the following: biochemistry, biology, botany, chemistry, crop and soil science, engineering, environmental health, environmental science, forest management, geology, ecology, meteorology, microbiology, physics, remote sensing, resource development, resource management, toxicology, or zoology. EXPERIENCE: Environmental Quality Analyst 12 Three years of professional experience equivalent to an Environmental Quality Analyst, including one year equivalent to an Environmental Quality Analyst P11. KNOWLEDGE, SKILLS, AND ABILITIES: Detailed knowledge of environmental laws and regulations. Working knowledge of the administrative/procedural operations of MDEQ, MDNR and U.S. EPA. Understanding of the make-up and operation of the MIARNG. Detailed knowledge of environmental protection and natural resource management. CERTIFICATES, LICENSES, REGISTRATIONS: Must possess or acquire within six months to continue employment: State of Michigan Soil Erosion/Sediment Control certification Storm Water Operator certification
