1 JOB AND PERSON SPECIFICATION Position Title: Human Resources Manager Reports Directly to: General Manager, Operational Services Responsible for: Human Resources, WHS, Payroll, Volunteer Services Member of: Human Resources Grade: Non EBA Manager About St John St John is a charity in the South Australian community working for the Service of Humanity. Our vision for the future, whether acting alone or in partnership with others, is the provision of charitable and humanitarian services to individuals, groups and organisations. Our relief work for persons in sickness, distress, suffering or danger recognises no barrier of race, colour or creed. Within South Australia, St John engages some 1,500 volunteers supporting the community in the provision of First Aid services and Community engagement. St John also employs approximately 100 paid staff, located at State Office and across the state. Purpose of the Position The Human Resources Manager is responsible for proactively leading the Human Resources Team in the delivery of quality Human Resources, WHS, Wellbeing, Payroll and Volunteer Services to staff and volunteers across the Organisation. The Human Resources Manager will provide strategic high level advice and guidance to staff and volunteers in all aspects of Human Resource Management, Employee and Industrial Relations and complex employee / volunteer solutions. 2 It is a requirement you undertake and hold a National Police Certificate which is acceptable to St John prior to commencing employment with St John. Continued employment is subject to the maintenance of a satisfactory NPC. Will be required to undertake Child Safe Environments training within the first 6 months of employment. Organisational Relationships General Manager Operational Services Human Resources Manager Senior Adviser WHS/payroll Volunteer Membership Support Coordinator Volunteer Membership Support Officer HR Volunteer Coordinator Member of: Senior Management Group WHS & Wellbeing Committee Quality & Member Services Group Key Responsibilities Human Resource Management Develop, maintain and be a role model for a culture that is open to change and supports continuous improvement, collaboration, respect and accountability. Advise and guide Managers and senior Operational Members with employee relation concerns, complaints, performance management, grievance and disciplinary issues. Ensure compliance with employment legislation, Fair Work, NES, EEO, Award interpretation and Enterprise Agreement. Responsible for the development of the Enterprise Agreement and successful management of the Enterprise Bargaining process. Provide guidance and advice, and facilitate staff or volunteer investigations, providing recommendations to senior Executive or Operational Members. Provide guidance and advice regarding past, current and potential child protection risks to the organisation. In collaboration with the General Manager, Operational Services and other stakeholders within St John, develop and initiate cultural change strategies which support the future direction and values of the organisation. Provide High level industrial advice and guidance to Executive and Managers in regards to organisational restructures, redundancies and termination of employment. In consultation with Executive, undertake workforce planning and develop and implement strategies to meet the current and future staffing or volunteer needs of the organisation. Management of cyclical HR activities: performance appraisals, salary increases, bonus schemes, training, reward and recognition. Manage the end to end recruitment process including attraction, selection, on boarding, induction, and retention. 2
3 Development of job and person specifications and determination of appropriate classifications and salary ranges. Oversee and provide guidance with the annual performance management process, working closely with Managers in the setting of appropriate KPI s and/or objectives for individuals. Review, develop and implement Human Resource or organisational policies and procedures. Draft Briefing Notes, Board Papers and provide statistical information as required. Volunteers Oversee the Operational Volunteer Recruitment and Volunteer Services portfolio s, ensuring an efficient and quality service to Operational Members of St John. Ensure the effective and efficient coordination of the Operational volunteer recruitment program. Undertake continuous improvement of the Operational volunteer program in consultation with relevant Operational volunteer members. In consultation with the General Manager, Operational Services, senior Operational Members and the Quality & Member Services Group (QMS) develop and implement strategies to meet the current and future needs of volunteering within the organisation including the attraction and retention of volunteers. Communication & Liaison Ensure consultation and information regarding HR initiatives are communicated effectively across St John. Establish and maintain communication and consultation with representatives from Operations Branch and Community Care regarding recruitment options and processes, policy and procedure development and interpretation and implementation of HR initiatives. Develop and maintain external contacts and networks. Participate in project teams providing input on human resource issues. Leadership Responsible for the day-to-day management and support of the Human Resource team, including monitoring delivery against objectives, quality standards, personal development, coaching and appraisal. Undertake responsibility for recruitment, induction, training, supervision and review of all delegated staff. Ensure a commitment to development and training of staff. Ensure the Human Resources team are fully informed of the strategies and activities of St John Implement and maintain effective staff communication. Budget Management Assist in the development, forecasting and management of the Human Resources budget. Achieve budget targets as set and agreed on with Executive Management. Oversee the accurate and effective running of the St John payroll system. Workplace Health & Safety Oversee the Work. Health & Safety and Wellbeing portfolio ensuring an efficient and quality service is provided to all Members of St John. Chair the WHS & Wellbeing Committee ensuring WHS and Wellbeing issues are discussed and appropriate recommendations are made and implemented. Maintain current First Aid Certificate and ensure staff also maintain training. Ensure day-to-day management of Work, Health and Safety issues within the work area and demonstrate leadership and communication on these matters. Undertake risk assessment of the work area when workplace changes occur (including renovations, painting, new equipment, etc). Ensure staff and volunteers are aware of workplace health and safety responsibilities, and that these are effectively undertaken (including workplace assessments, etc). 3
