2 Message from our CEO, Bill Morrow nbn is creating the connectivity needed to close the digital divide for all Australians. Our ability to work closely and partner with our Aboriginal and Torres Strait Islander stakeholders will be vital if we are to achieve this. nbn is pleased to register our second Reconciliation Action Plan (RAP) with Reconciliation Australia. nbn s RAP ensures that as an organisation, in partnership with our Delivery Partners, we are living our company values and ensuring Aboriginal and Torres Strait Islander peoples have equal participation both in the rollout of the nbn network and access to nbn s technologies. Our vision for reconciliation is to connect communities across Australia where Aboriginal and Torres Strait Islander peoples share equal access in the benefits of the nbn network. We know that the work we do can enrich meaningful engagement, understanding and connection across and between Aboriginal and Torres Strait Islander communities and the wider Australian community. The development of our RAP builds on the initiatives and commitments made by our organisation and our Delivery Partners. We are committed to building a diverse and inclusive workplace and this means we must increase representation of Aboriginal and Torres Strait Islander employees. We are committed to providing greater employment opportunities for Aboriginal and Torres Strait Islander peoples in Australia s technology and infrastructure sectors in collaboration with our Delivery Partners. nbn s Aboriginal and Torres Strait Islander employees have been vital in developing our RAP. Their views and stories about what it means to be an Aboriginal and Torres Strait Islander employee at nbn are highly valued and incorporated into the RAP. We have also listened to Aboriginal and Torres Strait Islander representatives and organisations to formulate our plan for reconciliation over the next three years. We will continue to listen, seek and act on feedback from the Aboriginal and Torres Strait Islander community. Reconciliation is the responsibility of all nbn staff, from our internal workforce, to our external partners. We recognise that a key success factor for our RAP is great leadership and nbn is committed to placing focus on achieving our RAP actions. As our organisation progresses the rollout of the nbn network, we are looking forward to promoting and implementing the actions contained in our RAP. As the CEO of nbn, I strongly believe the nbn network will significantly contribute to ensuring that the technological divide between Aboriginal and Torres Strait Islanders and other Australians is closed. The nbn network is an essential investment in Australia s future, for all Australians. We are committed to promoting and contributing to equality, connectivity and inclusiveness now and into the future. Message from Reconciliation Australia s CEO, Justin Mohamed Reconciliation Australia congratulates nbn on their past successes and ongoing commitment to reconciliation as they implement their second Reconciliation Action Plan (RAP). nbn s Innovate RAP signifies their continued and accelerated commitment to understanding and embracing reconciliation within their organisation, and encouraging reconciliation and connectedness both nationwide and throughout their sphere of influence. nbn have a deep understanding of the importance of respect and recognition toward Aboriginal and Torres Strait Islander peoples, cultures, and histories. We see this respect incorporated into the core business of nbn, in actions that look to adopt cultural heritage management procedures that aim to protect sites of significance for Aboriginal and Torres Strait Islander peoples. These engagements, which seek to acknowledge and respect the cultural significance of key sites, are exemplary of how nbn drive reconciliation forward within their sphere of influence. Similarly, this RAP demonstrates a growing understanding of the importance of building and maintaining meaningful business relationships with community organisations and peak bodies. We see this extensively in nbn s core business and vision for reconciliation, as demonstrated by their emphasis on relationship building and commitment to connecting people nationwide. nbn strive to provide opportunities for both their Aboriginal and Torres Strait Islander and other staff to promote and celebrate reconciliation by participating in community events such as NAIDOC Week and National Reconciliation Week (NRW). This inclusive approach is exemplary of nbn s broader commitment to reconciliation, both within nbn and beyond. 3 Our vision for reconciliation Our vision for reconciliation is to see the work we do enhance two-way meaningful engagement, understanding and connection between Aboriginal and Torres Strait Islander communities and broader Australian society and communities. In many ways the values held by nbn reflect the values of reconciliation. We are visionary. We bring all Australians together behind a shared vision and purpose: to harness the potential of the future for everyone in Australia. nbn enables a connected community where Aboriginal and Torres Strait Islander peoples share equally in the benefits of the nbn network no matter where they live. 2

