The ELT is collectively responsible for the provision of: Strategic leadership of the organisation and its direction People leadership and management Leadership of activities (internal and external) The ELT will also be responsible for driving necessary change and collectively prioritising the activities of the Ten Year Plan and allocating the resources required. This Job exists to provide leadership and strategic direction to the Corporate Group. The Corporate Group will focus on efficient and innovative delivery of services through a support hub for the organisation by bringing together People and Performance, Strategic Communications, ICT and Support Services. The services include: People & Performance and includes human resources, organisational development and innovations through streamlined business solutions Strategic Communications Information Management and Technology including records and library services Support Services Draft 1

Key accountabilities Key Accountabilities 1 Strategic Leadership Participates collegially and collectively as a member of the Executive Leadership Team. Oversees the development, implementation and monitoring of strategic and business plans for the Corporate Group. Key Accountability Measures Effective participation in the Executive Leadership Team. Strategic and business plans are in place and implemented and regular monitoring reports are provided. 2 People & Performance Ensure that there is alignment between the HR Strategy and the Ten Year plan. Oversee the provision of quality people management information to ELT to enable informed decision making. Oversee the development and implementation of robust HR policies that reflect best practice and legal compliance. Delivers the annual HR strategy. Provide information and reports on HR metrics. 3 General Manager Corporate 3 Key Accountabilities Support the Chief Executive in aligning relationships and understanding between Elected Representatives, employees and external partners. Oversee the development and implementation of frameworks and processes for the effective engagement and involvement of Unions. Oversee the development and implementation of the organisation s business solutions strategy 3 Strategic Communications Oversee the development of the communications strategy and its implementation. Ensure that potential issues and risks relating to communications and media to the Bay of Plenty Regional Council are anticipated and managed. Strategic relationships are established and maintained with key media representatives. Oversee an effective internal communications strategy and programme. 4 ICT Lead the provision and delivery of efficient and effective information technology and services across the organisation. Optimise the management of information technology and shared services to meet the needs of the organisation. Lead the development and the implementation of the organisation s information technology and shared services strategy. 5 Support Services Oversees the provision of innovative, efficient and effective support services to internal stakeholders. 6 Financial Management Provide input to annual and long term plan budgets. Comply with systems and processes to effectively manage group financial resources. Monitor financial performance of the group to ensure effective and appropriate management of budget. Key Accountability Measures promote Council as an employer of choice at external events. Effective outcomes from collective bargaining. Achievements of the Business Improvements Team are quantifiable and contribute to the efficiency and effectiveness of the organisation. The strategy is successfully implemented. Council is profiled positively and its key messages and programmes are effectively communicated to stakeholders and the community. Staff are well informed and access the communication channels. High levels of availability and reliability of the organisation s information technology and services. A significant improvement in the BASS results is achieved for Information Technology and Services The strategy is successfully implemented. There is a clear vision for ICT provision into the future A high level of satisfaction with the delivery of support services. Annual budget and financial objectives are achieved. Audit reports endorse compliance with financial systems and processes. Financial performance is closely monitored and reported to the Council. 7 People management

4 General Manager Corporate 4 Key Accountabilities Provide supportive leadership, motivating and directing employees as they work. Effectively communicate current activities and policies. Conduct the performance management process working with employees to develop, monitor, and review employees work performance. Plan for the best use of resources to help the Corporate Group achieve its targets and outcomes. Develop and enhance the skills and performance of the individuals and the group. Manage external contractors, consultants, projects, project teams, and manage the quality and timeliness of outputs. Key Accountability Measures Employee turnover is within acceptable level. Appropriately skilled employees are on the job. Employees are professional in approach and can contribute individually and collectively to the organisation s success. Conduct actively contributes to the building of a motivated and successful employees team. The performance review process is carried out on time with all employees. Employees have a learning and development programme. The provision of services by external contractors, consultants, projects, project teams is delivered on time, to budget and agreed quality. 8 Relationship management Establish and maintain close working relationships with internal and external contacts including local authorities, ratepayers, landowners, suppliers, consultants, and contractors. Act as a representative for Council at appropriate conferences, seminars, presentations and other events as required. Effective, professional relationships and partnerships are developed and maintained with internal and external contacts. Professional image is conveyed in public forums. 9 Corporate Contribution Promote the implementation of the Corporate Culture Statement, Leadership Model and Health and Safety Systems. Recognises individual responsibility for Workplace Health and Safety under the Health and Safety in Employment Act Meet the statutory responsibilities detailed in the Information Management Policy & Procedure standard. Meet Bay of Plenty Regional Council s statutory responsibilities for civil defence and emergency management. Corporate responsibilities are undertaken and completed accurately, meeting specified standards and within agreed timeframes. Hazards are identified and all incidents and accidents are reported. Participating in any wellness programmes, such as stress management training and health monitoring. Council records are created and maintained in corporate information systems, meeting specified information management standards. Participate in any civil defence and emergency management training initiatives and assist with any civil defence emergencies as part of Bay of Plenty Regional Council s responsibilities for civil defence and emergency management.

Proven track record of leading change in a complex organisation. Well-developed managerial and leadership skills. A valid driver s licence.
