1 TERMS OF REFERENCE - LRPS UNICEF Mozambique Purpose of the Assignment: Institutional consultancy to develop and implement a Communication for Development Capacity Building Training package I. Background and Justification The overall poverty rate in Mozambique is 54 per cent and it is estimated that 48 per cent of all children are living in absolute poverty. The existing disparities between rural and urban areas, as well as between boys and girls limit the opportunities of many children for access to the resources and services they need to develop their full potential. Malnutrition remains a determinant factor in the underdevelopment of children, with 42.6 per cent of children suffering from chronic malnutrition. Maternal mortality remains at 408 deaths per 0,000 live births, 20 per cent of them among girls less than 20 years old. Although progress has been made in reducing infant mortality, the mortality among children under the age of five stands at 97 per 1,000 live births, and infant mortality at 64 per 1,000 live births. Malaria is responsible for 35 per cent of infant mortality. HIV prevalence among adults is declining, but stands at 11.5 per cent and 200,000 children are living with HIV. Access to clean drinking water and to sanitation remains low. Almost half the population (49 per cent) has no access to improved water sources. This rises to 63 per cent in the rural areas. Furthermore, 79 per cent of the population does not use improved sanitary facilities. Ten million Mozambicans still practice open defecation, 90 per cent of them in the rural areas. Despite the significant progress made in primary school enrolment, less than half of all children complete their primary education, and many children drop out in the first five years. Enrolment is stagnating in second level primary and in secondary education, despite the increase in availability. It is estimated that 1.2 million children and more girls than boys are outside of school, particularly in the secondary education age group. The national learning of 2013 found that only 6.3 per cent of third grade pupils had basic reading skills. World Bank research from 2014 pointed to high levels of absenteeism among teachers (49 per cent) and school directors (44 per cent). Almost half (48 per cent) of women aged between 20 and 24 years married before their 18th birthday. Child marriage and early pregnancy are associated with a significantly lower probability of concluding primary education, higher maternal mortality, chronic malnutrition and poverty; 58 per cent of women are living below the poverty line. Mozambique has the eighth highest HIV and AIDS prevalence in the world, and young women are four times more likely to be HIV positive than young men. Birth registration has increased with the inclusion of mobile registration during the national health weeks, but 40 per cent of children under five years of age are still not registered. Adolescents and youths are part of the segment undergoing the most rapid population growth in Mozambique. It is estimated that 45 per cent of the population is less than 15 years old and 52 per cent is under 18 years of age. Committed, educated, healthy and productive young people can help break multi-generational cycles of poverty and contribute to strengthening their communities and society. Page 1 of 7

2 Frequent natural disasters and the impacts of climate change are making the vulnerabilities worse. The cyclical floods displace households and disturb access to the health and education services almost every year in the centre and north of the county. Children, girls and women, especially disabled people, are particularly vulnerable to natural disasters. Access to information through the mass media remains weak, even in the case of radio. The 2011 IDS found that only 50% of households own a radio set (57% in the urban areas and 47% in rural zones). The ownership of television sets is almost entirely limited to the urban areas, where 49% of households had television sets in 2011, compared with 6% in the rural areas. In general, half (48%) of all women aged between 15 and 49 have no access to the mass media (radio, television or newspapers), compared with 26% of men. II. Purpose and objectives: Considering the background and justification above, and the fact that knowledge in areas such as health, nutrition, child protection, education, HIV, gender (among others) as well as beliefs and attitudes which shape behaviour, are to a large extent rooted in local cultures and traditions, transmitted and sustained by community institutions and opinion leaders, it is fundamental to invest in Communication for Development (C4D). The low level of literacy (particularly among women) means that access to information is essentially oral, stressing the importance of communication at community level, especially radio broadcasts in local languages and inter-personal communication. The limited real access to the mass media also strengthens the importance of investing in inter-personal communication strategies at community level, in order to promote sustainable and inclusive development. To date, C4D has already been integrated in many countries into various strategic areas, including those of gender equity, prevention of violence, mother and child health and nutrition. There are various reasons to support the integration of C4D as a cross-cutting strategy, among them the fact that the socio-behavioural barriers to change are often neglected when programming development initiatives. Achieving C4D targets necessarily involves understanding the social and behavioural barriers to change. It is vital to introduce changes in those programme interventions that stress approaches from the point of view of barriers on the supply side, such as the lack of materials, premises, services and public goods, while the bottlenecks in the provision or use of these services are frequently not given the same attention. Programming aimed at creation and use means approaching questions on the demand side, such as people s knowledge, attitudes, beliefs, values, social norms and practices and needs. The successful integration of C4D interventions into development programmes implies the involvement of experienced staff in planning new initiatives or projects so as to ensure that communication represents an integral and inclusive part of all aspects of the programming. They should also guarantee that formative research, related with the areas of knowledge, attitudes and practices about critical behaviours is systematically undertaken as a basis for the drawing up of strategies rooted in reality, even in a qualitative manner. In Mozambique the government institution which has as its mission to advise the government on specific questions in the area of communication is the Information Office (GABINFO). The public and state media institutions are under GABINFO tutelage. In the framework of its vision for the establishment of a strengthened and responsible media sector, committed to the ideals of peace, the defense of national sovereignty, the building of national unity, and the fight against poverty in its most varied expressions, it is intended to promote the capacity building of staff, at cross-cutting level, including in the area of C4D. The staff trained in C4D will complement the work that is already being undertaken by the media under Page 2 of 7

