SINTON, TEXAS POSITION DESCRIPTION JOB TITLE: Financial Services Manager POSITION CODE: SALARY GRADE: 11C E-13 DEPARTMENT: Financial Services FLSA STATUS: Exempt Position APPROVED BY: General Manager Human Resources Official I. POSITION FUNCTION SUMMARY: The mission of San Patricio Electric Cooperative (SPEC) governs the work of all SPEC employees, and as stated is: To supply the present and future electrical service needs of its consumers in an efficient and economical manner; and to have a sound financial base in order to provide the highest reliability of service and meet present financial requirements, to attract future capital and provide for the eventual return of member s contributed capital. Under the direction of the General Manager, the Financial Services Manager is responsible for planning, developing and administering a comprehensive financial services program, and for managing SPEC s general accounting and financial functions in order to maintain its position as a competitive provider of electric and ancillary services in Texas. The Financial Services Manager is also responsible for assisting the General Manager with strategic and tactical planning in order to position the San Patricio Electric Cooperative, Inc. as a competitive provider of electric and ancillary services in southeastern Texas. II. PRINCIPAL ACCOUNTABILITIES & RESPONSIBILITIES: 1. As a member of the Cooperative s management team, assists the General Manager in evaluating, formulating, and implementing programs, policies and methods to promote and facilitate the effective and efficient operation of the Cooperative toward achieving its mission and goals. 2. Develops, implements, and maintains cost-effective management systems which support departmental operations and contributes to improved cost, quality, productivity, and/or a competitive position for the Cooperative. 3. Manages the financial and control activities including consumer and general accounting, financial planning, banking, insurance and taxes. Ensures that all internal and external financial reports are completed as scheduled; takes action to correct any problem areas which prevent timely completion. Reviews monthly accounting reports for accuracy and direct correction of any discrepancies, ensuring compliance with GAAP and other regulatory requirements. 4. Plans, monitors, and maintains control procedures for fiscal record keeping and accounting activities to include receipts and disbursements, inventory, budget, MIS, and payroll. 1

2 5. Directs the development and maintenance of the management information system and administrative & financial data processing system. Plans and schedules work, trains personnel and establishes controls. Participates in system design and programming. 6. Responsible for keeping a complete and systematic set of administrative and financial records. Records financial transactions and monitors the financial status of the system. Prepares reports and financial statements and projections. 7. Coordinates the Cooperative s budgeting process and annual work plan with other departments, develops Departmental budget and work plan, and recommends budgets to the General Manager for approval; reviews departmental performance and expenditures compared to the work plan and the budget to determine any corrective action required. 8. Directs and/or supervises the preparation of consumer bills, application of rate schedules, verification of calculations, application of discounts, penalties, payments, balancing of all appropriate accounts, and cash receipts, and customer inquiries/complaints. 9. Coordinates the annual audit by the independent auditing firm; reviews the completed audit report and internal control questionnaire, and consults with the auditors to determine areas requiring correction action. 10. Directs timely and accurate preparation of RUS, CFC, SPEC and other reports that are required of the Cooperative; develops the ten-year financial projection for the Cooperative; prepares monthly and other periodic financial reports for the Board of Directors and regulatory agencies as required. 11. Manages an internal auditing program to provide for effective control and safeguarding of cooperative assets; reviews findings of these audits and takes action to improve internal control. 12. Oversees meter reading function, ensuring that meters are read accurately and in a timely manner, and that data from meter reports are properly integrated with the consumer/member billing systems and processes. 13. Participates in planning the member s Annual Meeting and other member meetings. Evaluates effectiveness of such meetings to determine where improvements can be made. 14. Coaches and counsels department employees on unit performance and personnel issues to improve productivity and employee morale. 15. Directs and supervises reporting personnel in such a manner as to promote a safe working environment, efficient operation of the Cooperative, productive employees, and satisfied customers. Responsible for the selection, assignment, training, development, review and performance management of assigned direct report personnel; for recommending pay changes and other employee status actions, based on performance measures; and for maintaining compliance with state and federal laws and regulations and the Cooperative s policies, guidelines, and affirmative action policies. 16. Promotes electric use by taking every opportunity to acquaint the consumers with the productive uses of electricity; obtaining increased member and public understanding of the Cooperative s objectives, plans and programs, and of rural electrification in general 17. Provides customer service as needed and appropriate, manages assigned key customer accounts through regular direct contact to ensure customer satisfaction and on-going communication. 2

