1 TERMS OF REFERENCE FOR CONDUCTING BASELINE SURVEY AND REVIEW OF THE CDF RESULT FRAMEWORK: Girls Empowerment, Child Protection and Participation, Men and Boys Engagement and Organizational Development Individual/ Institutional contact details: Programme duration: 3 years; Location: Tarime District, Mara Region and Mpwapwa, Bahi and Chemba Districts, in Dodoma Region; Project start date: July, 2016 Baseline Study and the Review of the Result Framework Timeframe: November January 2017; Supervisor: Dorothy Ernest, MELF Manager 1. Introduction The Children s Dignity Forum (CDF) is a voluntary, private, non-governmental, nonpartisan and non-profit-making Civil Society children s rights organization based in Dar es Salaam as its headquarters, founded and registered in 2006 under the NGO Act No. 24/2002. CDF has a sub office in Tarime District, Mara region. CDF s Vision is about creating a Tanzania landscape where children dwell in a context permeated with dignity and where social justice is upheld. As concerns its mission, CDF defines it s Mission as the promotion of children s rights for most vulnerable children, through creation of working forums that empower children, families and communities. The core functions of CDF are embedded in its Vision and Mission. Firstly CDF s function is strengthening and facilitating of human rights advocacy for children at risk and or affected by child marriage, FGM, gender based violence, and other gender inequalities. Secondly, CDF has a function that involves establishing a supportive environment for enhancement of meaningful child protection and sustainable participation of children in development initiatives in their communities. T Thirdly, Boys and Men Engage in the promotion of women s and girls rights to upheld gender equality. Fourthly, is the strengthening of CDF s organizational capacity in order to effectively and efficiently implement its strategic plan. 1 P a g e
2 CDF is implementing its three years Strategic Plan with core funds from Sida. Please see the attached CDF Strategic Plan, Operational Plan and Results Framework to be reviewed. 2. Purpose and Scope of the Assignment The assignment has two purposes. i. Conduct of the Baseline Study in Mara and Dodoma Region. ii. Review of the CDF Strategic and Operational Plan (SOP) Result Framework. The baseline study is intended to provide CDF with detailed information review of CDF s Strategic and Operational Plan (SOP) Results Framework/M&E including output and outcome indicators and targets. This will enable tracking of progress of the SOP outputs and outcomes to indicate milestones achieved and changes on the target beneficiaries 2 over the course of the SOP (see the Strategic and Operational plan outcomes and indicators). The SOP monitoring, evaluation and learning (MEL) has high demands in terms of the quantity and quality of data to be collected and used by multiple-stakeholders, and will require a high level of rigor and investment to meet the M&E standards expected. The baseline study will be part of the SOP MEL and will give quality baseline information on the indicators, targets, evaluation questions and general information on the situation of girl s rights particular, FGM, child marriage and other GBV in Tanzania. Thus, the SOP will have the basic baseline information to measure the progress throughout the Strategic Plan period and also during the final External Evaluation in In addition, the information collected will be used during sensitisation to girls and boys, men and women and to duty bearers for advocacy purposes. Primarily, it will be used by programme staff during implementation of various projects to track progress and reporting to funders to indicate milestones achieved as per the agreed outputs and outcomes The baseline study will be conducted in Dodoma and Mara Regions areas being targeted in this programme. The villages will be randomly sampled in consultations with respective district authorities. The Knowledge Attitudes and Practice (KAP) survey will be administered through a structured questionnaire to randomly selected sample of boys, girls, men, women, religious leaders, traditional leaders and duty 1 The purpose of this strategic plan is to chart out a medium term strategic position for CDF s work in The strategic plan defines and determines the medium term vision, mission and core values to guide and lead CDF s main target groups, partners and stakeholders. Like any strategic plan, this document is a central guiding document which charts the goal and strategies for addressing CDF s core functions and business in the next 3 years. 2 Girls, boys, women, men, tradition and religious leader sand duty bearers. 2 P a g e
3 bearers. CDF has developed a draft of the KAP survey which is to be adapted and built on by the consultant. The consultant will review the SOP Result Framework to indicate the baseline at inception of the programme. The outputs, outcomes, target, indicators and assumptions will be used as a basis for the overall CDF MEL system. Thus, the SOP monitoring and evaluation plan and tools will be guided to address the programme outcome and also evaluation questions. Methodology The Consultant will develop the baseline study design including identifying appropriate methodologies and tools for data collection. A key part of the methodologies will be the use of data triangulation. These should include the following methods: Combination of methods (qualitative and quantitative) 3 using stratified purposive sampling/or other relevant sampling methods to capture changes, cost effectiveness and lessons which can then be generalized across the whole target population. Quantitative data collection methods such as standardized structured questionnaires will be used to gather information on girls, boys, young women and community members knowledge on rights and the support service available etc. Qualitative methods such as focus group discussions, key informant interview and case studies e.t.c. to capture information and understand the situation on such as perception and attitude on FGM, child marriage and GBV, girls and young women confidence in accessing support and challenging duty barriers. Desk reviews of relevant literature such as national and local