1 PIIVEC Partnership for Increasing the Impact of Vector Control Job Description & person Specification Post: Responsible to: Responsibility for: Liaises with: Senior Programme Manager Professor Hilary Ranson Strategic leadership of PIIVeC, including all governance and finance issues and management of non-academic staff. Funders and partners, including endemic country academic institutions and NGOs, and external stakeholders including other programmes within the GCRF cohort. Summary of Post: This is a unique opportunity for a highly skilled manager with expertise in managing multi country programmes, to play a central role in a new research capability strengthening programme focused on improving the impact of vector control. This partnership grant, funded by the Global Challenges Research Fund, involves research institutions in three African countries and aims to develop sustainable solutions to reduce the burden of vector borne diseases. The Senior Programme Manager will be responsible for providing strategic leadership to the consortium, developing and implementing a transparent and equitable governance structure, developing and monitoring key performance indicators, reporting to funders, and overseeing the operational and financial management of the PIIVeC programme. The Senior Programme Manager will work closely with the Principle Investigator supporting her in intellectual leadership and external representation. They will also line manage PIIVeC administrative staff, oversee contract development and delivery with external partners and act as a point of contact for the funder. They will also be responsible for providing mentorship to health economists in the project. The Senior Programme Manager will work with the PI, and other members of the consortium, to develop future funding bids to continue the work of the consortium. A good working knowledge of global health, disease prevention and international development, and experience of working with partners in resource poor settings are essential for this role.

2 Roles & Responsibilities: Strategic duties Develop and implement a robust and transparent governance structure for PIIVeC ensuring this is aligned with the requirements of funders, UKAID and all partners. Direct the development of the strategic plan for PIIVeC, including development of a log frame and KPIs, and help develop rolling 1 year operational plans to deliver this. Set up and review PIIVeC operational structures and processes, advising on required roles, skills and structural changes to optimise the project s performance Strengthen coordination and liaison with internal and external partners including IVCC, capacity strengthening initiatives for health in Africa and other GCRF research capability calls. Contribute to identifying research priorities related to the economics of vector control and provide mentorship for staff executing these projects Leadership of risk management across all operational and strategic activities within PIIVeC and input into LSTMs strategic risk management Challenge PIIVeC activities to ensure probity and value for money in all operational areas and ensure that all relevant legal requirements and school procedures are followed. Contribute significantly to the financial stability of PIIVeC through helping to pursue further funding opportunities. Represent PIIVeC both internally within LSTM and externally Deputise for the PIIVeC PI. Programme Management Develop the collaborative agreement between partners and monitor adherence to this agreement Establish and maintain relevant documentation systems for all PIIVeC activities Oversee the development and operational execution of detailed workplans, log frames, KPIs for PIIVeC s activities. Develop and ensure implementation of a communications strategy for the project. Ensure workplans are followed and achieved to time and cost. Work innovatively to agree solutions to problems and ensure the PI is kept appraised of key issues Provide day to day line management for administrative staff within PIIVeC, including appraisals, training and all related HR issues Ensure operational activities have sufficient mechanisms in place for measuring and tracking progress. Ensure the logistics and administration of PIIVeC is effectively and smoothly run in order to achieve optimum support to operational and scientific activities. Develop a series of training activities to strengthen the capacity of other members of the PIIVeC project management team.

3 Where appropriate, represent PIIVeC at external meetings with funding bodies, internal LSTM meetings and local, national and international groups to enhance PIIVEC s profile and reputation. Actively participate in the PIIVeC management board meetings. Act as the key focal point for the PIIVeC Advisory Board members. Work with senior colleagues across LSTM to develop school wide policies and practices for programme management. Financial Management Oversee the financial management of PIIVeC, ensuring prudent management of LSTM and partner budgets and ensure adherence to agreed budgets. Work collaboratively with LSTM research office to resolve financial problems. Provide timely advice to team on the financial position of activities Ensure compliance with all audit requirements, including reporting requirements to funding bodies and the school Ensure the successful financial and contractual management of all external contracts with countries and other partners to achieve the aims of PIIVeC

4 PERSON SPECIFICATION Post Title: Senior Programme Manager, PIIVeC FACTORS ESSENTIAL DESIRABLE Education and Professional Qualifications Experience/ Training (including research experience if appropriate) Educated to Degree Level Postgraduate qualification in subject relevant to vector control Proven commitment to continuous professional development at senior level Proven experience of leadership and strategic programme management in a similar environment Experience of operational and or implementation research Demonstrable success in making a significant contribution to securing major competitive grant income. Proven successful experience of working in an organisation with a large multidisciplinary staff complement Proven international contract management experience Experience of the development of strategic plans, governance structures and other strategic documents for research or delivery programmes in resource poor settings A track record of delivery within a changing environment Professional qualification in relevant subject area (e.g. business, project management, PRINCE2) Degree level education in health economics

5 Experience of successfully working with partners in resource-poor settings Experience of financial management and a high level of financial competency.
