2 What do we expect from NAMA implementation? A set of policy and actions that reduce GHG in contribution to the national climate mitigation target while promoting sustainable development Introducing a technological change in a transformational sense enabled by financing and capacity-building, in a measurable, reportable and verifiable manner. Generate experiences valuable for further INDC elaboration (pre-2020) but also may serve as implementation tool for INDC implementation (post-2020) Page 2
3 How do we define NAMA implementation? Many NAMA concepts including detailed implementation plans exist, however NAMA implementation is still in its infancy. International support for developing and implementing NAMAs currently takes place in the form of bi- or trilateral cooperation - other options down the road UK-Germany NAMA Facility provides financial and technical assistance supporting implementation of NAMAs Page 3

5 Challenges with view on implementation of NAMAs NAMAs should be embedded in long-term visions and have clear objectives (national development agenda, LEDs and INDC) NAMAs should innovatively build on existing policies and measures, rather than creating completely new projects. NAMAs should include a robust financing plan, ensuring high quality and involving potential investors early to ensure availability of resources High-level political commitment and inter-ministerial collaboration and coordination A NAMA require a responsible coordination institution, a robust MRV system and scientific and technological basis NAMAs should ground on local ownership and a participatory, bottomup, stakeholder process and the inclusion of local expertise Page 5