statistics, service provider reports such as police, legal aid services, schools, health facilities etc. and performance indicators as per project to get general information as well as data relevant to the project indicators. Additional the desk review should include 3 Primary data collection: Data from the field will be collected from girls and boys, segregated by age, in school and out of schools, fathers, mothers/ caretakers (male and female), Most Vulnerable Children s Committees, District Child Protection Team, Social Welfare Officers, the police gender desk magistrate, religious leaders, traditional leaders, village leaders, ward leaders, and district leaders (DMO, NGOs, CBOs) to identify the existing situation on the ground concerning child marriage and FGM as related to the indicators in the result framework. The following methods are proposed: o Key informant interviews, including with religious leaders, local authorities, mothers and fathers; o Structured KAP survey for target groups as mentioned above so that we can understand present o knowledge, attitudes and practices we wish to change; Data abstraction from the records of various actors including the police, social workers, health officers, community development officers, education officers, district magistrate court, referral centres, schools. Random and purposive sampling methods will be used to get primary data from the participants mentioned above. Tools will be developed to capture both quantitative and qualitative data which will reflect age and gender disaggregation. In addition to the tools drafted by CDF, the consultant is requested to finalise these and suggest further tools are required for ensuring that all the information required in the result framework is collected. In regard to data collection, CDF will support the consultant with staff to administer the survey and input data as required. This will include MEL staff from within CDF (up to 4 staff in total to support). 3 P a g e
4 secondary information on local and national laws, policies and practices from relevant Government and Non-Government organizations reports and Tanzania Demographic Health survey or any existing studies on child marriage Surveys or studies and FGM in the region. Secondary data will also be collected at the existing structures, LGA departments, schools, as well as village, ward and district offices. Triangulation and cross checking of data through using multiple sources, such as national, district and community level statistical data/information, and multiple methods required. Participatory Process: consulting and involving key stakeholders including the beneficiaries at all levels to enable them make inputs into the process. The baseline survey/study should particularly involve the communities including the service users (girls and young women) and their families, traditional leaders, religious leaders, men and boys, police, teachers, other NGOs, providing feedback and detailed recommendations to understand the situation and also get direction on the focus of the project interventions. The consultant will also develop and suggest the appropriate methodologies to be used on the review of the SOP Result Framework. The design and implementation of the baseline must also take into account and abide by CDF principles of participation and representation. This means, for example, ensuring girls and young women are placed at the center of the baseline research, that principles of gender equality, inclusion and non-discrimination are considered and acted upon throughout, and promoted in the design and implementation of the baseline. 3. Stakeholders The stakeholders to be consulted during this baseline should include, but not be limited to, the following Targeted beneficiaries, i.e. girls and young women, boys and young men, community members. Local based NGOs, and Government service providers involved in women and girls programmes, GBV, FGM and child marriage, eg schools, police, health and social welfare. CDF partners in the regions etc Existing formal and informal community-based organizations/structures Community and religious leaders District and regional and national relevant government offices UN Agencies including UNICEF, UNFPA and other international agencies supporting other programmes in the stated regions. 4 P a g e
5 4. Timeframe. It is expected that the consultancy will be for 6 7 weeks. From the outset, the consultant will be required to develop inception report that details the approach to be employed, methodology and tools for data collection. This will be approved and agreed by CDF and Sida. Thereafter, the baseline study process including desk review, field visit, and report writing will last up to 30 working days. The baseline study inception report and work plan should be shared to CDF and Sida by 30th November, Thus, field work for data collection will be expected to start on 14 th of November Within a maximum of 30 days, the baseline study team shall undertake the planned tasks and present the first draft of the report. The first draft is expected to be completed and submitted by the 30 th December 2016; the final report should be submitted by 15 th January, The Review of the CDF SOP Results framework should start on 1 st January and expected to be finalised before 15 th January, Specific Tasks/Scope of Work to be undertaken by the Consultant The baseline study will be led by the Consultant in consultation with the CDF Monitoring, Evaluation and Learning Manager (MEL). Before the start of this work a baseline study team would be established and roles and responsibilities of people involved would be agreed upon between CDF and the consultant. Specifically, the consultant will perform the following tasks: i) Carry out literature review of secondary data including national studies, DHS, sector specific strategies, publication and any other relevant national and regional data sources, among others. ii) In collaboration with CDF identify a research team iii) Develop data collection tools to be approved by CDF. iv) Lead field work for data collection and thereafter, data analysis. v) Produce draft reports for review and inputs and later on incorporate the inputs in the reports to produce a comprehensive final reports. vi) Review the CDF SOP Results Framework and produce an draft updated version vii) Review CDF monitoring and evaluation tools. Expected Outputs The baseline study team will be responsible for: i. An inception report indicating the approach to be employed, methodology and tools for data collection. ii. Data collection tools a comprehensive first draft report, presenting findings of the study that includes proposed indicators and targets.. The first draft will be submitted to CDF for comments by 30 th November 2016 and validated with key stakeholders in Dodoma and Mara region. 5 P a g e
