2 BPS Vision, Mission, and its Convergence with Aim of RPES The Vision is translated into 3 missions: 1. Providing quality statistics through integrated statistical activities using national and international standards 2. Strengthening National Statistical System 3. Developing BPS human resources who are professional, having high integrity, and trustworthy The first mission is realized through: Improving the quality of statistics (both economic and social) through quality assurance framework Improving the statistical services AIM OF RPES Increasing the capacity of national statistical systems in Asia and the Pacific to produce and disseminate, in line with the international standards, the Core Set of Economic Statistics by Bureaucratic Reform and STATCAP-CERDAS Indonesia is undertaking a bureaucratic reform urging all line ministries to provide better public service to achieve clean government and good governance. STATCAP-CERDAS (Statistical Capacity Building- Change and Reform for the Development of Statistics in Indonesia) is a booster for bureaucratic reform in BPS. It is a transformation program undertaken by in BPS to better fulfill the needs of data users by improving the effectiveness and efficiency of BPS in producing and disseminating reliable and timely data in line with the international standards and best practices 4 2

3 Improving the Production of Core Set of Economic Statistics In line with BPS Strategic Plan and Bureaucratic Reform program, BPS strives to develop the quality of statistics (including economic statistics) by improving: Methodology (Census and Survey Design, Standardization and Classification, Sample Frame, Mapping Development) Dissemination (Statistical Reference, Publication, Services, and Library) Information System (Data Processing, Data Base, IT Management) Agriculture and Fishery Statistics Industry, Mining and Energy, and Construction Statistics Distribution Statistics (Export, Import, Trade, Transportation) Price Statistics (CPI, PPI, Rural and Wholesale Price) Finance, Information Technology, and Tourism Statistics National Accounts (Expenditure and Consumption approach) Statistical Analysis and Development (Statistical Consistency, Indicator, Model Development) Etc. 5 Improving the Dissemination of Core Set of Economic Statistics BPS created three quick wins: Advance Release Calendar (ARC) which allows data users to have a certainty about the time of statistical data release; User friendly website; Integrated Statistical Service in which data users can find many publications both in printed or soft copy. 6 3

4 Development of Statistical Infrastructure (1) Since 2013, BPS has implemented the IBR or currently called as SBR (Statistical Business Register). The implementation is not optimal because: budget constraint, tight schedule, limited number of human resources to fully operate the SBR by inputting the data of each subject matter area to the SBR. Subject Matter Areas find it more practical for them to use their own data rather than using the SBR. Technical assistance from ABS is conducted to help us develop and implement our SBR 7 Development of Statistical Infrastructure (2) The development of QAF in BPS has been started around 2012 in collaboration with UNDP and continued with literary study conducted by the Sub-Directorate of Statistical Consistency. After 2014, BPS cooperated with ABS to develop QAF through technical assistances which resulted a guideline on BPS QAF. It has been tried to be implemented in 2015 to Susenas (National Socio-Economic Survey), Industry, Export, Price, and Tourism Statistics. 8 4

5 Difficulties in Developing the Core Set Several indicators of the Core Set are the domain of other institutions. For example: IIP is the domain of Investment Coordinating Board, Balance of Payment is produced by the Central Bank, Government debt produced by the Ministry of Finance Therefore, it is quite difficult for BPS alone to include the full Core Set Concerning the natural resources, BPS is now trying to develop the System of Environmental-Economic Accounting (SEEA) Experimental Ecosystem Accounting (EEA) along with several other countries in Asia and the Pacific. This project is led by the United Nations Statistics Division (UNSD) in collaboration with United Nations Environment Programme and funded by the Norwegian Ministry of Foreign Affairs. However, it is not being produced yet because it is still in the preparation stage. Several forums have been organized during this stage, one of them was the Regional Training Workshop on the System of Environmental-Economic Accounting (SEEA) Experimental Ecosystem Accounting in Asia Pacific which was held on 14 April 2015 hosted by the BPS-Statistics Indonesia. 9 Domains Requiring Assistance Metadata Repository BPS has already had metadata, but it has not been complete yet and the system for the repository has not been built due to budget constraint. Industry Statistics It is one of the most difficult statistics for BPS to produce, in fact the response rate is below 60 percent. QAF It has not been implemented. However, BPS has composed the Handbook of BPS-QAF which includes the dimension and standard quality used by BPS and has been tested to measure the quality of a number of surveys, including National Socio Economic Survey (Susenas), Large and Medium Scale Industry, Price, Tourism, and Export. BPS is also developing an instrument on Quality Monitoring and Quality Gates to improve the quality of census and surveys implementation in BPS. 10 5

7 Economic Statistics for SGD Monitoring (1) Forums to discuss about SDGs are held regularly. In 2015, UNDP invited BPS and several other institutions, including the National Police of Indonesia, Ministry of Justice and Human Rights, Ministry of Empowerment of State Apparatus and Bureaucratic Reform, and Ministry of Home Affairs to discuss Goal 16. Ministry of Planning (Bappenas) regularly convenes a meeting attended by BPS and other line ministries to discuss about the progress of SDGs in Indonesia. In this meeting, all SDGs Goals and Indicators are reviewed, mapped, and assigned to the respective ministry responsible for achieving them. 13 Economic Statistics for SGD Monitoring (2) Meanwhile, in October 2014, BPS published a book called Analysis on SDGs Indicators It contains a literary analysis on the SDGs targets and indicators proposed by a number of international organizations, among others: High-Level Panel of Eminent Persons (HLPEP), Open Working Group (OWG), and Sustainable Development Solutions Network (SDSN). The indicators are then matched the targets in each goal of SGD. This publication also shows us the availability of those indicators in Indonesia. This is the initial analysis in identifying the data availability and data source of SDGs in Indonesia and will continue along with the development of the preparation of GDP indicators at the international level. In the near future, there will be discussions and publication regarding how SDG indicators portray the initial condition upon the implementation of the post-2015 development agenda. 14 7
