3 Delivering as One: first generation Delivering as One: operational reforms, led by UNDG, to make the UN development system more coherent, effective and relevant Responded to Triennial Comprehensive Policy Reviews of 2001, 2004, pilot countries in the first phase: Albania, Cape Verde, Mozambique, Pakistan, Rwanda, Tanzania, Uruguay, Vietnam Pilot phase independently evaluated in 2012

4 Delivering as One: second generation UN development system was requested through QCPR 2012 to provide DaO countries with Standard Operating Procedures (DaO SOPs) that cover: leadership, programming, business operations, funding and communications focus on joint planning for results, monitoring and accountability DaO SOPs strike a balance between standardization and flexibility to be useful in a variety of contexts Currently: UN is supporting progressive realization of the DaO approach, using DaO Standard Operating Procedures (DaO SOPs) 52 countries applying all or some core elements of DaO SOPs

11 The 2030 Agenda is indivisible countries should avoid cherry picking goals. It is important to assess the interlinkages across goals and targets. The considered sweet spot areas are limited. Countries need to carefully assess the trade-offs across goals/targets.

14 A New Generation of UNDAFs for 2030 Agenda Era DEVELOP THE UNCT S LONG-TERM VISION: VISION For many UNCTs, the long-term vision might align to the Agenda 2030 and therefore be a Vision Others may opt to align their longerterm vision with the national process. NEW CORE PROGRAMMING PRINCIPLES UNCTs will be guided by three core programming principles of UN programming, which capture core values, norms and mandates of UN: (1) Human rights and addressing inequalities and discrimination, including for gender equality; (2) Sustainability, reducing environmental risks, fighting climate change and increasing resilience; and (3) Accountability, underpinned by strengthened national capacities, robust data and results-based management.

15 UN Development Group Asia-Pacific Mandate of the UNDG is to support RCs and UNCTs and promote coherence across the UN system at country level Provide quality assurance and advice (Peer Support Group) Mobilise regional resources (technical expertise) to support countries and supplement UN capacity at country level Communicate policy and strategy developments at global and regional levels to UNCTs Share experiences across countries Identify trends and provide regional analysis Enable peer to peer exchange Increasingly this encompasses advice on how to support implementation of the 2030 Agenda -> Regional Technical Support Team

16 UN Economic and Social Commission for the Asia Pacific (ESCAP) Mandate of ESCAP is to respond to Member States requests Regional Coordination Mechanism (RCM) Chaired by ESCAP, comprises UN agencies and organisations Focuses on regional and sub-regional priorities; ensures coherent policy responses Generates regional analysis and knowledge products Arranged in Thematic Working Groups which have just been revised to be more reflective of the 2030 Agenda (previously aligned with the MDGs) Statistics, resource efficient growth, sustainable societies, inclusive growth, education for all, DRR and resilience, gender equality and the empowerment of women
