Project Objectives The project (WSI Support) is an expansion of the ongoing PAMSIMAS project. The overall project objective and components will remain the same with the ongoing PAMSIMAS. Specifically the project development objective is to increase the number of low-income rural and peri-urban populations accessing improved water and sanitation facilities and practicing improved hygiene behaviors as part of the Recipient s efforts to achieve WSS-MDGs, through programmatic mainstreaming and scaling-up of a nationwide community-driven approach. 3. Project Description PAMSIMAS consists of five components, of which the WSI will finance a portion of components 1, 2, and 5, i.e., Component 1: Community Empowerment and Local Institutional Development. This component will finance the fees and incidental expenses of the proposed community

2 facilitators, assist districts to lead on achieving relevant MDG targets (including local development planning and budgeting), and provide technical assistance and grants to develop alternative ways of ensuring post construction support for the maintenance of water supply systems. Under this component (US$2.9 million), the WSI Support will finance institutional strengthening and training, and socialization and awareness campaign. The institutional strengthening and training activities aim at developing and enhancing the facilitators capacity to assist future local CDD-WSS development. Therefore, WSI Support will finance several trainings consisting of training of trainers, regular training, and advance training. Socialization and Awareness Campaigns aims to establish socialization program, which includes a road show in August 2010 several regional and national coordination conferences that are held routinely throughout the year. Meanwhile the Corporate Social Responsibility (CSR) awareness campaign would develop a local government-led awareness campaign to encourage private sector involvement in supporting the government with achieving MDGs in the water and sanitation sector. Component 2: Improving Sanitation and Hygiene Practices. The Project will finance expenditures, such as workshops, incentive grants, promotional materials and technical advice to promote sustained and more rapid adoption of improved sanitation and hygiene practices. This will include support for the development of market capacity to supply sanitation/hygiene services and capacity building for local government in using behavior changing communication. Component 3: Water Supply and Public Sanitation Infrastructure. This component will provide grants to finance community water improvement subprojects based on a menu of possible (environmentally friendly) technical options, with support from facilitators hired by the project. Communities will receive block grants and contribute a minimum of 20% of sub-project costs. Under this component (US$12 million), the WSI Support would finance grants for investments in community-based water and sanitation infrastructure in an amount of US$ 20,000 equivalent per village. The grants would be channeled to 600 villages, using established PAMSIMAS procedures. In accordance with GoI preferences, most of these are located in Eastern Indonesia and disaster areas in West Sumatra, which was recently hit by an earthquake. Component 4: District and Village Incentive Grants. Grants will be provided under this component to encourage local economic growth with a focus on self help groups for poor households, with a minimum co-financing requirement from participating villages. Component 5: Implementation Support and Project Management. This component will fund consultants, office supplies, travel and other expenses incidental to the management, coordination, monitoring/evaluation, and oversight activities at various levels. For this component (US$3.075 million), the WSI Support will finance consultants to provide technical implementation support and project management, which are critical to safeguarding the quality of project outputs and outcomes. It is proposed to engage both intermittent international and long-term national capacity building specialists in 2011.

3 4. Project Location and salient physical characteristics relevant to the safeguard analysis PAMSIMAS will cover 5,000 more villages in 110 kabupaten / kota in 15 provinces. About 600 of these villages for the three above-mentioned components will be financed by the WSI Support. From the physical environmental perspective, therefore, the physical development components of the project are likely to be implemented across the length and breadth of Indonesia highly varied climatic, geological, agricultural and ecological zones. This will likely encompass zones where there is already significant pressure on water resources, lack of community sanitation infrastructure as well as areas that are prone to natural disasters. Small-scale of land acquisition at subproject level would be needed by the community groups. The project will encompass Indonesia#s huge cultural diversity, remote villages, and potentially covers areas where groups of IPs are living. In addition, the project will need to take into account the different needs and concerns of isolated vulnerable groups and disadvantaged groups such as poor women, landless people and other minorities. 5. Key Safeguard Policy Issues and Their Management A. Summary of Key Safeguard Issues 1. Describe any safeguard issues and impacts associated with the proposed project. Identify and describe any potential large scale, significant and/or irreversible impacts: The proposed WSI Support is a continuation and expansion of current villages that have been covered so far by the ongoing PAMSIMAS, and it will continue to finance similar type of water supply and sanitation (WSS) infrastructure, such as pipe system, public tap/standpipe, public Hydrant, tube well /bore hole/deep well, protected dug well, protected spring, rainwater collection, and school sanitation through a community-based approach during the planning, implementation and operation and maintenance stage. The

