4 Part 1 Purpose and Introduction 1.1 Purpose This document mandates requirements for a process to determine or revise a set of values of European Rail Traffic Management System (ERTMS)/European Train Control System (ETCS) National Values. 1.2 Introduction Background The application of ERTMS/ETCS can be configured to suit certain specific safety and operational performance objectives. The ERTMS/ETCS System Requirements Specification, Subset-026, sets out several ERTMS/ETCS National Values that can be varied for particular configurations. These ERTMS/ETCS National Values cover many aspects of ERTMS/ETCS operation, including, for example, the maximum speeds permitted under different modes of operation A set of applies to a National Area. A National Area is a geographic region and does not necessarily align to political borders. GE/RT8072 sets out requirements for National Areas Scope A set of is only relevant to ERTMS-fitted trains operating on ERTMS-fitted infrastructure The process set out in this document is applicable to ERTMS-fitted infrastructure irrespective of whether or not ERTMS-fitted trains operate on that infrastructure GE/RT8270 requires railway undertakings and infrastructure managers to maintain, update and make freely available to relevant parties the available data that describes asset characteristics relevant to compatibility The set of, determined in accordance with the process set out in this document describes asset characteristics that are relevant to compatibility between ERTMS-fitted infrastructure and ERTMS-fitted trains The set comprises the following: a) Q_NVDRIVER_ADHES Qualifier for the modification of trackside adhesion factor by driver. b) V_NVSHUNT Shunting mode (permitted) speed limit. c) V_NVSTFF Staff Responsible mode (permitted) speed limit. d) V_NVONSIGHT On Sight mode (permitted) speed limit. e) V_NVUNFIT Unfitted mode (permitted) speed limit. f) V_NVREL Release Speed (permitted) speed limit. g) D_NVROLL Roll away distance limit. h) Q_NVSRBKTRG Permission to use service brake when braking to a target is supervised. i) Q_NVEMRRLS Qualifier Emergency Brake Release. 6 Part 2 Requirements for 2.1 Process to determine or revise a set of For a National Area under their responsibility, the infrastructure manager shall propose a set of values of, including the rationale for the determination of each value There shall be a single value for each ERTMS/ETCS National Value within a National Area The infrastructure manager proposing a set of values of ERTMS/ETCS National Values shall consult with all affected infrastructure managers and railway undertakings about the proposed values Affected infrastructure managers and railway undertakings shall evaluate the impact of the proposed values on their operations and indicate their acceptance or otherwise, with explanation as required The infrastructure manager proposing a set of values of ERTMS/ETCS National Values shall determine an optimal set of values for a National Area, based on the lowest overall risk to safety and performance, taking into consideration the responses from the affected infrastructure managers and railway undertakings. 7 Part 3 Application of this document 3.1 Application - infrastructure managers Scope The requirements of Part 2 (section 2.1.4) of this document apply to all infrastructure managers The requirements of Part 2 (sections 2.1.1, 2.1.2, and 2.1.5) of this document apply to infrastructure managers proposing a set of ERTMS/ETCS National Values Exclusions from scope There are no exclusions from the scope specified in for infrastructure managers General compliance date for infrastructure managers This comes into force and is to be complied with from 01 December After the compliance dates or the date by which compliance is achieved if earlier, infrastructure managers are to maintain compliance with the requirements set out in this. Where it is considered not reasonably practicable to comply with the requirements, authorisation not to comply should be sought in accordance with the s Code Exceptions to general compliance date There are no exceptions to the general compliance date specified in for infrastructure managers. 