3 OTHER INFORMATION: The Financial Services Manager is the primary financial officer of the cooperative and contributes to the cooperative s mission of distributing efficient and effective services to customers over distribution lines in the service area. The incumbent is responsible for researching and providing guidance to the General Manger on technical accounting questions, which requires a background with FASB pronouncements, GAAP, RUS accounting requirements and the budgetary process. This position regularly interfaces with personnel from all departments, including the General Manager. Additionally, the incumbent will interface with the audit and finance committees of the Board of Trustees and has external contact with personnel from member cooperatives, the RUS, the Cooperatives external auditors, the G&T Accounting and Finance Association and other utilities. Within the parameters dictated by policy, generally accepted accounting principles and regulatory requirements, this position has substantial autonomy and latitude to identify and solve problems and makes the decisions necessary to manage the Financial Services Department. III. WORKING RELATIONSHIPS: DEPARTMENT: Financial Services: This department is responsible for the overall management and coordination of financial services provided by and in support of the Cooperative; to include general accounting, billing, general and plant accounting, finance, auditing and data processing services, for maintenance and upkeep of the Cooperative s financial records and filing system to ensure compliance with RUS and GAAP requirements, and for facilitating the proper utilization and internal control over cooperative assets. REPORTING RELATIONSHIPS: The Financial Services Manager has supervisory authority over the Financial Services department staff, with proper delegation to supervisors within the department. Although the Financial Services Manager may delegate portions of his/her responsibilities, no portion of accountability for results may be delegated or relinquished. In addition to direct supervisory authority of this position, the Financial Services Manager may retain functional authority over specific projects or areas of responsibility as specified in this position description or otherwise delegated by the General Manager. COORDINATES OR COOPERATES WITH: A) INTERNAL General Manager Requests advice and assistance and confers on operational and personnel problems; provides advice, assistance and information on employee development, work planning, policy planning, and other areas as assigned. Management Team Serves as a member of the Cooperative s management team, participating in planning, problem-solving, continuous improvement, and setting/implementing strategic and operational directions for the Cooperative. Exchanges information and job experiences that would be mutually beneficial to each functional area within the Cooperative. Other Employees - Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. Provides coaching and counseling as appropriate on personnel matters. B) EXTERNAL Members Establishes the recognition and acceptance of ownership benefits and responsibility to encourage and promote the effective and efficient use of electric energy. Provides helpful, courteous assistance and service. 3

4 General Public - Presents a friendly, courteous image for the Cooperative. Texas Electric Cooperative Association, RUS, and National Organizations Participates as appropriate in meetings of these organizations and confers on matters of common interest, obtaining assistance when necessary. Public Officials Maintains professional relationships with elected and appointed public officials in the service district to obtain information about demographic and economic changes and to lobby on behalf of the Cooperative. Civic Organizations - Actively participate in community and civic groups; takes every opportunity to obtain increased understanding and acceptance of SPEC and the rural electric program. Other Electric Utilities and Cooperatives - Exchanges information that would be mutually beneficial and to maintain good working relationships. IV. AUTHORITIES AND ACCOUNTABILITIES: General Authority: The Financial Services Manager has management line responsibility, which is complex and diversified. This position has authority to make decisions that have a significant impact on Cooperative operations and is required to make recommendations on new policies and procedures to the General Manager and Management Team. Work is highly varied; problems are complex and occasionally unique and methods and procedures are loosely defined and may be unrelated to the work. As a member of the management team, recognizes that the Cooperative s best interests can be directly affected by his/her actions. The Financial Services Manager shall secure approval of the General Manager in making decisions when policies are not clear or adequate or require interpretation. Budget and Asset Accountability: Full responsibility for a significant level of impact on the cooperative's operating budget, and the department s operating budget, which approximates $500,000. Responsible for line crew assets, furniture, equipment, and supplies valued at approximately $1,000,000. V. POSITION SPECIFICATIONS: A) Fair Labor Standards Act Provisions Th is position is exempt under the provisions of the Fair Labor Standards Act and is not subject to the Cooperative s policies and procedures pertaining to overtime hours and premium pay. B) Personal Requirements of Position EDUCATION AND EXPERIENCE A Bachelors degree in business administration, accounting or finance and five to ten years of staff and supervisory experience in finance and accounting is required; CPA, CMA or RPA designation is preferred. In lieu of a degree, the incumbent must possess sufficient prior work experience in progressively more responsible positions during which the skills and abilities to perform all of the 4

5 position's essential functions and duties have been amply demonstrated at a consistently competent level. KNOWLEDGE, SKILLS AND ABILITIES This position requires knowledge of PUC rules and regulations, RUS uniform system of accounts, RUS specifications, general business and accounting procedures, and SPEC policies And procedures. This position requires the ability to diagnose problems, identify solutions, and implement new systems, as required. Due to the level of this position, must have oral and written communications skills, an ability to deal effectively with people, extensive problem solving capability, and good interpersonal skills. Ability to accomplish a variety of projects simultaneously within established deadlines. Ability to project a favorable image for the Cooperative. PERSONAL CHARACTERISTICS Performs the essential functions and elements of this position competently, following an initial orientation period. Work requires independent and original thinking; problems are highly complex and unstructured, and methods are loosely defined. Personal characteristics to include: a team player, high integrity, good personal habits, regular work attendance, courteous and friendly, able to work well with diverse groups of people, and gain and maintain respect of others, both inside and outside the Cooperative. VI. PHYSICAL CHARACTERISTICS/WORKING CONDITIONS Work is varied and a person in this position has sufficient time to complete most tasks without a feeling of pressure. There are frequent opportunities to relax from any physical exertion or to change position in work activities. Physical Effort and Dexterity: Good dexterity to operate personal computer and office equipment. Machines, Tools, Equipment required to be operated: Capable of using a personal computer for word processing, spreadsheet, data base and other appropriate applications. Must possess a current Texas commercial driver s license and have an insurable driving record. Visual Acuity, Hearing, Speaking: Comfortable in speaking in a public forum. Must be able to read a computer monitor and outputs accurately. Must be able to communicate clearly and accurately for work and safety compliance. Environment/Working Conditions: Work is mostly inside an office in a controlled environment. Normal office safety precautions and practices are required. Position requires travel throughout the Cooperative s service territory, and to meetings throughout Texas and the nation. Work regularly scheduled Monday-Friday, although weekends may be required to meet deadlines or attend meetings or conferences. VII. REMARKS: The foregoing position description is not all-inclusive of the duties to which the employee may be assigned. In order to ensure maximum flexibility and efficiency and to encourage cross training, employees will be assigned additional duties as are deemed necessary or desirable by the San Patricio Electric Cooperative Board of Directors. 5
