1 RE-ADVERTISEMENT Open to Fijian Nationals only [ Those that had applied need not re-apply ] Vacancy Announcement No. 2017/17 The UN Women Fiji Multi Country Office (MCO) seek to recruit a suitably qualified Fijian national for the following position to be based in Suva, Fiji :- Gender & Humanitarian Analyst (FTA NO-B) The scope of work of the Gender and Humanitarian Analyst requires experience and in-depth understanding of gender equality and humanitarian action, to translate UN Women's strategic plans into effective programmes and results. It also requires developing mutually reinforcing partnerships with relevant government counterparts, UN organizations, donors, Civil Society Organizations, and the international and Pacific humanitarian system to enhance awareness and commitment as well as isiility ad esoues to adae gede euality ad oe s epoeet. Under the overall supervision of the Gender and Humanitarian Specialist in UN Women Pacific Multi- Country Office (MCO) in Suva, Fiji, the Gender and Humanitarian Analyst is expected to engage proactively with local and regional women leaders and UN Entities, particularly the Pacific Humanitarian Team (PHT), Protection Clusters to ensure gender issues are addressed on efforts related to humanitarian action at the regional and national level. Contract Level : FTA NO-B Contract Type : Fixed Term Appointment General Terms and Conditions of Employment : Attractive salary with other various benefits including health insurance, pension, dependency allowances and annual/sick leave apply. Contract duration is 1 year initially, with the possibility of an extension depending on performance and availability of funds. 2 JOB DESCRIPTION I. Position Information Job Title: Gender and Humanitarian Analyst Department: Fiji MCO Reports to (Title/Level): Gender and Humanitarian Advisor (P4) Supervises (Title/Level): Current Grade: NOB (For re-classifications) Grade Proposed: (For re-classification) Position Number: II. Organizational Context UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The scope of work of the Gender and Humanitarian Analyst requires experience and in-depth understanding of gender equality and humanitarian action, to translate UN Women's strategic plans into effective programmes and results. The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside the 19 other UN agencies (FAO, ILO, OHCHR, UNDP Fiji Multi-County Office, UNDP Pacific Centre, UNDP Samoa Multi-County Office, UNAIDS, UNDSS, UNEP, UNESCAP, UNESCO, UNFPA, UN-Habitat, UNICEF, UNISDR, UNOCHA, UNV, WHO, WMO) in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. The MCO has field presences in Kiribati, Nauru, Samoa, Solomon Islands and Vanuatu and program presence in Tonga. Each field presence is led by a national Country Programme Coordinator. UN Women, in partnership with Pacific Islands Governments, regional organizations, CSOs, donors and UN agencies, focuses on delivering within four interlinked programme areas: Advancing Gender Justice; Ending Violence against Women (EVAW); Ipoig Woe s Eooi Epoeet WEE; Increasing Community Resilience through the Empowerment of Women to Address Climate Change and Natural Hazards IREACH. Under the overall supervision of the Gender and Humanitarian Specialist in UN Women Pacific Multi-Country Office (MCO) in Suva, Fiji, the Gender and Humanitarian Analyst is expected to engage proactively with local and regional women leaders and UN Entities, particularly the Pacific Humanitarian Team (PHT), Protection Clusters to ensure gender issues are addressed on efforts related to humanitarian action at the regional and national level. 1

3 III. Functions 1. Provide substantive technical inputs to capacity building in the area of gender and humanitarian action Provide substantive technical and programmatic inputs on gender equality programming in humanitarian action, including disaster preparedness and early recovery activities to country offices in the Pacific region; Provide substantive technical inputs to the Pacific Humanitarian Team and Humanitarian Clusters; the Protection Cluster within the Pacific Humanitarian Team and at the national level during emergencies and for disaster preparedness; Facilitate the inclusion of gender dimensions into needs assessment frameworks, including rapid assessments; Develop and implement tools and capacity-building training activities in the region to enhance stakeholders skill and knowledge of humanitarian systems on gender mainstreaming in disaster preparedness, humanitarian response and recovery, under the guidance of the Gender and Humanitarian Action Specialist; Provide substantive technical inputs to the formulation of policy guidance and practice notes on humanitarian action as required by the Fiji MCO and in coordination with the Gender and Humanitarian Action Advisors at headquarters and at the Regional Office; Contribute to and support the facilitation of regular reviews and assessments of programming by the Fiji MCO on humanitarian issues. 2. Provide substantive inputs to programme implementation and coordination Provide substantive inputs to the overall delivery of humanitarian actions programmes and activities, work closely with relevant UN Women staff in the Pacific region, UN agencies and entities, and donors/development partners and other actors as appropriate; Build and maintain partnerships with member states and non-governmental partners in the region for key programming initiatives and build synergies for effective gender equality programming and advocacy; Support national government and the Pacific Humanitarian Team by contributing in pre- and post- disaster needs assessments such as the MIRA and the PDNA to ensure gender aspects are adequately reflected and addressed; Travel to disaster areas to support national disaster management offices (NDMOs) and Departments of Women Affais i aisteaig gede euality ad oe s epoeet though the Potetio Cluste o alternate mechanisms as appropriate; Monitor gender and humanitarian regional and country programme performance and track progress to assess impact and compliance with sustainable development goals and results-based performance indicators and to help assess future programme orientation; Closely monitor the delivery status and prepare periodic written progress updates - both narrative and financial - in relation to the agreed work plan and implementation strategy; Provide support in advancing thematic coordination by identifying programmatic entry points and ensuring consistency and complementarity in relation to other UN Women programmes; Participate in and support relevant regional inter-agency and inter-governmental forums and UN system-wide inter-agency tasks forces in the region. 3. Provide substantive inputs to advocacy and knowledge building Promote the use and improvement of knowledge management mechanisms to share information about gender and humanitarian action related initiatives; Share technical and strategic position papers, presentations, advisory and briefing notes, as needed; Identify relevant lessons learnt and participate in their dissemination between countries in the region, as appropriate; Provide substantive inputs to the development of relevant advocacy and communication/information materials at the regional and national level to address gender (in) equality issues, including support to HC/RC advocacy efforts; Provide substantive inputs to research and studies on gender and humanitarian action; Contribute to the development of the UN Women regional and global knowledge hub. 2

Recruitment Qualifications Education and certification: Master degree (or equivalent) in development-related disciplines, gender issues, public policy or other social science fields Experience: A minimum of two (2) years of direct experience in management and humanitarian programming, including in conflict, post-conflict and natural disastes settigs ad gender equality; Programme and policy analysis, strategic planning, monitoring and evaluation and field experience in developing country contexts; Substantive and technical experience in inter-agency coordination, experience working with governments, donors and CSOs internationally and in the field. Language Requirements: Fluency in English is required Working knowledge of another official UN language is an asset 4
