1 Health, Safety and Environmental Manager External Vacancy Post Ref hours, Permanent. 30, , per annum Sunderland College is seeking to appoint an experienced Health, Safety & Environmental Manager to work across multiple sites. The successful applicant will be NEBOSH qualified and will be responsible for ensuring that Sunderland College s Health & Safety policy is implemented, maintained and improved. You will work closely with both support and curriculum areas being proactive in terms of legislation, regulations and any changes that may affect the business. You will support managers to maintain safe systems, providing advice and guidance whilst undertaking regular inspections to ensure the College s Health and Safety systems remain robust and fit for purpose. You will also develop Health and Safety training courses, delivering to both internal staff and external customers when required. Post Title: Health, Safety and Environmental Manager Post Reference No: 5881 Department: Estates Grade: Contract: Hours: Location: Responsible to: Permanent 37 per week Any College Campus Director of Estates OVERALL PURPOSE: The Health, Safety and Environmental Manager will be responsible for the review, development, implementation and monitoring of the College s Health and Safety management systems, to ensure the safety of staff, students, visitors and contractors, in line with current Health and Safety best practice and associated legislation. PRINCIPAL DUTIES: 1. To ensure Sunderland College complies with all aspects of Health, Safety and Environmental legislation and guidance. 2. To be proactive in the maintenance and communication of Health and Safety policies, procedures and associated documentation. 3. Champion the Health and Safety management system whilst actively promoting and developing a safety culture within the College. 4. Work closely with curriculum, support areas and trade unions in ensuring effective measures (risk assessments / method statements / inspections) are in place for areas of significant risk.

3 5. To act as a central interface point for external agencies including H.S.E. (Health & Safety Executive) and Tyne & Wear Fire Authority. MAIN DUTIES: 1. Review and develop all aspects of the College s Health and Safety Policy and activity, and ensure that it is implemented consistently across the College. 2. Monitor, evaluate and review existing, new and upcoming Health and Safety legislation and ensure that the College has systems and procedures in place to meet legal compliance. 3. Ensure Health & Safety knowledge is current and up to date by involvement in CPD, attending regular training on Health and Safety legislation specifically that which is applicable to educational institutions. Advise the College Executive and staff of key developments and areas for change/improvement. 4. Work proactively with managers and other key staff to establish and maintain a programme of continuous improvement in the management of Health and Safety within their areas of responsibility, which includes conducting regular audits/inspections. 5. Ensure compliance with, and implementation of, all College policies and procedures that impact on the delivery of effective Health and Safety systems, including Data Protection, the Single Equality Scheme and Safeguarding. 6. Investigate any significant Health & Safety accidents of incidents occurring on College premises or external venues, making recommendations where necessary. 7. Ensure rigorous risk assessment and accident management systems are in place enabling Faculty and Resource areas, including outreach centres, to identify hazards of significant risk and to ensure that appropriate control measures are in place. 8. Maintain a central record of all risk assessments, monitoring suitability and validity for all resource areas. Approve risk assessments for student trips, visits, work experience and workplace assessments. 9. Assist with fire risk assessments according to an agreed schedule and in line with legal requirements. 10. Liaise with Occupational Health Service staff on health surveillance where a risk assessment has identified a need, including assisting with stress and student risk assessments when required. Maintain appropriate records. 11. Provide College staff with comprehensive and relevant information and training on best practice Health and Safety systems and procedures, including advising on equipment purchase and workplace practices. 12. Design and deliver training sessions on key areas of College activity in relation to Health and Safety and support the delivery of other training programmes, including new staff induction

4 and Duty Manager training. Support curriculum in the delivery of Health and Safety training to external clients. 13. Maintain the accident and near miss database and prepare reports for Health and Safety Committee and Corporation, using statistical and other analytical tools. Inform the Health and Safety Executive (HSE) of accidents or incidents that require notification. 14. Undertake the planning and implementation of fire drills and other evacuation procedures, e.g. in the case of a bomb threat and as part of the College s Emergency Plan and Business Continuity teams. 15. Ensure that appropriate records are maintained in compliance with legal requirements, e.g. COSHH, manual handling, DSE etc. and necessary notices are displayed and reviewed. 16. Actively participate on the College s Health and Safety Committee and promote a safe environment throughout the College. 17. Discuss areas for improvement with relevant staff and/or external bodies and agree appropriate corrective action. Assist with the management of SHE (Safety, Health and Environmental) action plans. 18. Develop, implement and maintain systems in accordance with ISO and OHSAS To have due regard and take appropriate responsibility for PREVENT and the safeguarding and promotion of the welfare of children and/or vulnerable adults. 20. To uphold British Values, the college values and responsibilities with regard to equality and diversity. 21. Undertake and adhere to college Health and Safety policies and guidelines ensuring compliance with statutory legislation. 22. To undertake any other duties as required, at any College Campus, commensurate with the post and grade.

5 Person Specification Post Title: Health, Safety & Environmental Manager (Post Ref: 5881) CRITERIA ESSENTIAL REQUIREMENT DESIRABLE REQUIREMENT Skills/Knowledge/Aptitude Proven written, oral and presentation communication skills. Ability to articulate information and influence others. Strong IT skills including word, excel and powerpoint. Ability to operate within a rapidly changing environment. Ability to work co-operatively with others to complete tasks and implement process improvements. Qualifications and Training NEBOSH (General Certificate) qualified. NEBOSH Diploma or working towards. Member of IOSH. Environmental qualification. Minimum Level 2 Maths and English. Teaching /Training qualification. Experience Significant recent and relevant experience in a similar role. Experience of formulating, implementing and revising H&S policies and procedures. A background of operating within both the public and private sector. Experience of implementing and assisting with general risk assessments, COSHH assessments and safe systems of working. Experience of delivering health and safety training to others. Experience of working with contractors and suppliers.
