Break out session: Challenges in implementation of NAMAs and ways of overcoming them UNFCCC Regional workshop for the Asia-Pacific and Eastern European regions on nationally appropriate mitigation actions Bonn, Germany, June 2015 Philipp Munzinger Project Manager Proklima International GIZ - Divison Environment and Climate Change Page 1

What do we expect from NAMA implementation? A set of policy and actions that reduce GHG in contribution to the national climate mitigation target while promoting sustainable development Introducing a technological change in a transformational sense enabled by financing and capacity-building, in a measurable, reportable and verifiable manner. Generate experiences valuable for further INDC elaboration (pre-2020) but also may serve as implementation tool for INDC implementation (post-2020) Page 2

How do we define NAMA implementation? Many NAMA concepts including detailed implementation plans exist, however NAMA implementation is still in its infancy. International support for developing and implementing NAMAs currently takes place in the form of bi- or trilateral cooperation - other options down the road UK-Germany NAMA Facility provides financial and technical assistance supporting implementation of NAMAs Page 3

Enabling (NAMA) implementation.. (Source: KPMG 2011) Page 4

Challenges with view on implementation of NAMAs NAMAs should be embedded in long-term visions and have clear objectives (national development agenda, LEDs and INDC) NAMAs should innovatively build on existing policies and measures, rather than creating completely new projects. NAMAs should include a robust financing plan, ensuring high quality and involving potential investors early to ensure availability of resources High-level political commitment and inter-ministerial collaboration and coordination A NAMA require a responsible coordination institution, a robust MRV system and scientific and technological basis NAMAs should ground on local ownership and a participatory, bottomup, stakeholder process and the inclusion of local expertise Page 5

Possible roles in implementation of NAMAs Political roles Institutional roles NAMA implementat ion Technical roles NAMA support roles Page 6

Political roles Determine national appropriateness of planned actions Ensure visibility of NAMA results and impacts Stocktaking of relevant policies and measures Creating incentives for investment (national and international) Setting priorities for NAMA development Page 7

Institutional roles Stock-taking of institutional changes (mandates) Coordinating amongst line ministries / sub-national entities Clarify expectations and take decisions in inter-agency committees Engaging private sector Sharing knowledge / managing information Link to UNFCCC (Registry, BUR, ICA) Page 8

NAMA support roles Ensuring adequate and effective allocation of financial resources Identifying support options, including financing, technology and capacity building Tying on financing modes of IFIs and MDBs so that it can be used for mitigation effectively Establishing public-private dialogues and promoting public-private partnerships Outreach activities and liaising investors to facilitate matching of support with NAMAs Identify and promote relevant public finance mechanisms which could catalyze private investment flows Page 9

Technical roles Promoting local knowledge and enhancing innovation capacity on mitigation technology Providing information about costs and benefits Overseeing MRV requirements and maintaining database Ensuring that MRV system informs about NAMA progress and results Ensuring harmonization of technical elements in NAMAs with the national mitigation framework (metrics, methods, assumptions) Page 10

Guiding questions What do you consider as NAMA in implementation? What are key challenges in implementation of NAMAs in your country / sector and how did you address them? Political roles Institutional roles Support roles Technical roles Page 11
