We prioritise these improvements according to how they deliver better service to our customers. Lake Macquarie City Council s Asset Management department is responsible for ensuring that Council s assets meet the need of the existing and future residents while being managed and maintained in such a way that they minimise whole of life costs, reduce exposure to risk and maximise life expectancy. The department determines technical levels of service and communicates these as community levels of service to the elected Council, community groups and City residents. In addition, the department is responsible for planning for the future needs of the community in relation to transportation, road and drainage infrastructure. Council has an asset base valued at over $2.3 billion, which includes; 1,322km roads, 533kms footpaths and cycleways, 114 bridges, tens of thousands of drainage pipes, pits and water quality devices. Councils asset portfolio also inlcudes831 ovals and sporting fields, 525 parks, 429 community buildings, 62 jetties and boat ramps, 111 playgrounds, 6 swimming centres, an Athletics Australia-accredited Regional Athletics Centre and an award winning regional playground. The Manager Asset Management is a member of Council s Corporate Management Team and plays an active role in the management of the organisation as a whole. 2 Key Criteria Essential Degree qualification in a relevant discipline, such as Civil Engineering, Construction Management, Environmental and/or Recreation Planning or similar Demonstrated success with implementing the National Framework for Asset Planning and Management, maintaining core maturity in asset management, and continuous improvement plans for asset management practices Demonstrated experience of developing and implementing an asset management information system for large and diverse classes of assets Extensive experience in the preparation and implementation of asset management plans Demonstrated ability to achieve alignment of asset management plans and long term financial plans by influencing and collaborating with colleagues, governing bodies and communities A record of achievement in managing work programs that deliver results on time and within budget Manager Asset Management - Asset Management Department Page 2 of 8

3 Experience in implementing outstanding customer service and engaging communities in genuine dialogue to set service standards for key asset classes Demonstrated commitment to environmental sustainability in the long term management of infrastructure assets Excellent communication and interpersonal skills including the ability to negotiate and resolve conflict with a wide range of stakeholders Extensive experience in creating and leading committed teams of professionals, fostering innovation, accountability and professional growth Demonstrated ongoing commitment to achieve your own professional growth and development, including willingness to adopt modern leadership models, and continually enhance own leadership practices Highly Desirable Experience of working in a dynamic environment where external influences frequently impact on asset maintenance, budgeting and service delivery Sound knowledge of relevant approval processes, regulatory authorities procedures, codes and regulations Demonstrated ability to analyse systems, processes and work practices and implement positive change Desirable Sound current knowledge of current and emerging infrastructure construction methods and techniques Demonstrated understanding and experience in a local government or similar publicly accountable environment Experience in Work Health & Safety (WHS), environment and quality management systems Demonstrated ability to drive excellence in urban design to enhance the social capital and economic vibrancy of the City 3 Duties 1. Provide leadership, guidance, direction, and motivation to staff within the Asset Management department and be responsible for staff performance ensuring roles, duties, responsibilities of and delegations to staff are clearly defined, communicated and understood. 2. Provide technical advice and support to the Asset Management department to ensure that assets are planned, constructed and maintained using the most appropriate and cost effective methods. 3. Provide technical advice to the Executive and Council in areas of asset management, infrastructure planning and maintenance. 4. Develop and implement Asset Management Plan documentation that clearly demonstrates levels of service, asset condition, and future maintenance and replacement liabilities. 4 5. Ensure alignment of Council s asset management plans and philosophies and Council s long-term financial plan. 6. Manage the Asset Management department in a manner that ensures timely compliance with, and achievement of, Council s resolutions, policies, budgets and organisational plans. 7. Ensure adequate information is available to Asset Management staff for the purposes of supporting decisions on asset management, planning and maintenance, budgeting, and long-term sustainability. 8. Engage with stakeholders, as required, including Councillors, community representatives, residents and developers to ensure favourable outcomes are achieved. 9. Ensure speedy and courteous responses to all enquiries, correspondence etc. from Councillors, the community, other departments and the Executive within agreed timeframes. 10. Ensure that a process of continuous review and improvement is inherent through all projects and actives undertaken. 11. Achieve personal, organisational and departmental objectives as specified in various strategies and plans as agreed with the Executive. 12. Act as the Business Owner in accordance with the responsibilities set out in clause 9 for Council s asset management information systems. 13. Operate as an active and accountable member of the Council s Corporate Management team, contributing to the development, implementation and review of strategy, solving cross-organisational issues, leading integrated business and resource planning, risk management and performance management. 14. Other duties as required to fulfil the functions of the position, or in accordance with the position-holder s skills and professional development goals. 4 Relevant Position Information Please note prior to an offer of employment being made, preferred candidates may be subject to pre-employment checks in accordance with Council s Recruitment and Selection Internal Policy and Procedure. Acts with Integrity Work Health and Safety Governance Risk Management Each position has specific functional capabilities that will be provided to you by your supervisor. 9 Purchasing Authority Within the Oracle Purchasing module, a financial limit is assigned to each user for the purpose of self-approving purchase requisitions. Where an employee is assigned a $0 limit, any purchase requisition they enter escalates to their Supervisor/Manager for authorisation. Oracle Purchasing Authority Limit: $100,000 The default is $0 unless a limit is assigned for this position. 10 Councils Online Responsibilities Business Owner (Level 3) Roles and Responsibilities of Business Owner (Refer to Duty 12) Identify and drive business changes to ensure maximum efficiency is delivered through the system Set strategic direction for the development or replacement of the system in conjunction with other Business Owners and the Executive Support System Administrators in their roles ensuring that they are not unduly burdened with operational activities, and recognise the essential and ongoing nature of the System Administrator roles Ensure backup and succession planning for the System Administrators Develop and maintain communication links with Business Owners of the same applications in other councils Meet regularly with other Business Owners and Corporate Information representative to discuss strategic direction and operational implications of upgrade and implementation plans Actively promote the effective uptake of corporate software across Council; Manager Asset Management - Asset Management Department Page 6 of 8

7 Establish and support any networks across Council relating to key software; Manage change requests relating to software systems; and Ensure training programs are developed as part of functionality upgrades 11 WHS Responsibilities Council is committed to providing a safe and healthy workplace for our personnel, visitors, contractors, and volunteers. WHS responsibility, authority and accountabilities for individuals are included in the WHS Management system Module 1, WHS Responsibilities and the associated WHS Responsibilities, Authorities, and Accountability Table. Annually employees will be appraised using the responsibility, authority, and accountabilities tables to verify activities conducted on day-to-day tasks meet organisational WHS requirements. Council will provide the necessary authority, support, training, supervision, resources, and tools to ensure every individual meets their WHS responsibilities and accountabilities. Training needs are identified through the WHS Skills Matrix for each position. Employees who disregard their WHS responsibilities place themselves and others at risk.
