1 South Metropolitan Area Health Service Reconciliation Action Plan 2009 to 2014 Annual Progress Report for the Year 2010 Our vision for reconciliation The South Metropolitan Area Health Service (SMAHS) respects the holistic view of health held by Aboriginal and Torres Strait Islander peoples and recognises their values, beliefs, rights and customs. Our vision is for Aboriginal and Torres Strait Islander people in Western Australia to access the health system in a timely manner and for this system to deliver culturally relevant and respectful care to patients and their families. The health system refers to services across the continuum of care, including hospital services, primary health care, community and public health services. Our Reconciliation Action Plan for 2010 The aim of the South Metropolitan Area Health Service s Reconciliation Action Plan (RAP) is to effectively deliver health gains to Aboriginal and Torres Strait Islander people in a culturally secure manner. The South Metropolitan Area Health Service s commitment focuses on building relationships, promoting respect and creating opportunities for Aboriginal people. The implementation of the RAP will be an ongoing process with the aim of making the changes sustainable over the long term. The South Metropolitan Area Health Service RAP was developed in collaboration with the Noongar community who are the traditional owners of the south metropolitan region. The RAP was developed by the South Metropolitan Area Health Service RAP Working Group comprising of representatives from the Aboriginal community, Aboriginal and non-aboriginal SMAHS staff; the Department of Indigenous Affairs; the Office of Aboriginal Health; and Reconciliation Australia. Summary and Key Learnings South Metropolitan Area Health Service launched its RAP in February 2010 and over the subsequent eight months has worked hard at implementing the actions incorporated in its RAP. It recognises that continued close engagement with the local Aboriginal community is an essential part of ensuring the success of the RAP actions, along with the promotion of the RAP to all staff. Another critical element has been to ensure that staff members are informed via staff meetings and newsletters and that they understand the reasons why actions incorporated in the RAP are undertaken. There were a number of celebrations during Reconciliation Week and NAIDOC Week across South Metropolitan Area Health Service sites, such as, at Armadale Health Service, Bentley Health Service, Royal Perth Hospital, Fremantle Hospital, Rockingham Peel Group (including Nidjalla Waangan Mia Aboriginal Health and Wellbeing Centre and Rockingham General Hospital). These included flag raising ceremonies, Welcome to Country luncheons and displays of Aboriginal art. These events provided an opportunity to involve, respectfully acknowledge and celebrate the Aboriginal community and culture, and to raise awareness of the RAP actions and targets with SMAHS employees. 1 of 22

Their role has been to assist with meeting coordination, agenda preparation, minute taking, as well as supporting the recruitment of new members through their networks. of these groups. An annual health service open day for the Aboriginal community held at each South Metropolitan Area Health Service district site to promote health services. Review the South Metropolitan Area Health Service Multicultural Policy to update information about Aboriginal interpreting services or develop specific Aboriginal policy for endorsement by the South Metropolitan Area Health Service Area Executive Group (AEG). In progress but awaiting the endorsement of a state-wide policy with which local actions can be aligned. SMAHS RAP Working Group formed. The SMAHS RAP Implementation Working Group was formed with Aboriginal representation and representatives from other health services within SMAHS. The group has had the membership of three Senior Aboriginal Project Officers one of whom organises and chairs each meeting. The South Metropolitan Public Health Unit s Aboriginal Team Manager regularly attends these meetings. In 2010 the RAP Implementation Working Group will be increased by approximately six Aboriginal members. It is important to have strong Aboriginal representation to ensure that RAP actions are implemented in a culturally sensitive manner. Four meetings annually. Community event to launch RAP. RAP launched. Launched on the 25 th February 2010 at South Fremantle Football Club with lunch provided. Approximately 70 Aboriginal community members along with health service providers attended. The bringing together of the Aboriginal community and health service providers for the RAP launch highlighted the mutual commitment to South Metropolitan Area Health Service RAP. It takes time to build trust, respect and relationships with Aboriginal communities. It is essential to adopt culturally appropriate protocols at all times. Launch acknowledged on the RAP website and newsletter and magazines. Web site currently being updated. Newsletter in progress. The complexity of such tasks and the need for educational support should be considered when setting timelines. RAP registered on Reconciliation Australia website. Present RAP workshops to create/maintain awareness of reconciliation and progress the implementation of the SMAHS RAP and inform staff about the WA Cultural Respect Implementation Framework. Disseminate the WA Cultural Respect Implementation Framework resource package and other relevant documents at the workshops. In progress. This policy was developed by the WA Department of Health - Office of Aboriginal Health to improve access of health services for Aboriginal people. Planned development of a project officer position to implement the WA Cultural Respect Implementation Framework Local strategies that translate Statewide policy and involve site based staff are required to change practices. Regular report on the target achievements of the RAP implementation. South Metropolitan Area Health Service RAP annual report submitted to Reconciliation Australia and the South Metropolitan Area Health Service Area Executive Group. When finalised, this report will be submitted to Reconciliation Australia and the South Metropolitan Area Health Service Area Executive Group. Data collection systems are necessary to facilitate handover between staff and aid the reporting mechanism over time. Familiarity with the format and editing process is now established. 7 of 22

