3 Result 3: Enhanced services offered in centres working with people of concern to the MOSD, including dysfunctional families, juveniles and women 60% beneficiaries of centres will recognise an improvement in the level of services offered in the centres Material and courses offered in the project are regularly used by MoSD after the completion of the project All staff of centres will use manuals and handbooks developed in the project Effective follow up mechanisms are ensured in all centres. Vocational training opportunities are adequately inserted in centres regular activities by the end of the project Links with the job market are adequately put in place by the end of the project Increase of 20% in educational and job creation services offered in the centres by end of project Result 4: Strengthened capacity of the MoSD to cooperate with the civil society organisations (CSOs) working on vulnerable families, juveniles, women and children. 20% increase of funding to NGOs 25% improvement in alignment of NGOs activities with MoSD activities, local needs and National Agenda 25% of relevant NGOs has received specialised training from MoSD Accreditation criteria in use. Integrated planning is an integral part of the MoSD's cooperation with the NGOs. 3

4 Main Activities Indicative activities under Result 1: 1.1. Review and assess existing monitoring and evaluation (M&E) procedures internally to ensure that the newly established M&E unit can provide the required quality information/data in a timely manner Review and assess the existing M&E procedures and indicators within the MoSD and make recommendations as to how to improve the M&E system for the 68 centres under the MoSD's jurisdiction 1.3. Review and develop performance output/outcome indicators for the technical directorates Assumptions A strategic plan and a monitoring system are in place at the MoSD Additional funds are available at the MoSD for awareness campaigns. 4

5 1.4. Support to set up and oversee the roll out of the new/revised M&E system as per the findings above With the MoSD, train the relevant staff on the new/revised M&E system, data compilation and analysis techniques. Indicative activities under Result 2: 2.1. Assess levels of MOSD staffing in view of the current and future needs Assist to conduct a training needs assessment for the following categories: - MoSD staff working (administrative staff from central and governorates offices including social workers, supervisors, behavioural observers, nurses and alike). - Psychologists deployed at the Centres. - Front-line personnel of the Family Protection Directorate at the Public Security Office. - Volunteers working at the centres. - Other categories as deemed required Help prepare a training plan/programme for above categories. This should include, but not be limited to, the following courses: attitude change and positive approaches in dealing with vulnerable categories, modules on empowerment and selfesteem, dealing with beneficiaries with psychological and behavioural difficulties, skills related to community based care, case management etc Assist to design training of trainers (ToT) programme Help prepare and print sets of specific training material for trainings targeting the MoSD s relevant personnel and the ToT With the MoSD, deliver the needed trainings to the relevant personnel of the MoSD and give guidance and feedback to ensure training quality, and verify that they are regularly used in their future activities (deliver training to not less than 400 employees). Supervisors, social workers and supporting personnel working with those categories to be trained in order to recognize the deep importance of their job in forging a better society. While delivering the trainings activities of the aforementioned categories, at least 25 potential candidates, who meet pre-set criteria, will be selected for the TOT programme With the MoSD, deliver the two ToTs programme. The ToTs will upgrade the potential trainers professional facilitating/ training skills, allow them the opportunity to design and deliver training activities and become competent trainers Arrange and conduct a study tour to relevant EU member state for MoSD officials selected from relevant directorates and centres to familiarize them with approaches, techniques and good practices adopted in similar centres. Staff is able to carry out daily work in addition to project activities Selected staff of MoSD for ToT activities is willing to work as future trainer Staff of MoSD will be skilled enough to provide empowerment and attitude change modules to beneficiaries Indicative activities under Result 3: 3.1 Review available services provided by centres to evaluate the status and the quality of these services as well as adequacy of their capacities (human and other resources). 6 3.2. Support the MoSD to draft a plan, in close coordination with the MoSD, to attract trainers from various associations/ institutions (vocational training institutions, Ministry of Education, professional organisations...) into the centres, in order to systematize and intensify courses provided in the centres, through memoranda of understanding, protocols etc as deemed fit. 3.3 Arrange one study tour to EU similar centres for a selected group of officials from MoSD to familiarize them with other types of services, including job creation and vocational/ other educational services offered. Participants should represent the following sectors: Family and Children, Social Defence and Handicap Affairs. relevant entities (professional associations etc) are willing to cooperate with the MoSD in strengthening centres 3.4 Advice on other type of services which could be provided in line with the EU legislation and best practices 3.5 Formulate new programmes of services in line with the EU best practice which could include: job creation, vocational/educational service, programmes on social inclusion/integration through activation, including persons with disabilities; programmes for preventing poverty and social exclusion of children and other vulnerable persons; programmes linking social protection with active labour market policies, free legal service for vulnerable persons in line with EU legislation and best practices 3.6 Support the MoSD to design and implement alternative service systems regarding follow up on families, referral systems and standard operational procedures (SOPs) in close coordination with the MoSD Assist the MoSD to prepare, plan and roll out a code of conduct applicable to all social workers Assist the MoSD to develop an appropriate incentive scheme to motivate staff working at centres Help the MoSD revise the existing procedural manual for the Juvenile and develop a new specific one for the care centres and then prepare standard operational procedures manual (SOPs) pertaining to different typologies of services provided by MoSD in the fields of disabled, juveniles, women, children and dysfunctional families. 6

7 Indicative activities under Result 4: 4.1. Support the MoSD to develop/review a mapping of civil society organisations (CSOs) working in the field of vulnerable families, juveniles, women and children in close coordination with the Registry of Societies and the Civil Society Directorate. This will include, but not be limited to, the following: 4.2 Assist the Registry of Societies with the provision of an articulated accreditation criteria and scoring system for CSOs. 4.3 Jointly with the MoSD, Provide comprehensive capacity building for the Registry of Societies and the Civil Society Directorate. MoSD is able to obtain comprehensive information about sources of funding for NGOs MoSD staff is willing to provide training to NGOs 4.4 Support to develop a proper communication strategy to inform the civil society about the enhanced serviced offered by the Ministry in order to strengthen the image of MoSD as a supporter rather than a controller and to inform clients about available services provided through complementary community based care Jointly with the MoSD, conduct self-empowerment and attitude change training to staff catering to beneficiaries of the centres. 4.6 Arrange 2 study tours to the EU to acquaint the MOSD staff in the central and regional directorates and their civil society partners, with the EU best practice in the field of community based social care, regional community care planning and commissioning of services to non-governmental entities. 4.7 Support MoSD to develop legal tools and develop MOSD staff capacities for commissioning of service to nongovernmental entities. 4.8 Guide the MOSD in their application of the EU legislation and best practices in the field of integrated planning and sustainable financing of service. 7