4 Our business The nbn network is Australia s new fixed phone and internet network. It s going to help connect Australia, and connect Australia to the world, through a fast, reliable landline phone and internet network. The nbn network will help bridge the digital divide and enable our digital economy, opening up opportunities for all Australians to learn, grow and develop personally and professionally. We believe there will be benefits as soon as people connect, and as the nation gets up to speed together, new opportunities will open up for everyone new markets will emerge and there will be more innovative services for us all. It s going to make doing the things you want a whole lot easier, no matter where you live. The nbn network will enable Australia s digital economy to flourish and help everyone benefit from the economic and social growth opportunities it can deliver. From uses in the home to e-health, video conferencing to electronic payment, the way we learn and entertain ourselves, the way we work and the way we manage our lives has transformed dramatically in recent years, putting massive strain on our existing infrastructure. The fast, reliable nbn network enables us all to take full advantage of opportunities to be more productive, more creative and more efficient, now and for many years to come. It sets us up to benefit from future opportunities and be better connected. Our team has implemented a number of key initiatives to raise awareness of the benefits of the nbn network across Australia and acknowledge Aboriginal and Torres Strait Islander peoples. nbn s Discovery Centre allows visitors to experience the nbn network first hand with various tools to showcase the capabilities of high-speed broadband. Discovery Centre presentations will now include Acknowledgments of Country. The Road Muster demonstration vehicles are mobile versions of the Discovery Centre. Decked out with TV screens, outdoor displays and a mock-up of nbn supplied equipment that would be installed in a home, it travels around Australia educating communities about the benefits of broadband. Construction has commenced on 2,000 nodes covering more than 400,000 premises. Through this RAP, these nodes will become canvases for Aboriginal art from local Aboriginal communities, contributing to the nbn Cabinet Art Program. 3

5 Our operating environment nbn is a wholly-owned Commonwealth company, a Government Business Enterprise (GBE), and is represented by two Shareholder Ministers; the Minister for Communications and the Minister of Finance. With approximately 5,000 employees nbn has headquarters operating from Sydney and Melbourne as well as offices in each capital city and additional deployment offices in regional areas. nbn s key objective is to ensure all Australians have access to very fast broadband as soon as possible, at affordable prices, and at least cost to taxpayers. To achieve this objective, nbn has been structured as a wholesale only access network available on equivalent terms to all access seekers. This is intended to level the playing field for Australian telecommunications and create real and vibrant competition within the industry. The primary role of nbn is to enable Australia s greater participation in the digital economy and help bridge the digital divide between young and old, city and country, and Australia and the rest of the world. The choice of delivery platform is outcomes-based, technology agnostic optimising for cost, speed of rollout and long term value. The Multi-Technology Mix (MTM) optimises for long term value and speed of rollout at the lowest cost to taxpayers. The network will reach Australians through fibre to the premises, basement and node, fixed wireless and satellites. Building, upgrading and maintaining Australia s broadband network requires a strong industry, with effective engagement from the nbn team. A multitude of players support design and construction, activations and assurance, IT and planning: Delivery Partners (DPs) engaged in new master contracts for design and construction, with simpler requirements, longer-term commitments and mechanisms to reward high performance with volume increases and new work areas market skills availability tested and impelled to ensure construction and telecommunication skills are available for nbn and DPs to hire required workforce predictability & reliability: 12 quarter Integrated Deployment Plan (IDP) creates increased certainty and predictability, enabling DPs to invest in growth and productivity. Construction of the nbn network and delivery of our services, including the management of land access, is shaped by the Telecommunication Act and the various Commonwealth and State legislation providing for the protection of Aboriginal and Torres Strait Islander cultural heritage. This legislation recognises Aboriginal peoples and Torres Strait Islander peoples as the primary guardians and knowledge holders of their respective cultural heritage. nbn s aim is to connect eight million homes and businesses by 2020 with a mix of access technologies that includes Fibre, HFC, Fibre to the Node, Fibre to the Basement, Satellite and Fixed Wireless. nbn will achieve this goal by leveraging strategic partnerships with our design, build and network management Delivery Partners. In keeping with the objectives of these pieces of legislation, nbn s cultural heritage management strategy and state-based toolkits ensure that culture heritage protection is integrated into the planning, construction and operational activities. Under this framework we reflect and operationalise the legislative recognition of Aboriginal peoples and Torres Strait Islander peoples as the primary guardians and knowledge holders of their respective cultural heritage; in accessing new or sensitive areas we work extensively with Traditional Owner groups and recognised parties. We acknowledge that without partnerships with our Aboriginal and/or Torres Strait Islander stakeholders nbn cannot create the connectivity that Australia needs to close the digital divide. We are also committed to fostering a culturally supportive workplace for our Aboriginal and Torres Strait Islander staff. We intend to capture data through actions in this RAP in order to have a baseline from which to increase employment and professional development opportunities for Aboriginal and Torres Strait Islander peoples. 4

