POSITION DESCRIPTION Program Manager CORPS/CENTRE/DEPT: Accommodation & Housing NSW/ACT DIVISION: THQ REPORTS TO: Operations Manager, Accommodation & Housing DIRECT REPORTS: Senior Facilitator, Support Facilitators PURPOSE: Operational management of specialist homeless program Carinya ensuring a client-centered positive environment for all consumers through the supervision & professional development of all direct reports /program staff. ARMY MISSION STATEMENT: The Salvation Army is an international movement and an evangelical branch of the Christian Church. The mission is both spiritual and practical, encompassing the preaching of the Gospel of Jesus Christ and the alleviation of human suffering and distress without discrimination. 2 Operational Management DUTIES Management & co-ordination of all Specialist Homeless Service programs at Carinya Cottage (within Accommodation & Housing Network) including the management and coordination of all employees & volunteers to ensure services are delivered in an effective and holistic manner. Oversight of all SHS budgets for Carinya Cottage and services. EXPECTATIONS Accommodation & specialist homeless services are delivered according to contractual requirements and that all relevant contractual KPI s are met. Program services are provided to the Families at Carinya according to relevant guidelines, policies & procedures and processes. Services are effective & aligned to TSA mission. Develop staff rosters in conjunction with the relevant management to ensure all services are appropriately resourced to meet the centre s operational requirements. Staff rosters are provided at least two weeks in advance. Ensure all programs within delegated responsibility are working to budget Participate in the Accommodation & Housing Executive meetings with the Operations Manager. Preparation of submissions & reports as per program and contractual requirements Monitor and review program feedback and feedback mechanisms to ensure continuous improvement Supervise the use of brokerage funds & ensure all brokerage guidelines are adhered to in conjunction with relevant staff and management Ordering of supplies and resources in conjunction with relevant staff and management Assist in the development of policies, procedures & projects which assist in delivering an effective service. Assist in the development & implementation of individual & group activities which meet the changing needs & interests of clients where appropriate Page 2 of 5

3 People Management DUTIES Recruitment and Development of staff, students & volunteers to achieve the requirements of their role & TSA mission. Foster an environment that values continuous improvement & innovation in the delivery of high quality support services. Participates in team activities, lead & attend staff meetings Business Development, Networking & Partnerships Contribute and assist with business development and tendering activities Represent Carinya at relevant meetings and promote the network to relevant external and internal stakeholders and agencies Collaborate with appropriate external agencies to improve service delivery EXPECTATIONS Successfully recruit necessary staff and volunteers Induct and on-board all direct reports to ensure that staff have a clear understanding of their roles, responsibilities and contractual requirements Identify learning opportunities & develop staff to foster a highly skilled workforce that delivers superior program and client outcomes Conduct regular supervision meetings and annual performance appraisals for all direct reports. Conduct performance and disciplinary meetings to address underperformance as necessary in conjunction with HR and where relevant senior management Foster an environment that encourages innovation and continuous improvement Coordinate student placements & induction in conjunction with leaders Minimise staff turnover and complaints. Improve staff morale TSA core values & behaviours demonstrated & modelled in all work related activities. Maintain KRONOS database for payroll purposes in conjunction with relevant staff and team leaders Organise and attend regular staff and changeover meetings Attend fortnightly supervision meetings with the Operations Manager. Provides weekend & evening on-call support, as rostered. Fosters & enhances communication amongst the teams.. Research and prepare tenders, grants and business applications in conjunction with relevant internal and external stakeholders Participate in all relevant local interagency and funding body meetings Improve linkages with other local community organisations to foster improved referrals and service delivery to relevant client groups Participate in regular meetings with other program managers to facilitate improved communication and team work. 4 ESSENTIAL QUALIFICATIONS & EXPERIENCE: An appreciation of and the ability and willingness to promote, support and model the values and ethos of The Salvation Army and to facilitate pastoral support where required. Tertiary Degree or other Qualifications within community services, social work or related discipline Minimum 5 years experience working in the Community Services Sector Demonstrated experience in managing a team of people within a community service environment, minimum of 12 months supervisory experience Driver s licence Evidence of extensive knowledge in legislation relating to working with young people WHS knowledge of work health safety obligations and to practice these in the workplace in line with TSA policy & procedures and legislation. Professional development required to maintain skills for the role. A clear Working with Children Check is obtained and maintained Willingness to undergo and maintain a criminal history record check DESIRABLE REQUIREMENTS & QUALIFICATIONS Evidence of ongoing Professional Development Knowledge of Salvation Army policies and procedures relevant to this environment Experience with SAMIS / CIMS SKILLS and Behaviours: Excellent written and verbal communication skills High level of interpersonal skills including the ability to consult & negotiate with a range of internal & external stakeholders. Highly effective planning, organisational and problem solving skills Ability to work with a variety of cultures and backgrounds Team player who is energetic, flexible with a positive attitude and strong client service focus High level of computer literacy OTHER RELEVANT INFORMATON: This role involves some travel throughout NSW centres and to THQ, intra and interstate Incumbents need to have a reasonable level of fitness in order to carry out the duties of this position Flexibility with hours will be required to meet the operational requirements of the role Page 4 of 5
