1 Maternity Leave Cover: Interim Director Location UK office in Witney, Oxfordshire, UK. Travel You may be required to undertake at least one trip to Zambia, and some UK travel. Position type Maternity leave cover, for six months starting mid May Salary Working Hours 30,000 gross per annum pro rata, negotiable on experience. Ideally this role is 5 days per week in the office. Monday Friday, 9am pm. You will not be paid for additional hours worked but you will be entitled to time in lieu in respect of evening and weekend work. Holiday Entitlement Pension Scheme 25 days per annum pro rata plus all UK Bank Holidays which fall in the period you are employed. Cecily s Fund does not currently support a pension scheme but can direct people to available schemes after 3 months of employment. Background to role: Cecily s Fund ( is a thriving charity committed to improving the prospects for Zambian orphans and vulnerable children to grow up to lead a self-reliant, healthy and fulfilling life. We are recruiting a six-month maternity leave cover position for the current Director. This exciting, varied role is ideal for a passionate development worker with experience in fundraising, donor relations and overseas partner management. Leading the small team in UK and effective liaison with the board of 10 Trustees will be paramount. The interim Director role will be for six months starting in mid-may, with a paid one week induction period prior to this. Salary and working hours are negotiable for an outstanding candidate. Cecily s Fund works primarily with three Zambian partner organisations to ensure that over 8,000 vulnerable children and orphans have access to education and gain knowledge, life skills and HIV information each year. Our objectives are to: enable disadvantaged orphaned and vulnerable children in Zambia to access their right to primary and secondary education; empower disadvantaged orphaned and vulnerable young people in Zambia to access high quality peer health education, employment and vocational training; and to empower local communities and government to listen to vulnerable children when making decisions which affect their futures. The UK team comprises three full-time and three part-time employees. The Director is responsible for the overall day-to-day running of the organisation and high level decisions regarding strategy, direction and overseas partner liaison. This role must maintain and build the charity s donor relations, including institutional and major donor fundraising. 2 Job Description for Cecily s Fund: Maternity Leave Cover Interim Director Job Purpose: To provide Cecily s Fund with high quality leadership, management and demonstrable fundraising ability, to ensure that the organisation meets the evolving needs of its Zambian partners and beneficiaries and that relevant systems and processes are developed in line with the overall strategy. Key Objectives 1. To lead the UK team and be the main point of contact for CF s board, ensuring strategy implementation, access to resources, and adherence to set procedures in line with agreed policies and plans for growth. 2. To ensure adequate funding is secured for all of Cecily s Fund s commitments in Zambia in 2013 and To represent and promote Cecily s Fund with its partners and beneficiaries in Zambia, donors and potential donors, and with other relevant organisations. Reporting lines The post-holder reports to: Staff reporting to this post: Staff not reporting to this post: Cecily s Fund s Board of Trustees, led by the Chairman Programme Manager, Fundraising Manager, Accountant. Fundraising Assistant, Finance Assistant, Volunteers. Budget responsibility Full Cecily s Fund budget, circa 750,000 per annum. Key responsibilities of the post: Governance attend and provide documentation for trustee meetings (there are two meetings planned within the maternity leave period; present comprehensive report every 2-3 months, updating trustees on programme activities and expenditure, UK expenditure, income to date and forecasts, UK fundraising and communications activities and HR issues; uphold our Child Protection Policy; represent Cecily s Fund and build on existing relationships with donors, official authorities and other agencies in the UK, Zambia and elsewhere, through BOND and other relevant networks and contacts; with nominated Cecily s Fund trustees, ensure the charity conforms to all relevant charity law requirements and other good practice guidelines. Strategic Planning and Management deliver in accordance with the 2013 annual work plan; oversee a mid-term strategic review which will conducted by an external consultant and managed by the Programme Manager, disseminate findings and follow up on recommendations in liaison with the Board; provide professional guidance and recommendations to trustees on the future development of the charity. Programme Management and Development oversee the Programme Manager and Accountant to manage and monitor the performance of the programmes overseas within agreed financial and strategic parameters; 2

3 keep the team and Trustees informed of changing best practice in the fields of education, HIV/AIDS and development and any implications these may have for Cecily s Fund; ensure that gender equity and diversity issues are taken into account in programme design and implementation; travel to Zambia if required, with approval of the Board. Fundraising: oversee the UK team s efforts to fulfil fundraising strategy and meet annual income targets; take first line responsibility for existing grants with major institutional donors (such as DFID, Comic Relief) including reporting requirements (but please note there are no major reports due to be submitted to our institutional donors during this period); take first line responsibility for major donors including oversight of timely and accurate reporting; ensure excellent standards are met with regards to the existing supporter base; co-ordinate activities, including liaison with key trustees, for Cecily s Day 2013 (15 th anniversary); co-ordinate activities to promote Cecily s Fund within the public arena e.g. newsletters, website, social media; work with American Friends of Cecily s Fund (AFCF) and Swiss Friends of Cecily s Fund (SFCF) trustees and supporters, to support fundraising efforts where appropriate. Financial and administrative management: work with the Accountant to ensure that annual budgets are adhered to both in UK and overseas; initiate discussions with the Accountant, Programme Manager and local partners to develop 2014 budgets. HR and performance management: be the lead on all HR matters for the organisation including upholding employment law in liaison with our contracted HR law facility; manage Cecily s Fund staff and volunteers effectively, including monitoring performance against agreed individual objectives, delegating authority where appropriate; manage and develop the staff team as necessary to achieve Cecily s Fund s aims and objectives; Liaise with. Key Deliverables in six months: Produce midterm review of strategy in liaison with external consultant and Programme Manager; Meet fundraising targets for period; Continue strong relations with current supporter base; provide Director with comprehensive handover report on her return to work; produce a report every 2-3 months for Trustees, usually just before a planned meeting, and keep the Chairman up to date with developments on a regular basis. 3

4 Person Specification for Maternity Leave Cover: Interim Director Education Essential A good first degree or equivalent in a relevant discipline (preferably humanities, economics, politics, sociology); Experience Knowledge and experience of working with local partners in developing countries: identification, appraisal, capacity building and monitoring; At least three years experience of programme management and development, some of which should have been gained overseas; Proven experience of strategic management and the development of strategic plans; Proven experience of the programme management cycle including monitoring and evaluation Managing budgets and funding requirements Excellent people management skills and financial management skills; Proven experience of raising significant sums for charitable endeavours; Proven team leadership, preferably in a small team context. Knowledge and Skills Completely fluent in English; Knowledge of child protection issues; A strong and natural leader with proven leadership skills - drive, tenacity, decisionmaking, supporting motivation, delegation, taking charge where appropriate; A general breadth and depth of knowledge of the operation of an NGO; Analytical skills and the ability to think strategically; Strong prioritisation, time-management and problem-solving skills; Excellent written and verbal communication skills with demonstrable experience in reporting and presenting a charitable cause Public speaking skills; Computer literacy Microsoft office, database systems, and internet.
