OPENING DATE: 06/20/16 CLOSING DATE: 07/03/16 11:59 PM JOB TYPE: Full Time DEPARTMENT INFORMATION: This position is open only to Colorado state residents. *** This announcement will be open for the specified time or until 50 applications have been received*** The Administration Division of the Department of State provides operational support to the Department, including human resources, finance, office management, and direct support to the Office of the Secretary. DESCRIPTION OF JOB: Purchases all commodities and services in compliance with state rules and regulations, and by using the State of Colorado competitive bidding process when required. Maintains inventory control of all assets in accordance with state fiscal rules. Develops procedures related to procurement processes. Provides guidance to staff on appropriate purchasing methods. Coordinates, monitors, and negotiates local contracts and agreements. Advises on and ensures compliance with State of Colorado purchasing rules, code, and relevant statutes. Reviews specifications and bidder quote documentation to determine correct vendor and product selection for award. 1/5

2 Procurement Function Develops, reviews, publishes, facilitates, evaluates and awards all solicitation methods to include documented quotations, invitation for bids, and request for proposals. Applies working knowledge of Colorado Revised Statutes, procurement codes, and fiscal rules for the procurement of goods and services. Evaluates vendors to determine their capability for performing established specifications. Stays current with fiscal and procurement laws, rules, and guidelines. Analyzes unique and unusual procurement needs, reviews for proper approvals and compliance with state law and fiscal rules. Directs and establishes criteria for the scope of work statements and provides guidance to customers to ensure sound fiscal management and compliance with all required documentation for proper selection of professional service. Contract Services Creates, reviews, and analyzes departmental contracts to ensure compliance with current procurement/fiscal rules, State Controller policies, and state statutes. Maintains working knowledge of purchasing and contracting systems including the state's contract management system and financial reporting system. Provides input regarding interpretation of contract documents and recommends course of action. Inventory/ Asset Management Responsible for tracking and keeping inventory list of goods and services purchased. Works with IT Division to ensure that assets are labeled appropriately and can be identified according to inventory list. Ensures that the agency is in compliance with fiscal rules related to asset management and reporting. MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS: Minimum Qualifications Graduation from an accredited college or university with a bachelor's degree AND a combination of three years of professional procurement and contract development/review (e.g. Request for Proposal, Documented Quotes, Sealed Bids and Awards) experience for a governmental agency or private industry. Substitutions Professional procurement and contract development/review (e.g. Request for Proposals, Documented Quotes, Sealed Bids and Awards) experience which provide the same kind, amount, and level of knowledge acquired in the required education, maybe substituted on a year foryear basis for the bachelor's degree. A master's or doctoral degree from an accredited college or university will substitute for the bachelor's degree, but not for the one year of professional procurement and contract development/review (e.g. Request for Proposals, Documented Quotes, Sealed Bids and Awards) experience. PREFERRED QUALIFICATIONS: Accounting Experience Budgeting Experience Governmental Purchasing Experience Strong MS Excel skills, including the ability to utilize formulas and create tables Strong MS Word skills, including the ability to create tables, use track changes to manage edits by multiple users, and change/manage document styles 2/5
