2 Vocational education and training (VET): challenges for the future Skills, qualifications and employability central to Europe s economic recovery; but How do we combine a highly educated labour force with adequate job creation? How do we increase participation in a shrinking and ageing labour force? How can training help address inequality and develop the green economy? Cedefop the European agency devoted to VET is working on these and other questions 2
3 Cedefop s work Cedefop operates at the interface of training and the labour market. Improving employment prospects for young people and adults through better training is central to Cedefop s work. Current focus on three priorities: modernising training (VET) systems; empowerment of individuals in their careers and transition the labour market ; analysing skills to inform training provision. 3
4 Cedefop s work widely used Cedefop s expertise in research, policy analysis and networking is widely used by the Commission, Member States and social partners. Also used by the Parliament in the past and will spend next few minutes outlining the sort of information that Cedefop has that could support the work of this committee and the parliament. 4
5 Modernising training systems: Monitoring the Copenhagen process Modern training systems must be attractive, inclusive, accessible and flexible. Under the Copenhagen process Cedefop monitors progress made by all 28 Member States and will shortly publish a report on the overall European situation and an analysis for each country. Member States are working hard to reduce early school leaving to the European target of below 10% by 2020 and progress is being made, but participation by adults in lifelong learning remains disappointingly low at only 10% against a target of 12.5% by
6 European tools: a Decision and four Recommendations of the Parliament and Council European qualifications framework (Recommendation 2008): an eight-level framework enabling countries to compare all types and levels of qualifications. Europass (Decision 2004): portfolio of documents, available in 27 languages to communicate skills and qualifications. European credit system for VET (Recommendation 2009): makes it easier for vocational students to move between learning institutions, whether in the same country or abroad. Validation of non-formal and informal learning (Recommendation 2012): provides alternative routes, including use of work experience to gain recognised qualifications. European quality assurance reference framework for VET (Recommendation 2004): helps countries develop, improve, guide and assess the quality of their own vocational education and training systems. 6
7 Careers and transitions Systems can be improved, but people need opportunities to use them. Apprenticeship-type work-based learning can help young people s transition to work. Cedefop supports the European alliance for apprenticeships, launched in Other countries are looking to establish apprenticeships, drawing from the experience and good practice of others. 7
8 Europe 2020 strategy and the Agenda for new skills and jobs: analysing skills Improvements to VET can be better targeted and more effective if there is a clear understanding of labour market trends. Cedefop s skill supply and demand forecasts up to 2025 allow comparisons across 31 European countries and provide a pan-european picture for the medium term. Even if economic recovery is robust, Europe still needs to change how it develops and uses skills. Routine tasks in jobs at all skill levels will be increasingly replaced by technology, organisational change, or outsourcing. No direct link between skill level and routine. 8
9 Cedefop an independent European resource In 2013, budget execution was above 99.5%. Audits confirmed procedures and controls were regular and work well. Cedefop an independent agency. Its Governing Board comprises the European Commission, Member States and social partners. But Cedefop is a European resource. 9
10 Cedefop s value added An independent, scientific and European perspective raises awareness and understanding of VET issues; Insights into complex issues to identify common European approaches and principles to improve VET and achieve common aims; A unique forum that brings together diverse VET interests of policymakers. 10
