INTRODUCTION The objective of the MISO Module E-1 User s Guide is to provide Market Participants with a detailed overview for the components within the Module E-1 Capacity Tracking (MECT) Application. This document does not provide detailed execution steps for each component, however each user-entered field is defined as well as the associated parameters and/or limits associated with each field. This material is based upon the as-built system specifications which are subject to change as the market matures. Please continue to provide suggestions or comments on usability to your appropriate client account representative. This document assumes the audience is familiar with the MISO Business Practice Manuals. This document assumes the users to have fundamental MISO market knowledge, while building upon that knowledge to introduce ways for users to interact with the MECT application. As a result of reading this document, users can expect to: Understand what resource adequacy concepts are addressed by each screen Understand known issues with the MECT tool Understand some of the validations performed by the MECT tool 1.1. Purpose This Overview document is comprised of sections designed to provide an organized, coherent guide to the MISO MECT application. The first sections offer basic background information about the application structure, use and functionality. The final sections provide a step-by-step guide for each of the applications screens. Each section, in turn, is broken down into several sub-sections each, to provide more detailed information about each topic and menu option. Essentially, the Overview s goal is to offer a document where design meets function, as Section 1 will show. After reading this Overview, the user should have a thorough knowledge of the MECT s design, function and mission, along with a handy reference guide to each of the six drop down menus Home, Registration, Demand, Planning Resources, Fulfillment, and Admin (MISO Administrator s use only) Page 6 of 82

7 1.2. Scope All stakeholders who will participate in the MISO resource adequacy program under Module E can utilize this document as a reference. 2. Overview Market economics and reliability are inextricably intertwined. Markets that are otherwise competitive and robust will nevertheless fail if they do not provide sufficient incentives to ensure reliability. One of the keys to reliable grid operations is to ensure that MPs provide and have access to adequate Planning Resources (i.e., both Capacity Resources, such as Generation Resources and Demand Response Resources, and Load Modifying Resources, such as Demand Resources and Behind the Meter Generation). Achieving reliability in the bulk electric systems requires, among other things, that the amount of Capacity Resources exceeds customer demand by an adequate margin. The margins necessary to promote Resource Adequacy need to be assessed on both a near-term operational basis and on a longer-term planning basis. The focus of the MISO Resource Adequacy Program is on the longer-term planning margins that are used to provide sufficient resources to reliably serve Load on a forwardlooking basis. In the real-time operational environment, it is the resources previously established by the Planning Reserve Margin requirement that can be used to meet real-time customer demand and contingencies. The purpose of the MECT application is to provide the necessary information to all market participants who will be participating in the program. 8 4. MECT APPLICATION Access to the MECT Application will be through the MISO Market Portal. For completeness the following few sections and screens will discuss how a user would access the MECT Screens from the Markets portal. The MISO Market Portal can be accessed via Access to the MISO Market Portal will only be granted to MPs who have filed the MP Application form with the Registration Department and have been granted access as a certified MP. Section XVI (Section 16) of the MP Application provides an opportunity for an MP to register a Local Security Administrator (LSA). Additionally, access to the Market Portal will be granted to Electric Distribution Companies (EDC) that filed a System Access Request Electric Distribution Company (EDC) form with the MISO Customer Services Department. The LSA s primary role is to ensure the appropriate users have been provisioned the necessary roles to interact with the Market Portal. Further information on the role of an LSA and provisioning of roles can be found in the LSA User Guide posted on the MISO website. Users are encouraged to work with the LSA representing their company to gain access to the necessary and required displays and screens of the MECT application and each user is required to possess a digital certificate for secured access to the application. When users are authenticated and validated by the MISO system, they will be taken to the MISO welcome page as shown below. Page 8 of 82

9 MISO Welcome Home Page for MECT 4.1. MECT Home Page Once the user selects the MECT menu item the system will present them with a new browser window or tab. This new window or tab will contain the MECT tool. Depending on the user s company and its profile in participating in the Module E-1, users may be granted various types of access in the MECT application. As an example, a user who is representing a company that has asset ownership of capacity resources will have the ability to access the displays that allow them to administer the planning resources, offer them into the PRA and/or utilize them in a Fixed Resource Adequacy Plan. Please find below a listing of different types of roles that can be assumed by Users. Page 9 of 82

