Position Identification: A) Title: Community Development Technician I/II B) Bargaining Unit: Public Employees Union, Local #1 C) Customary Work Hours: 8:00 a.m. until 5:00 p.m. D) Customary Work Days: Monday through Friday E) Reports To: Development Services Director F) Directs the Work of: None G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skill outlined below is qualifying. A typical way of gaining the skills is: Education: High school diploma or equivalent. Experience: Two (2) years of increasingly responsible administrative or technical experience working with the public. Experience related to land development, community development or building construction/inspection preferred. OR Education: Associate degree or equivalent. Experience: No experience required. Community Development Technician II: Education: High school diploma or equivalent. Experience: Three (3) years of increasingly responsible experience performing duties comparable to that of a Community Development Technician I with the City of Yuba City.

2 Page 2 of 7 H) Licenses and/or Certificates Required: Possession of a valid California driver s license; and possession of International Code Council (ICC) Permit Technician Certification within one (1) year of appointment. Community Development Technician II: Possession of a Permit Technician Certificate from the ICC. II. III. FLSA Status: Non-Exempt Position Summary: This is the entry level class in the Community Development Technician series and works under immediate supervision while performing repetitive or closely related duties in accordance with established procedures. The Community Development Technician I is distinguished from the II level by the performance of less than the full range of job duties assigned to the II level. The incumbent progresses from working under immediate supervision while learning job tasks to general supervision as procedures and processes of assigned area of responsibility are learned. The Community Development Technician I is considered to be an onthe-job training position. Community Development Technician II: This is the journey level class in the Community Development Technician series. Positions are normally filled by advancement from the classification of the Community Development Technician I or when filled from the outside, requires the above described experience. The II is distinguished from the level I by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. A Community Development Technician II is expected to work productively even in the absence of supervision. Works is normally reviewed only for completion and overall results. IV. Essential Functions: 1. Provides contractors, professionals, and the general public with general and technical information regarding the processing of permit applications e.g. Codes, ordinance, rules, regulation and departmental services.

3 Page 3 of 7 2. Provides customer services in person and by telephone, answers questions within parameters; assists the public in completing permit applications. 3. Receives permit applications, reviews submissions for accuracy and completeness, processes as appropriate; routes more complex permit applications to proper staff; coordinates and tracks applications to ensure they are process in a timely manner. 4. Determines valuations and building fees. 5. Checks permit applications for appropriate approvals and required attachments. 6. Prepares and issues routine/complex permits. 7. Takes reports from citizens, refers to appropriate technical and professional staff for action, maintains complaint log and prepares reports. 8. Updates database information; performs data entry functions by entering, modifying and reviewing data in computer system. 9. Collects monies in payment of permit fees or other department revenues; performs related accounting functions. 10. Prepares and/or generates various reports, forms, correspondence and documentation. 11. Tracks inspection activities; schedules inspections. 12. Promotes a customer service focus in forgoing cooperative public relations with other City employees and the public concerning building and related code compliance and enforcement. 13. Performs clerical support services as needed. 14. Has the ability and willingness to foster team environment relationship within the Building and Planning Division and with other employees in the course of daily activities. 15. Responsible for carrying out the mission of the City and the department and adherence to the City s and department s organization values. 16. Develops and maintains positive public relations with emphasis on customer service. 17. Carry out the policies of the City. 18. Performs other duties and assumes other responsibilities as needed or as delegated. Community Development Technician II additional duties to duties listed above: 1. May provide on-the-job orientation and training to new employees.

Checks residential building construction plans and drawings for compliance with building, structural, electrical, plumbing and air conditioning code applications and related requirements. 3. Keeps abreast of current issues and trends in the building and planning fields. V. Job Related and Essential Qualifications: Note: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. A. Knowledge of: Review application materials to determine that they are sufficiently complete for processing. Understand general terminology dealing with building construction, planning and zoning, and departmental policies and procedures. Safe driving and work practices. Modern office methods and procedures. B. Skills at: Reads routine building plans and specifications. Communicate clearly and concisely, both orally and in writing. Make arithmetical computations rapidly and accurately. Operate standard office equipment. Operate a personal computer and software including program in work processing, spreadsheet, databases and other specialized software specific to job performance. Obtain information through conversations and dialogue; work fairly and courteously with the public; and work effectively and patiently with much interruption. Perform mathematical calculations to include addition, subtraction, multiplication, and division. Utilize various software programs relevant to the position. Coordinating multiple projects and meeting deadlines.

5 Page 5 of 7 C. Ability to: Learn to read and understand codes and regulations and apply them ti routine situations. Learn basic building, plumbing, planning, specifications and codes. Organize work effectively to meet critical deadlines. Maintain a calendar of activities. Perform fiscal record keeping functions related to collection of permit fees. Analyze details and draw sound conclusions. Establish and maintain effective working relationships with staff members other agencies and general public. Interact with the public, architects, engineers, various cultural and ethnic groups, and others tactfully and courteously. Use courtesy, tact and firmness in dealing with the public. Demonstrate continuing effectiveness in carrying out knowledge, skills and requirements of the position. Accept the input of supervisors and co-workers as well as provide input and be a genuine team player. Recognize, prioritize and accomplish needed tasks. Identify with management and City goals and objective and understand and support City priorities and needs. Follow oral and written directions. Meet the physical requirements necessary to safely and effectively perform the assigned duties. Prepare reports and efficiently maintain accurate department records. Maintain regular and predictable attendance. Community Development Technician II additional qualifications: A. Knowledge of: Building construction methods, building construction codes, ordinances and enforcement requirements related to structural, electrical, plumbing, air conditioning, and related installations.

6 Page 6 of 7 State and Federal regulations related to building construction and energy requirements. Principles and techniques of building construction inspection. B. Skills at: Collecting, evaluating and interpreting a variety of information, either in statistical or narrative form. Prepare clear, concise and complete reports and other written materials. Respond quickly and effectively in difficult situations. Resolve customer problems or concerns by recommending alternative solutions. Collect and review plans and specifications for compliance with code requirements. C. Ability to: Read and interpret residential building plans, specifications, and policies. Interpret technical building codes and determine their applicability to plans under review. Keep abreast of new products, procedures, and changing technology relevant to this position. Use initiative and exercise sound judgment. Work independently in the absence of supervision. VI. Physical Demands/Qualifications: 1. Requires the ability to sit for long periods of time throughout the workday. 2. Manual dexterity and vision sufficient to operate standard office equipment and supplies for potentially long periods of time without experiencing abnormal hand, wrist or eye strain. 3. Mobility to work in a standard office environment, and use standard office equipment (computers, scanners, copiers, etc.). 4. Ability to manipulate both single sheets of paper and large document holders (binders, manuals, etc.). 5. Hearing and speech sufficient to communicate and understand conversations, both in person and on the telephone.

Communicate information clearly and effectively on a number of different levels, both verbal and written. 2. Operate under tight deadlines. 3. Be highly organized. 4. Must possess a high level of integrity. 5. Remain calm and work effectively under stressful situations. 6. Possess a valid California driver s license. VIII. Environmental Conditions: 1. Working conditions in the office are clean, well lit and free from extremes of temperature and humidity. 2. Working conditions in the field are subject to variations in temperature and may include wind, rain and other elements. IX.