Focus area: A workforce that is culturally aware and sensitive to Aboriginal peoples values, beliefs, rights and customs Development of a directory of cultural awareness training providers. A SMAHS cultural awareness training directory is provided to all services and is available on the SMAHS website. In progress. The Western Australian Department of Health Corporate Network has processes in place for selecting and registering preferred providers to be employed for consultancy purposes. The South Metropolitan Area Health Service is consulting with Health Corporate Network and the Aboriginal community to register preferred cultural awareness consultants. To date, the Aboriginal community has been involved in selecting appropriate cultural trainers/educators for all training delivered in SMAHS. The development of a shared directory will simplify the selection process for cultural trainers and also meet community expectations. Investigate availability of existing web-based or self directed cultural awareness training package. Web-based program identified. Once completed and the e- learning package is approved it will be uploaded onto the RAP website. See above. E-learning package is completed and will be presented to the Area Executive Group for approval to implement at all health services in SMAHS. Development of a training component for inclusion on orientation programs across SMAHS. Introduction to Aboriginal history and culture is included in all SMAHS orientation programs. Web based program has been developed and will be available to all SMAHS staff as part of their orientation. The program is currently with IT awaiting electronic loading. When available the program will need Area Executive Group approval which is expected to occur in E-learning package needs to short enough that all services can realistically include it as part of orientation for all staff. As this is an introductory program it was important to limit the key messages to staff (e.g. Get cultural advice) and raise awareness of the need for staff to develop their 9 of 22
10 March cultural competency. E-learning package must be linked to employee electronic records so percentage of staff who have completed the package can be monitored. Cultural awareness training is mandatory for all South Metropolitan Area Health Service staff. South Metropolitan Area Health Service Area Executive Group endorsement of mandatory cultural awareness training. The e-learning package will be presented to the Area Executive Group with a recommendation that it is mandatory training for all staff. While state policies do not require mandatory training in cultural awareness this decision will be at the discretion of the Area Executive Group. Amend South Metropolitan Area Health Service Mandatory Training Policy to include cultural awareness It will be proposed to the Area Executive that the e-learning package is mandatory for all existing staff within a year of release. In addition, SMPHU and local health sites have commenced delivery of group cultural awareness training to priority staff involved in Aboriginal patient care. Multiple training opportunities for staff in Aboriginal culture and health care are essentially to achieving changes in staff knowledge, attitudes and skills. Liaise with all staff development units across the South Metropolitan Area Health Service to fully implement cultural awareness training. This is pending approval from Area Executive Group to implement the e-learning package across all sites. 11 ensure this can be achieved, once the package has been endorsed. Additional cultural awareness training directed to areas of the health system Aboriginal patients are most likely to access e.g. community health, emergency, outpatient departments and renal dialysis. Strategies employed to ensure that key staff are trained in cultural security (e.g. resources, workshops etc). In progress. In November 2010 eight Aboriginal Health Liaison Officers were employed in the hospitals across the South Metropolitan Area Health Service. Their mandate is to ensure that the patient journey is culturally secure, provide/facilitate informal and formal cultural awareness training for staff and link patients with necessary health services following their discharge from hospital. It is critical that the key health workers undertake cultural awareness training to ensure that they are able to provide culturally secure services for Aboriginal people. Feedback from staff is that the cultural awareness training has been extremely well received and that there is a requirement for a for more in-depth training. Focus area: Respecting Aboriginal and Torres Strait Islander values and culture Aboriginal and Torres Strait Islander flags displayed at all SMAHS sites. All South Metropolitan Area Health Service sites display the Aboriginal and Torres Strait flags. Almost completed. Each hospital entrance displays an Aboriginal Welcome Mural and/or Aboriginal artwork. In progress. Art work has been displayed in all of the South Metropolitan Area Health Service Hospitals. As a result of a consultation process with the Aboriginal community not all of the hospitals have their artwork pieces at the front entrance. The consultation process facilitated the building of relationships and partnerships between the Aboriginal community and hospital. Implementation of Department of Health guidelines for recognition of the Traditional Owners of the local land at meetings and Welcome to Country at major health service events. Having Aboriginal representation has allowed direct communication of the needs and wishes of the Aboriginal community. Aboriginal involvement is essential to the community engagement process.