4 ongoing PAMSIMAS suggested that the environmental impacts and land acquisition for a subproject are insignificant. Environmental impacts are small scale, site-specific and can be locally managed through design at the planning stage and through better operation and maintenance of the infrastructure. Some issues have been identified and addressed in the ongoing PAMSIMAS: The first issue is that the need to protected water catchment area. The sources of water supplies in PAMSIMAS are springs, natural rivers and wells. Based on PAMSIMAS experience, the protection of water catchment area is important to ensure availability and good quality of sources (water intake). There is a possibility of community#s misconduct that could threaten a water catchment area. For example, cutting the trees in the forest area, and dumping solid waste into the river. In this case, community is required to have greening program and better solid waste management to protect the surrounding and upstream areas. In addition, the local government needs to ensure the protection of the upstream at the regional level. The second issue is related to deep well construction. It is approximately 40% of WSS subproject is deep well. In some locations, deep wells were constructed without complete hydrological information to ensure the sustainable availability of water. Some wells were built without upfront permission from local authorities and did not meet the technical design requirements. These issues were addressed by better subproject screenings and intensive assistance by the technical facilitators and local government to obtain a more comprehensive hydrological information, as well as facilitation by the technical facilitators to get permits from the local authority. In the longer term, the project is likely to lead to a range of positive environmental impacts by improving access to clean water to poor communities and by providing greater awareness of related sanitation and hygiene practices. Potential negative environmental impacts associated with the water supply component will be minimized via a pre-screening approach combined with mid-term review, at which point adjustments may be made to the list of technical options available. For longer term impacts, vulnerable people participation (including womens involvement) in all project cycle will lead to community ownership of the project, including women#s involvement in daily maintenance and cleaning of water installation. This is imperative for sustainability reasons. In terms of land acquisition, the project#s experience shows that most subprojects for water supply and sanitation infrastructure only needed small pieces of land. For example, on average, public hydrant and public tap only required less than 4 m2 of land, public toilet needs 6 m2 of land. The largest land required was for water reservoir (elevated or on the ground), i.e. 25 m2 of land on average. Most land needed by a particular subproject was donation from beneficiaries. Some infrastructures are located on village land or state land, particularly water reservoirs using natural springs as water resources. Documentation on information of land donation needs to be continuously improved. In some cases, the donation letter in the proposal of the community group does not include information on: (i) size of contributed land, ii) detailed location (land drawing), and iii) date of the letter signing. This issue has been addressed by giving better facilitation to

5 the community groups by the technical facilitators to complete such information. In addition, regional consultants were also required to carry out more intensive supervision to facilitators and communities. Although PAMSIMAS covers provinces where IPs are living, so far there is no report on the existence of IPs in PAMSIMAS villages. Given the nature of subprojects financed by the WSI Support are the same with those of financed by the ongoing PAMSIMAS, it is anticipated that they will have similar insignificant environmental and social impacts. Screening procedures and measures to address such impacts will be the same as those of adopted by the PAMSIMAS. The project remains category B for environmental assessment. 2. Describe any potential indirect and/or long term impacts due to anticipated future activities in the project area: N/A 3. Provide an assessment of borrower capacity to plan and implement the measures described. Given the same nature of subprojects, the WSI Support will adopt the PAMSIMAS approach in environmental and social safeguards management. As a CDD project, the environmental screening, decision on the scheme adopted for obtaining land for the community infrastructure investments are carried out through participatory approach, facilitated and guided by the facilitators and community organizations. Information on the infrastructure investments is open to public. Implementation of the measures to mitigate and managed the (insignificant) environmental impacts is overseen by the facilitators. The project management consultant at the kabupaten (district) and regional levels carries out regular and backstopping supervision to the villages and communities. The community groups consistently follow the project implementation manual and technical guidelines for infrastructure activities in implementing the environmental and social safeguards. Trainings have been given to the project management consultants, facilitators, the community organization (LKM). There was no report on complaint from the community on environmental and land issues. The proposed project will continue in adopting the PAMSIMAS# project implementation manual and technical guidelines for infrastructure activities to implement the project Environmental Guidelines and IPs Framework. In addition, the manual and technical guidelines cover procedures and forms for land needed by the beneficiaries. The current documentation (recording and reporting from the sub-project to project level) of the process and results of environmental issues, measures to manage the impacts (if any) and of land acquisition will be improved continuously in the proposed project. The project implementation manual and technical guidelines for infrastructure activities

