4 Methodology for defining services/sub-services 1. Citizen hat s/sub-services must be at a high enough level as to be meaningful and/or relatable to the public 2. Consistent definitions s/sub-services are defined by having a single identifiable, relevant, output 3. Exhaustive The inventory must capture all that we do 4. Integrate MBN Canada The inventory must reconcile other public reporting in a way that doesn t create confusion How to understand service categories The fundamental goal of organizing what we do into unique outputs is to identify the cost of service and cost of service per unit of output. To do this we must we must allocate internal services to public facing services to understand the full cost of service. It is possible to simply create a percentage estimate of corporate overhead and then apply this percentage to the direct public services. However, as work to achieve more accurate allocation is being done for MBN Canada, so too will work be done to achieve similar results for our Inventory. Those services within the service category called Corporate Support s will be allocated to the other service groups according to how those other services consume Corporate Support s. Ideally, this will be done using an identified driver and if driver data is unavailable or in development, a percentage likely based on time devoted to each sub-service will be used.