10 Roles Roles in the MECT tool are assigned at the Market Participant or Electric Distribution Company level. As a result, a role provisioned to a Market Portal user allows that user to access information pertaining to all Asset Owners under the Market Participant. EDCs do not have Asset Owners and thus this distinction does not apply. An entity s Local Security Administrator (LSA) is responsible for assigning roles to their Market Portal users. Refer to the Local Security Administrator User Guide on the MISO public website (Market Operations>Technical Infrastructure>Related Documents>Local Security Administrator User Guide). Operator Submit: Allows the user to submit and view data on behalf of each one of the Market Participant s Asset Owners. 11 Description The LMR Registration screen allows for management of Planning Resource registrations including: Behind-the-meter-generation, Demand Resources, External Resources, and Energy Efficiency Resources. Users are able to view the status of registrations by Planning Year. Each registration displayed can be selected to display the registration details and provide the user options to REVISE, SUBMIT, or WITHDRAW the registration. Additionally users can select RENEW or COPY for an existing registration in order to create a new registration. Creating a new registration To create a new registration the user must first click the Add BTMG, Add DR, Add EE, or Add External or if creating a registration from an existing registration either select RENEW or COPY Viewing a registration To view a registration the user must SELECT the name on the main page of the LMR Registration page Updating a Registration To view a registration the user must SELECT the name on the main page of the LMR Registration page under the Status column and then if the registration status is not currently REVISING the user must select REVISE on the actual registration page. Not all registration fields will be available to change once a registration has been created or approved. Updating a previously APPROVED registration does not impact what was approved until the revision is approved and must pass additional validations. Page 11 of 82

12 Withdrawing a registration To withdraw a registration the user must SELECT the name on the main page of the LMR Registration page. Then the user will select WITHDRAW once the registration page is shown. Registrations that have been APPROVED cannot be withdrawn. Selecting WITHDRAW on a previously approved registration will only withdraw the revision of the registration, not the originally APPROVED registration. Renewing or Copying a Registration To renew or copy a registration from an existing registration select RENEW or COPY from the existing registration record on the LMR registration page. Forecasts are provided by Asset Owner and Local Balancing Authority Load that is pseudo tied from one MISO Local Balancing Authority to another should be reported in the Local Balancing Authority where the load is physically located. May have a value from 0.0 to 100 Textbox Textbox Textbox MW Submitting a Coincident Peak Forecast The first step to submitting a CPF is to select the appropriate Planning Year and Planning Resource Auction. Once the Planning Year and Planning Resource Auction are selected the screen will update with the each of the MP s CPFs available for submittal. The available CPFs are based on the Market Participant, Asset Owner, and CP Nodes in the Commercial Model. For each Local Balancing Authority that a Market Participant has a load CP Node in a CPF for that Local Balancing Authority will be available for submittal. After selecting a Planning Year and Planning Resource Auction, the user must enter the amount of the CPF and the applicable state percentages. If the demand is only in a single state and there are multiple state percentage textboxes, simply enter 100 and then 0 for the states that are not applicable. After entering all applicable CPFs and their respective state breakdown values, click the submit button. The screen will refresh with the entered data, indicating that the information has been submitted. Page 29 of 82

As a result, this amount will be withheld from being used in other FRTs and will not be added to the Sellers demand portion of the PRMR until it is either rejected or confirmed respectively. All resources with the confirmed UCAP will be displayed in the Convert UCAP screen with the input box under the Conv (UCAP) field. The input box will initially display the default value of zero where an MP can enter the ZRC amount not exceeding the value of Avail UCAP. System decrements or increments the Available UCAP amount by the amount entered in the Conv (UCAP) field. For the resources with Energy Resource Interconnection Service (ERIS) will require to submit the OASIS transmission reservation information before the UCAP can be converted to ZRC. The first step is that the seller selects the Planning Year in which the transaction will apply to. Then enter the contract name of the ZRC transaction, select the buyer of the transaction, LRZ, and the Planning Resource from the dropdown menu one at a time in the sequence, and the amount of the ZRC being transacted. Once the information is entered, the seller will click the Submit button. Seller also has an option to use the Copy function under the Action field to copy the information from the existing ZRC transaction to the new to save the data entry. When the ZRC transaction is set up correctly, the new ZRC transaction will display under the designated buyer s ZRC transaction menu as pending. The buyer will select either Accept or Reject to complete the transaction. It is important for seller of the transaction to understand that the amount Page 73 of 82

The Planning Resource used for substitution must be the Available ZRCs that are either owned by the MP or was procured through bilateral transactions. A Planning Resource located in the different Local Resource Zone (LRZ) as the Planning Resource that is being de-committed must meet the Local Clearing Requirement (LCR), while respecting Capacity Import Limit (CIL) and Capacity Export Limit (CEL) when it is applied for the resource replacement purpose. Verify if the Planning Resources imported from other Local Resource Zone (LRZ) meet the LCR and CIL of the importing LRZ. 2. Verify if the Planning Resources exported to other Local Resource Zone (LRZ) meet the CEL of the exporting LRZ. Zonal Data: The Zonal Data section of the screen displays the PRMR, sum of cleared Offers and FRAPS, LCR, CIL, CEL, Total Import and Total Export for each LRZ from the Planning Resource Auction (PRA). Import Available and Export Available numbers are updated each time the Resource Substitution from other LRZ is completed. Import Available number represents the maximum Zonal Resource Credits (ZRC) allowed to import into the LRZ without violating the CIL.
