3 Purpose As discussed in the April and May Commission workshops, the Commission and General Weber committed to evaluating TxDOT s vision, mission, values and goals, subsequently initiatives/strategies and associated key performance measures. The Office of Strategic Planning (OSP), under the guidance of Commissioner Vandergriff, Darran Anderson, Marc Williams and Rich McMonagle has formed a Core Strategy Team to lead the effort in this evaluation. We conducted: 5 internal focus group meetings statewide An agency-wide survey to allow all employees to participate in this effort as well. Values, Vision, Mission, Goals & KPMs 3

5 Definitions and Questions Definitions Core values - Deeply ingrained principles and beliefs that guide the organization. Vision Statement A vision statement conveys the organization s hopes for the future a what is your ideal future type of statement. Your vision statement should inspire people to dream. Mission Statement A Mission statement describes what the group is going to do and why it's going to do that. They are more "action-oriented" than vision statements. Your mission statement should inspire them to action. Questions Asked What services does TxDOT provide? Who are TxDOT s customers? What does success look like to you? 10 Components of HB 20 by Simmons, 84 th Legislative Session Relating to the operations of and transportation planning and expenditures by the Texas Department of Transportation and planning organizations. Removes policing state highways from the use of money in the State Highway Fund. Requires TxDOT to adopt a performance-based planning and programming process with performance metrics, measures and scoring for project selection. Requires planning organizations to develop a 10-year plan for the use of funding allocated to the region. Sets stipulations on design-build contracts by TxDOT Establishes House and Senate committees on transportation planning to review, study, and evaluate certain aspects of transportation funding, project selection and prioritization, performance measures and metrics, and policymaking. This implementation strategy focuses on the programming, performance measures and planning components of HB 20, along with coordination with legislative and stakeholder committees House Bill (HB) 20 Progress 10
11 Three Key Elements of Initial Report - Required HB 20 provides that the department shall submit an initial report to select committees by September 1, The report is to provide these committees the information necessary to review, study and evaluate three factors: (1) Revenue projections needed by the department to maintain current maintenance, congestion and connectivity conditions; (2) Funding categories and the allocation of funding by formula to categories, project selection authority, and the development of project selection criteria for commission, department, and district-selected projects; and (3) Performance-based decision-making and the rules and policies used for the development and implementation of performance-based scoring and decision-making for project prioritization and selection of projects. 12 Preliminary Report on HB 20 by TxDOT (Due March 31, 2016) To supplement TxDOT s initial report, Not later than March 31, 2016, the department shall submit to the select committees a preliminary report on the remaining factors described by Subsection (d) of this section : (4) the use and utilization of alternative methods of financing that have been authorized by the legislature for projects; (5) performance metrics and measurement tools used by the department to evaluate the performance of a department project or program; (6) the department s collaboration with state-elected officials, local governments, government trade associations, metropolitan planning organizations, regional mobility authorities and other entities when adopting rules or formulating policies; (7) any proposed rule, policy, program, or plan of the commission or department of statewide significance; (8) any possible benefits of utilizing zero-based budgeting principles; and, (9) any other matter the committee [legislative] considers appropriate. 13 Participating Committees and Working Groups House Select Committee on Transportation Planning The speaker of the house of representatives shall appoint nine members and designate one member as chair. Senate Select Committee on Transportation Planning The lieutenant governor shall appoint five members and designate one member as chair.