6 of the PAMSIMAS will be continuously updated to reflect lessons learned from the implementation of safeguards. The project also provides special arrangement for facilitators whose responsibilities are located in remote villages, to be able to provide better facilitation and supervision to the communities. For example, the transport cost and operational cost is higher than others in normal area. The Borrower has some capacity to plan and implement the measures for environmental management and addressing social impacts. The following are in place but will be continuously improved as the PAMSIMAS proceeds, including for the components financed by the WSI Support The lead executing agency (Public Works)#CPMU-- has a generally higher environmental management capacity than other line Ministries, as well as considerable experience with the World Bank environmental and social safeguards procedures. The CPMU is assisted by a national consultant team (CMAC) which has experts who have sufficient experiences in environmental management, social issues, including land acquisition and gender, and in handling IPs. The CPMU has prepared special technical guidelines on environmental and social safeguard that reflected the frameworks of safeguards in the PAD. In addition, the CPMU has prepared the form book that also contains the filling forms that need to be filled by safeguard data. These guidelines will be used as regulation that needs to be followed by project stakeholders and beneficiaries. The project will continue in strengthening the capacity of project management staff, consultants, and facilitators in environmental and social safeguards. Trainings on safeguards have been given to communities, consultants, and government officers. The CPMU with the assistance of the national consultant / CMAC carry out regular supervision to the field. In every one to two months, the national consultants pick 3% sample villages to be supervised. Supervisions include environmental and social safeguard aspects. The local Health Agency has conducted water quality test for every PAMSIMAS villages. 5. Identify the key stakeholders and describe the mechanisms for consultation and disclosure on safeguard policies, with an emphasis on potentially affected people. The main key stakeholders are poor local communities lacking access to sustainable water supply and with limited awareness of associated sanitation and hygiene practices. Participatory consultation is taking place in the formation of the community organization (LKMs), O&M Body (BPS), preparation of the sub-project proposals and implementation as well as in the operation and maintenance of sub-projects. The role of the community facilitators and community is important in this consultation process. Environmental screening and mitigation measures are identified and agreed among the beneficiaries during the preparation of the sub-project proposals. Similarly, the need and mechanisms for obtaining land are identified and agreed among the beneficiaries through participatory consultations during the preparation of sub-project proposals. Facilitation and verification

7 of the process and documentation included in the sub-project proposals are done by the LKMs and community facilitators. District Governments are also important stakeholders, as recipients of added capacity to help to implement the Government policy on Community-based Water Supply and Environmental Sanitation. At district level, technical team that consist of local agencies of Public Works, Health, Planning, and in some cases also local agencies of Forestry, Mining, Environmental Management play important roles in supervising and controlling environmental and social safeguard in PAMSIMAS project. The verification and evaluation of technical team are requirement for villages to continue the implementation of sub project activities. The Environmental Guidelines and the IPs Framework and the project operation manual/ technical guidelines are uploaded in the project website ( The project operation manual and technical guidelines are distributed to all project management staff, consultants, community facilitators, and the LKMs. These instruments will be continuously updated to incorporate lessons learned and new development on the ground.