3 GABINFO tutelage, namely Mozambique Television (TVM), Radio Mozambique (RM) and the Institute of Social Communication (ICS) with the goal of promoting more inclusive communication. Through the mandate of the ICS, which has as its main objective Communication for Development (C4D) in the rural areas, GABINFO has the opportunity to expand its scope of intervention, influencing the action of various development stakeholders in the area of communication and thus create allies that will be able to complement its actions through inter-personal interventions with key opinion makers in the communities. Thus, in addition to informing, GABINFO will exercise the function of facilitating communication with the communities. In this context, the Information Office, with the support of the United Nations Children s Fund (UNICEF) will promote national training in C4D for staff linked to the communications area of key Government and Civil Society bodies. The objective of the training is to develop and implement a Communication for Development Capacity Building Strategic Plan. The aim is to endow selected staff with knowledge and skills that allow them to incorporate C4D approaches and contents that enrich the various initiatives, as well as the programmes/projects carried out by the government and by the civil society organisations, seeking to guarantee more strategic and innovative outcomes at local level. It is also expected that, at the end of the capacity building, a C4D reference group will be formed to support the drafting of a national C4D strategic framework. As an additional outcome, the capacity building will also initiate the process to harmonise the practice of C4D in the country. III. Methodology and technical approach Design a C4D training package in Portuguese, including the methodological approach that is adapted to the Mozambican reality, taking into consideration different level of education and diverse experience of participants to be invited in the capacity building. Each training session (one national and two provincial) should last for at least a week, and should be held by a national or international (if national is not ) institution with experience in C4D capacity building. The hired institution should discuss the best methodology with UNICEF in consultation with GABINFO. The capacity building should prioritise a participatory approach and include expository sessions, case studies, work in groups and a field visits. The participants should be selected in accordance with specific requirements to be pre-defined, seeking not to exceed 40 people for the national session and 25 for each provincial session. IV. Specific Activities and tasks: The contracted organization by UNICEF should draw up a C4D training package, including the methodological approach to be agreed with GABINFO and UNICEF. The organisation will provide two trainers, who will undertake one training at national level over five to ten days to assist around 40 government and CSO staff members to develop the necessary C4D skills to support development and humanitarian programmes. The organisation will also undertake one training in Zambezia and another one in Nampula provinces over five days (in each province) to assist around 26 government and CSO staff members (in each province) to develop the necessary C4D skills to support development and humanitarian programmes. Bearing in mind that the present capacity building seeks to bring contents that will feed the future Page 3 of 7

4 C4D strategic framework, it should be very careful in the choice of themes, since it is intended to draw up a document that seeks to improve the way in which staff operate in the communication area in matters linked to improving the condition of children and their families in Mozambique. Hence, it is suggested that the following themes be prioritised: o Conceptual approach of Communication for Development. o What are the main barriers to C4D in Mozambique and how can they be overcome? o How to deal with the main social questions, taking social norms into account? o How to collaborate with the main opinion formers at community level? o How to draw up a C4D plan, including monitoring? o Adequate C4D indicators for the context of Mozambique o In the current political, economic and socio-cultural scenario of Mozambique, what type of communication for development strategic framework would best fit? o Role of the media in local development: the specific case of the community radios. o What should be the profile of the community communicator? o What socio-cultural aspects should be taken into account when drawing up the future communication for development strategy. o Community communication: opportunities for the participation of adolescents; o What should the role of the media be in fighting natural disasters? o Approach to media legislation: the Press Law (under revision), draft broadcasting law and regulations for community radios and televisions in the perspective of creating free spaces for public announcements. Readings should be shared online at least 15 days before the start of the face-to-face course. Handouts, template of plans, frameworks and other planning tools should be shared in Portuguese. V. The institution will be paid upon satisfactory completion of the service according to deliverables in point V. VII. Requirements for the consultancy firms/institutions: legal standing (i.e., registration or founding statute); minimum of two (2) positive references from previous clients in relation to media trainings; have C4D specialists trained in communication, anthropology, sociology and similar areas; have proven experience in C4D, including in the capacity building; hold all training sessions in Portuguese; Know Mozambican reality. Required qualifications for the primary consultant / team leader: Advanced university degree in Social/behavioral sciences (Sociology, Anthropology, Psychology, community-based development) or in a related field with emphasis on participatory communication, Page 5 of 7

6 communication planning, social mobilization, and participatory research, training and impact evaluation of communication interventions; A minimum of 5 years' experience in designing and implementing communication and social behavior change promotion; Excellent oral and written communication skills; Knowledge of Mozambican context is a must; Fluency in Portuguese and English are required. Required qualifications for the secondary consultant (can be staff of the applying institution or subcontracted locally): Bachelor s degree in Social/behavioral sciences (Sociology, Anthropology, Psychology, community-based development) or in a related field with emphasis on participatory communication, communication planning, social mobilization, and participatory research, training and impact evaluation of communication interventions; A minimum of 3 years' experience in designing and implementing communication and social behavior change promotion; Excellent oral and written communication skills; Knowledge of Mozambican context is a must; Fluency in Portuguese is required. The proposal should contain a detailed description of roles and responsibilities of the team members, including: a) division of tasks and working days between the team members, b) reference to the number of home-based and field-based working days, c) mention to any specific speaker to be invited to support the capacity building at central and provincial level. 7. Evaluation Criteria Knowledge of Mozambican context and fluency in Portuguese are mandatory requirements. Failing to meet this requirement will disqualify the proposal. The relative weight between the technical criteria and budget will be respectively. The passing mark should be 50 for technical criteria.
