Position Information Job Title: National Coordinator, Women, Peace and Security Department: UN Women Myanmar, placed in Women s Development Division in the Department of Social Welfare, Ministry of Social Welfare, Relief and Resettlement, Nay Pyi Taw Reports to (Title/Level): Gender Specialist, UN Women Myanmar, placed in the Department of Social Welfare, Ministry of Social Welfare, Relief and Resettlement, Nay Pyi Taw Current Grade: NOC/SC10 (SB5) Contract Type : Service Contract Duty Station : Nay Pyi Taw (placed in Women s Development Division in the Department of Social Welfare, Ministry of Social Welfare, Relief and Resettlement) Duration: 1 year, starting August 2018 or as soon as possible II. Organizational Context UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Women s Development Division in the Department of Social Welfare, Ministry of Social Welfare, Relief and Resettlement is responsible for the implementation of the Myanmar National Strategic Plan for the Advancement of Women (NSPAW). Myanmar is a signatory to the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Beijing Platform of Action and the Sustainable Development Goals (SDGs). NSPAW guides the implementation of the CEDAW principles and the twelve priority areas of the Beijing Platform for Action in Myanmar. The Myanmar National Committee for Women s Affairs (MNCWA) is responsible for policy, decision making and oversight implementation of NSPAW, including CEDAW recommendations, SDG 5 on Gender Equality and mainstreaming gender in other SDGs, and Myanmar commitments to the ASEAN Committee for Women (ACW) Work Plan The Gender Equality and Women s Empowerment Co-ordination Group (GEWECG) aims to coordinate development partner technical and financial support for the implementation of NSPAW. To support the implementation of NSPAW, four Technical Working Groups (TWGs) have been established to deal with specific technical issues. The Women, Peace and Security (WPS) TWG aims to

3 ensure that all women and their peace and security priorities are incorporated into all aspects of ongoing peace process and development policy formulation and implementation in Myanmar. It reports to the MNWCWA every four months and will feed into and support broader work on Gender Equality and Women s Empowerment through the GEWE CG. The TWG seeks to further Myanmar s commitments with respect to CEDAW, the Beijing Platform for Action, and SDGs. The Department of Social Welfare is looking for technical assistance to support the Women s Development Division further the objectives of the four TWGs. As agreed with the Department of Social Welfare, UN Women will provide an international Senior Gender Specialist as technical assistance support to ensure overall coordination and coherence among the four TWG, including to support strengthening capacities, mentoring, coaching and reporting on TWG led activities at union and state level. Further, UN Women will provide a National Coordinator on Women, Peace and Security as technical assistance to support the WPS TWG. Reporting to UN Women s Gender Specialist placed in the Department of Social Welfare, the National Coordinator on Women, Peace and Security exercises overall responsibility to: 1) Support the Women s Development Division to coordination the implementation and monitoring of activities by NSPAW Women, Peace and Security (WPS) Technical Working Group, 2) Ensure close collaboration with other TWGs to develop synergies and joint efforts, where possible, and 3) Support reporting of achievements and results, including from the State level, in close collaboration with TWG members and DSW. She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio. III. Functions 1. Manage and coordinate the implementation and management of the activities by NSPAW Women, Peace and Security (WPS) Technical Working Group In consultation with DSW and TWG members, develop an annual work plan and budget for the implementation of the relevant NSPAW priority area(s), including activities that address SDG 5 on Gender Equality, CEDAW recommendations, UPR recommendations, UNSCR 1325, Myanmar s commitments to ASEAN Committee on Women, and ASEAN Commission on Promotion and Protection of Rights of Women and Children; Organising quarterly meetings of the TWG ensuring agendas are drafted and minutes are prepared and distributed; 2. Manage technical assistance and capacity development to the Department of Social Welfare and the NSPAW Women, Peace and Security (WPS) Technical Working Group members Support mainstreaming women, peace and security agenda, in line with international and national commitments, into all forms of peace work Provide technical support to developing and implementing a five-year NSPAW Operational Plan; Provide day to day support to the Women s Development Division activities; Build and manage relationships with national partners to support implementation and expansion of the Women, Peace and Security agenda; respond to any potential problems; Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to the Department of Social Welfare and the NSPAW Women, Peace and Security (WPS) Technical Working Group members on Women, Peace and Security. 3. Manage the monitoring and reporting of achievements and results, including from the State level, in close collaboration with the Department of Social Welfare and the NSPAW Women, Peace and Security (WPS) Technical Working Group members

4 Manage the monitoring of programme/ project implementation and finances using results based management tools; Write quarterly reports and donor reports, focusing on results, output and outcomes; Contribute to office donor and UN Women reports. 4. Manage close collaboration with other NSPAW TWGs to develop synergies and joint efforts, where possible Collaborate actively with the three other TWGs to develop and implement work plan activities related to the NSPAW; Closely and continuously coordinate with the other technical assistants working within the other TWGs, and closely and continuously work with the International Senior Expert leading the Unit, ensuring an ongoing reporting flow on the activities realized. Coordination with development and peace partners including civil society organisations, government departments, donors and the private sector; Provide technical support on coordination related activities across NSPAW TWGs by attending meetings, events, and participating in groups and committees as needed; Coordinate with other TWG Coordinators and members including from UN agencies, government departments, donors, CSOs and NGOs to ensure activities are harmonized and aligned with other in-country efforts related to NSPAW. 5. Manage advocacy, knowledge building and communication efforts Identify research and data needs and support in collating sex-disaggregated data and analysis of existing research, studies to inform the activities of TWGs and support wider advocacy; Develop communications materials, i.e. briefing notes, background document, etc. for DSW led awareness-raising in States and Regions; Identify and share good practice and learning from implementation; Contribute to the drafting of policy briefs including policy recommendations and priorities as required by DSW; Contribute to the State reports (UPR, CEDAW, SDG, etc.) through MNWCWA and MNCWA; Develop and review background documents, briefs and presentations related to the Women, Peace and Security Agenda; Represent UN Women in meetings and policy dialogues on issues related to Women, Peace and Security as necessary; Develop advocacy strategies and oversee their implementation; Identify best practices and lessons learned to guide programme improvement and strategy planning; Develop knowledge management strategies, products and methodologies on Women, Peace and Security. IV.