6 Our Reconciliation Action Plan nbn places a strong value and emphasis on building an inclusive and diverse workplace that is reflective of the wider communities in which we operate; and culture where different perspectives, thinking and skills are valued throughout our employees, customer, supplier and stakeholder base. In addition, nbn recognises the unique history of Aboriginal and Torres Strait Islander peoples and the lasting connection to the lands and waters of this continent. nbn understands the importance of the reconciliation journey and through our Reconciliation Action Plan will use its position of influence within the community to bring greater understanding and change. We want to integrate the recognition and respect of Aboriginal and Torres Strait Islander peoples and cultures into the way we do business; and build and sustain relationships with Aboriginal and Torres Strait Islander peoples across Australia to ensure that the nbn network makes a positive contribution to their lives and communities. Importantly, we are also seeking to influence others, be influenced and to learn. Our inaugural RAP from 2013 to 2015 achieved a number of key deliverables. This includes establishing an advisory network of regionally based Aboriginal and Torres Strait Islander leaders to guide and support the implementation of our RAP; implementing operational protocols with Delivery Partners that seek to identify approval requirements and support and protect cultural heritage during construction; and developed cultural protocol guidelines that outline when and how Welcome to Country and Acknowledgement of Traditional Owners should occur within nbn. We have also implemented Cultural Heritage Procedures that respect and protect places and sites of significance for Aboriginal and Torres Strait Islander peoples. nbn has taken steps to ensure our Delivery Partners have in place a strategy for supporting, monitoring and tracking Aboriginal and Torres Strait Islander participation across the project. This includes implementing a process to measure Indigenous People Participation Plans (IPPPs) outcomes; and developing partnerships with Delivery Partners and Supply Nation to engage with Aboriginal and Torres Strait Islander businesses that can support the roll out of the nbn network. While we achieved a lot from 2013 to 2015, we recognise that there is more to do and have a greater appreciation of how nbn, through its unique and exciting position, can contribute more effectively to reconciliation. nbn has learnt that for a RAP to be effective we need strong leadership but it must be driven from a broad base across the business. In this regard nbn has successfully encouraged our Delivery Partners to join us in ensuring that the project creates opportunities for Aboriginal and Torres Strait Islander peoples across the country, through the use of participation management plans, which ensure that Delivery Partners meet their set targets for Aboriginal and Torres Strait Islander workforce participation to ensure that the delivery of the nbn network creates employment opportunities for Aboriginal and Torres Strait Islander peoples and Supply Nation members. nbn has also embedded our Indigenous Cultural Heritage Protocols into the way we work. This has ensured that there is strong communication and engagement with Aboriginal and Torres Strait Islander groups, and a partnership approach to protecting cultural heritage. Some of the challenges that nbn faced in implementing its first RAP were around how to implement RAP initiatives in business processes for a project that was scaling up at a rapid rate and moving across the landscape quickly. Our new RAP looks to build on the things that we have learnt, our challenges and our successes. 5

7 Implementation nbn s RAP working group has developed the RAP with input from senior leaders in the company. The RAP working group is made up of twelve nbn employees, including three Aboriginal and Torres Strait Islander members. The RAP working group includes nbn s Diversity and Inclusion Manager and Indigenous Lead and senior leads and managers from across a broad cross section of the business including Community Relations manager, Procurement manager, People and Culture manager, Land Access and Stakeholder manager, Customer Service manager, Customer Focused Design manager, Government Affairs manager, Brand, Service Activations and Assurance manager and Satellite manager. As RAP Sponsor our Chief Network Engineering Officer provides executive leadership and will report to the nbn Board of Directors on the plan. While the RAP working group will provide leadership across the business as the RAP is implemented, implementation of the RAP is the responsibility of all nbn staff and will be supported by our Delivery Partners and Partners. For each RAP deliverable the team that is accountable for the deliverable has been nominated. 6

8 Relationships nbn recognises the importance of building strong relationships between Aboriginal and Torres Strait Islander peoples and other Australians. A better connected community is at the core of our business objectives. As part of our business practices we will work in partnership with Aboriginal and Torres Strait Islander stakeholders to understand the specific needs and barriers to crossing the digital divide and take measures to ensure that the full benefits of being connected do not remain out of reach. We will seek to form meaningful and mutually beneficial partnerships with community based organisations that we can support to maximise the potential benefits from being connected and in return can support nbn to become a more culturally aware organisation. 10 Respect nbn recognises and respects Aboriginal and Torres Strait Islander history, cultures and heritage in the way we operate. We understand that Aboriginal people and Torres Strait Islander peoples have a living connection to Country and that as the caretakers of their traditional lands have an important role as protectors and teachers. 12 Opportunities nbn is committed to creating opportunities that help build the capacity of Aboriginal peoples and Torres Strait Islander peoples and their communities. We will seek ways to ensure Aboriginal peoples and Torres Strait Islander peoples and their communities have access to products and solutions that meet their needs and that there is a high level of awareness of the opportunities and benefits created by nbn. We understand that the investment in the nbn network has created a significant opportunity to create employment and training opportunities for Aboriginal and Torres Strait Islander peoples to have careers in the telecommunications sector. Similarly, we will use the investment in building and maintaining the nbn network to leverage business opportunities for First Australian Suppliers. 15 Artwork story This bespoke artwork design was created for nbn to symbolise the connection of community, where Aboriginal and Torres Strait Islander peoples share equal access in the benefits of the nbn network which in turn, increases opportunities for Aboriginal and Torres Strait Islander peoples in the areas of education, business and the enhancement of lifestyles. The opalescent circular forms visually represent the lights turning on within the communities. The blue colourway represents nbn s commitment to building an inclusive and diverse workplace that is reflective of the wider communities and the yellow and ochre hues represent optimism for the future.
