1 LEARNING AND DEVELOPMENT CONSULTANT POSITION DESCRIPTION Position Title: Responsible To: Council Program: Learning and Development Consultant Manager, Talent and Organisational Development People Program Classification Level: Salaried, Level 6 Overview of Program The People Program provides direction, advice and services on people related matters that maximise individual and team capability, achieves effective engagement and creates a sustainable high performing organisation. Together we build a constructive, safety conscious and agile workforce. Key Relationships / Interactions Internal External Staff members across the People Program Directors (as required) and Associate Directors City of Adelaide (CoA) staff members across all Portfolios and Programs External Service Providers Colleagues in the Learning and Development Industry and the Local Government sector
2 Primary Purpose Responsibilities As part of the People Program the Learning and Development Consultant will; build organisational capability through the identification of development needs develop programs and solutions that align to organisational and individual requirements. The Learning and Development Consultant is responsible for; Creating and implementing Learning and Development (L&D) initiatives that support the People Program Plan, including but not limited to: Conducting training needs analysis (TNA) to determine the learning needs from an individual and organisational perspective. Designing and developing L&D initiatives in response to changing needs. Managing the CoA Local Government Professionals relationship and coordinating development activities. Providing L&D advice to individuals, teams and programs. Identifying learning options, including online solutions, to support cultural change and build capability within the organisation. Developing and implementing programs and initiatives to build the capability of our leaders. Developing, managing and coordinating training requirements for differing levels of the organisation based on current and future capability and mandatory needs, whilst ensuring the effective management of a centralised L&D budget. Promoting available training opportunities to employees as well as driving a learning culture. Driving the development and implementation of a Learning Management System (LMS) to support the learning needs of the organisation. Developing and facilitating workshops and training forums for CoA employees, or sourcing external expertise as needed. Managing the L&D intranet page, ensuring information is relevant and targeted to the correct audience. 3 Selection Criteria Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications People Management Financial Skills & Acumen Technical Knowledge & Experience Project Management A tertiary qualification in Human Resources, Psychology, Organisational Development or related field and/or commensurate demonstrated experience in lieu of formal qualifications. Certificate IV in Training and Assessment. Demonstrated ability to communicate with and assist people in order to manage work and resources across a range of projects and in a manner that supports professional development. Proven ability to successfully manage external relationships to the benefit of the organisation. Demonstrated ability to read and understand standard financial realities and reporting, including budgeting, profit & loss, cost benefit analysis and forecasting / projections. Assess the financial implications of business based decisions and actions. Balance data analysis with judgment, experience and common sense. Understands how their role contributes to the overall success of the organisation, the City and the community. Analyses data to identify trends and issues that are important to the organisation and interprets the results to make recommendations for how the organisation should address the issues. Continuously learns and demonstrates an in-depth understanding and knowledge of the organisation s core business and how the organisation operates (e.g., has a thorough understanding of overall organisation structure, processes, policies, functions, and their interrelationships). Substantial experience in developing and implementing Learning & Development best practice and contemporary strategies that are aligned to organisational requirement. Sound experience in providing advice and solutions on a range of Learning & Development areas. Demonstrated consulting and relationship management experience at operational and senior levels. Experience in developing and facilitating workshops and forums. Well-developed project and consultant management skills which underpin the timely development and implementation of strategies, projects and programs and assist in cross functional collaboration. Ability to prioritise and be flexible when responding to changing priorities and demands. A commitment to ongoing professional development and continuous learning. Demonstrates a commitment to understanding the needs and priorities of key stakeholders. Interprets the interdependencies between projects and priorities in line with customer requirements and demonstrates willingness to incorporate input from others. Establishes and maintains effective relationships with customers and key stakeholders, inspires trust and respect. Implements effective ways to monitor and evaluate customer concerns, issues, and satisfaction and to anticipate customer needs. Proven ability to build positive relationships and consult, negotiate and communicate with all levels of management and staff, government agencies, stakeholders and the community, both verbally and in writing. Energy and personal style to collaborate and influence across all levels in order to create awareness and traction around the adoption of People strategies. Ability to act as Change Champion and have the ability to effectively communicate with and influence others towards acceptance and understanding of L&D programs. 6 Special Conditions Performance will be based upon the delivery of the agreed goals recorded in your Performance Review documentation. Some out of hours work may be required in order to meet the requirement of the role. An unencumbered South Australian Drivers Licence may be required. A satisfactory Police Clearance may be required.