6 iii. A Second draft report. The second draft should incorporate all the comments from CDF and the stakeholders feedback meeting to be produced by the 15 th January, iv. A detailed and precise final report that includes proposed indicators and targets to be produced 30 th January, v. Reviewed and updated SOP Results Framework that includes new proposed indicators and targets for the SOP Outputs and Outcomes The consultant is expected to submit a final baseline report in both electronic format and hard copy in English. The report will include among others: key findings of the study, proposed indicators and targets for the SOP outputs and Outcomes and specific recommendations to inform design and planning of Programmes on girl s rights particular FGM, child marriage and other GBV incidences in Tanzania. In addition, the consultant should submit a PowerPoint presentation of the findings Technical details should be confined to appendices, which should also include a list of informants and the baseline study team s work schedule. CDF would be happy to receive suggestion for the baseline study structure. However, the final report should include the following elements. Table of contents Introduction 1.1. Title page 1.2. Acknowledgements 1.3. List of abbreviations acronyms 1.4. Executive summary (1 A4 size page) that will include among others: key findings of the study, proposed indicators and targets for the SOP outputs and Outcomes and specific recommendations to inform design and planning of Programmes on girl s rights particular FGM, child marriage and other GBV incidences in Tanzania. In addition, the consultant should submit a PowerPoint presentation of the findings Project Background: Programme aim, objectives, and expected outputs and outcomes Baseline methodology 1.5. Introduction and background 1.6. Methodology: Clearly indicate data collection methods employed and tools used. Baseline study findings Detailed, precise and comprehensive information on the findings in line with the Programme outputs, outcomes and indicators. This section should include a clear summary table showing information against each of the programme indicators. 6 P a g e
7 Conclusion and Recommendations including suggestions on how to improve the project MEL process, indicators and programme implementation recommendations should be very specific, targeted and actionable and could either be listed as bullet points or short paragraphs. The recommendations should be specific, clear, practical and implementable to inform all the stakeholders including the Government Officials, program partners, development partners communities, parents and children themselves in designing and planning of Programmes on girl s rights particular FGM, child marriage and other GBV incidences in Tanzania. Lessons learnt this should be classified into different levels - Individual - Organisational - Institutional Annexes, these might include: - Draft Updated CDF SOP Results Framework - Itinerary/schedule - List of people/organizations consulted - References/ list of documents reviewed - All data collection tools (questionnaire, FGDs questions etc.) - Full data tables of results - The ToR 5. The audience of the report will include the following: Sida, UN Agencies, FORWARD UK, EC, Comic Relief, Plan International and other development partners for programme decision making and advocacy, reviewing the Monitoring and evaluation process and monitoring the programme progress. Girls/boys, young women/men, key community leaders and members of different communities involved in the project Key partner organisations / agencies working on the issue such as Police, Education sector, gender and health departments in Tanzania, Other partner organisations with whom CDF is implementing programmes, stakeholders and Networks such as Tanzania Ending Child Marriage Network and the Men and Boys Engage Network, Tanzania Child Rights Forum( TCRF). 6. Budget, payment and logistic support: The cost of the baseline study will be paid by CDF based on the agreed baseline study as well as the review of the CDF SOP Results Framework budget. The consultant will need to provide detailed budget and cost break down for the baseline study as well as the review of the CDF Result Framework. 7 P a g e
8 7. Qualifications and Competences of the Consultants Advanced University Degree in the field of Political Sciences, Law, or Human Rights, Gender Equality or relevant discipline. Demonstrable experience in the design and implementation of project baseline studies and evaluations including the use of participatory methodologies Demonstrable expertise and experience of working with/ and or evaluating projects on girls and women s rights, sexual and gender based violence, harmful traditional practices particularly child marriage and FGM - preferably in the Tanzania context or in the region Track record in developing and conducting various types of baseline and end line studies using qualitative and quantitative methods Demonstrable experience and skills in quality data collection and high level data analysis using participatory methodology and triangulation High level written and verbal Swahili and English communication and interpersonal skills Experience in managing and coordinating evaluation/research exercises, and the capability to handle necessary logistics and work within tight time scheduled. Previous experience of working with Development partners, Government, young women, girls, communities and vulnerable groups Ability to complete complex assignments in a timely manner and delivery quality results Ability to write high quality, clear, concise reports in Swahili and English 8.