3.2 Application - railway undertakings Scope The requirement of Part 2 (section 2.1.4) of this document applies to railway undertakings Exclusions from scope There are no exclusions from the scope specified in for railway undertakings General compliance date for railway undertakings This comes into force and is to be complied with from 01 December After the compliance dates or the date by which compliance is achieved if earlier, railway undertakings are to maintain compliance with the requirements set out in this. 9 Definitions D_NVOVTRP Maximum distance for overriding the train trip D_NVPOTRP specifies the maximum distance for which a train may reverse while the Onboard is in the PT mode. See Appendix A (of D_NVPOTRP Maximum distance for reversing in Post Trip mode D_NVPOTRP specifies the maximum distance for which a train may reverse while the Onboard is in the PT mode. See Appendix A (of D_NVROLL Roll away distance limit D_NVROLL specifies the maximum distance that a train can move in a direction that differs from that set by the driver s direction selector before an emergency brake application is made. See Appendix A (of D_NVSTFF Maximum distance for running in Staff Responsible mode D_NVSTFF specifies the maximum distance for travelling in SR mode. See Appendix A (of ERTMS European Rail Traffic Management System. ERTMS variables used to describe different technical properties or behaviours of the ERTMS entities (OBU, RBC, Balises, etc). The values assigned to these variables are usually not on a permanent basis; their renewal is done when a train crosses the border of a National Area. ETCS European Train Control System. M_NVCONTACT Onboard reaction when T_NVCONTACT expires M_NVCONTACT defines the action that is to be taken if the ETRMS/ETCS onboard equipment remains out of contact with the RBC equipment for a period defined by T_NVCONTACT. See Appendix A (of M_NVDERUN Entry of Driver ID permitted while running M_NVDERUN specifies whether a Driver ID can be entered into the DMI while the train is moving. See Appendix A (of National Area A geographic area which is characterised by the same value of NID_C. See GE/RT8072 ERTMS/ETCS National Identities Management for details. Q_NVDRIVER_ADHES Qualifier for the modification of trackside adhesion factor by driver Q_NVDRIVER_ADHES specifies whether the driver is allowed to modify the adhesion factor that is used by the ERTMS/ETCS onboard equipment. See Appendix A (of Q_NVEMRRLS Qualifier Emergency Brake Release Q_NVEMRRLS specifies whether a demand by the ERTMS/ETCS onboard equipment for an emergency brake application is maintained until the train is stationary, or whether it is released as soon as the condition that caused the demand no longer applies. See Appendix A (of Page 9 of 11

10 Q_NVSRBKTRG Permission to use service brake when braking to a target is supervised Q_NVSRBKTRG specifies whether service brake interventions should be used (if available) when the ERTMS/ETCS onboard equipment is supervising braking to a target. See Appendix A (of T_NVCONTACT Maximal time without new safe message T_NVCONTACT defines the critical time after which the ERTMS/ETCS onboard equipment may take an action, if the onboard equipment remains out of contact with the ERTMS/ETCS trackside equipment. See Appendix A (of T_NVOVTRP Maximum time for overriding the train trip T_NVOVTRP specifies the maximum time that the train may travel with the train trip function disabled after the Override function has been invoked. See Appendix A (of V_NVALLOWOVTRP Maximum speed limit allowing the driver to select the override EOA function V_NVALLOWOVTRP specifies the maximum train speed above which requests for initiation of the train trip override function will be rejected. See Appendix A (of V_NVONSIGHT On Sight mode (permitted) speed limit V_NVONSIGHT specifies a maximum speed to which the train is supervised when the ERTMS/ETCS onboard equipment is operating in OS mode. See Appendix A (of V_NVREL Release Speed (permitted) speed limit V_NVREL specifies the national value of the release speed. In general, it is used wherever the EOA and SvL do not coincide, and the EOA is marked on the trackside. See Appendix A (of V_NVSHUNT Shunting mode (permitted) speed limit V_NVSHUNT specifies a maximum speed to which the train is supervised when the ERTMS/ETCS onboard equipment is operating in the SH mode. See Appendix A (of V_NVSTFF Staff Responsible mode (permitted) speed limit V_NVSTFF specifies a maximum speed to which the train is supervised when the ERTMS/ETCS onboard equipment is operating in SR mode. See Appendix A (of V_NVSUPOVTRP Permitted speed limit to be supervised when the override EOA function is active V_NVSUPOVTRP specifies the ceiling speed to which the train is supervised while the override function is active. See Appendix A (of V_NVUNFIT Unfitted mode (permitted) speed limit V_NVUNFIT specifies a ceiling speed to which the train is supervised while the ERTMS/ETCS onboard equipment is in UN mode.
