1 Experiences from EU collaborative projects By Jerker Johnson, Coordinator of the RESGEN Dear Colleagues, First I would like to thank the organisers for the opportunity to make this presentation and to share the experience that we have had in the RESGEN project. I will only briefly comment on the project but instead use my time to present a bottom up perspective on the functioning of the SF and the FP. Apart from my experience from the RESGEN project I will also draw on previous project experiences and work with other types of European funding. Experiences of RESGEN First a few words about the RESGEN project. The project is a project within the FP 7 Region of Knowledge Programme and it brings together nine partners from four different regions: Northern Hungary, Basque Country, Cornwall and Ostrobotnia. The overall objective for the project is to create realistic grounds for developing regional energy self sufficiency from RES by strengthening regional research infrastructures and potentials as well as supporting regional research driven clusters. The Work Plan follows a similar structure as other RoK projects and it goes from a Phase one and two where the concepts are analysed to a building of visions and roadmaps. The following steps include building up a joint action plan and guidance for the regions. A central part of the project is the mentoring that should take place between the regions. For more details please consult the website The perspective behind the RESGEN is the notion that the regions in Europe could increase their energy independence drastically by systematically exploring regional RES in the production of energy. The vision is to have an electricity grid that could be fed by producers with both from centralised and decentralised energy sources. The project is built on a triple helix perspective where a partnership is built between the universities, business and the public sector in each region. In this case the partnership is specifically built on the stakeholders in the energy sector. In the case of Vaasa the Energy Cluster can be seen on the portal I would be lying if I would say that the project like RESGEN has contributed to the emerge of the RTD energy cluster in Vaasa but I will below comment on the added 1

2 value of the FP funding. The RoK action under FP7 responds to a need to increase the overall capacity of regional players to foster science and technology based economic development by better integrating research to their strategies. It is widely accepted that innovation is fostered by bringing together people with different backgrounds in order to exchange perspectives. The triple helix is a valuable concept in the planning especially in the energy sector as the development is driven is politically not market driven. This point is not well recognised by the business life but can be clearly seen from the current development in e.g. the windpower industry. This implies that it makes a difference how the legislation surrounding renewable energy is written and what is written into different development programs providing financing for development. I believe that this point is not well understood. There is an aspect of quality in the triple helix and some times the presence of the public sector is rather seen as a way to receive access to financing and for the business sector to inform the public actors on what should be priority financing targets. Nevertheless the triple helix should also work in the opposite way and therefore it is important that we have public partners in the partnership that are more than nominal partners. The participation of the research institutions is a valuable concept but our experience is that it requires a broad systemic approach. This is the case of RESGEN that is a planning project but of course different project have different requirements of academic competence. Anyway planning for small scale RES solutions requires new business models and possibly an insight in political processes. The problem is in this respect more wide than communicating the demands for knowledge to the research community. There is a need for technological solutions that fits decentralised energy production on the other hand planning requires looking into different aspects and a trade off between different requirements. This competence is sometimes difficult to find as researchers are encouraged to have a very deep knowledge on a narrow field. It is for this reason important that the representative of the research institutions has the quality of a team leader he knows his organisation well, can visualise the challenges and extract the knowledge from different specialists. The business sector is indirectly represented in the project. The representatives are technology centres that are set up by the business to promote business interests. The requirement from the represent for the business sector is alike to have the capacity to be a team leader. A second important quality for the representation is trust. This, both with respect to the public sector, that there is impartialness between the different enterprises that is not representative only of say a single dominant actor. The challenge here is to have a dialogue with the business community that are not so interested in a long term perspective of something that 2

3 is outside their concrete field of business. Moreover to give space to SMEs that may be emerging on the market. A central part of the project is the mentoring and within the project we have a structure in the deliverables that provide information on where the regions could serve as a mentor or as a mentee. The project has already today served as tool for some business to business contacts but crucial for us it that they find a common ground and interest to work on but that is beyond our work as it then gets in to commercial secrets. The mentoring is a central part in the innovation concept and sometimes its importance is highlighted when speaking about a quadruple helix. This would be one mentoring is added to a triple helix. (the term is also used when adding civil society to the triple helix) The concept of mentoring is however quite general and a debate that we have had within the project concerns whether the process is supply or demand driven. A supply driven approach to mentoring would be to present the combined knowledge of a region in a number of events. The project has facilitated this development by identifying mentoring opportunities where the regions could act as mentors or mentees. This will however leave the mentoring as an informal process and the results are likely to occur randomly. A demand driven mentoring would be to identify the needs of each region or rather stakeholder and tailor the answers from the experience from the partner regions or from any other place were the knowledge could be found or in order work to tailor the events. If I compare the situation to my experiences as a statistical consultant in Bolivia as a resident team leader for a Statistics Sweden project the resources put into the work were substantially larger. My work was to function as an adviser on National Accounts and to bring in any expertise from Sweden or from anywhere else it could be found. Before every arrival of a consultant a detailed terms of reference was drawn where the context was presented and tasks where drawn what the counterpart expected from the mission. This was part of the work for the resident long term adviser. Comparing the two situations the Statistics Sweden had a more limited objective and a much larger project, usually the engagement is for years. This leads me to conclude that the target setting is not realistic given the resources provided. On the other side if mentoring is supply driven and it is a question of presenting what each region have to offer we can not point to short run tangible results that many times are required. I would argue that a supply driven mentoring in fact is misnaming matchmaking mentoring. I also understand the concept of mentoring as an individual relation which is difficult for an organisations to create. When we are 3

4 talking about the organisational level should we in fact speak about an organisational twinning? Added value of RESGEN and alike The outcome of the project will be a road map like the other Region of Knowledge projects and I don t argue that we will have all the answers but I do argue that the road maps deserves some attention when determining future policy measures. This since they combine the experience of different European regions. The RoK is a regional instrument of the FP 7 and it contributes to innovation as the roadmaps provide a different perspective. It is argued that centralisation would foster innovation and the policy has focused on creating large units arguing concentration will provide innovation. This can clearly be seen from the EU 2020 paper. We would like to bring forward the perspective arguing that it is not the difference in size but perspective that will foster innovation. Judging the value of road maps we will have the question of alignment with regional strategies. In our case it is not an issue as the process is parallel with the making of the Ostrobothnian energy strategy. In other cases this might not be the case but is it a problem? Introducing new perspectives will always to some extent be in conflict with traditional thinking. The road maps could be studied as case studies on how to find better synergies between the different measures undertaken and of course in planning the European intervention. Different funding instruments have a dynamic role to play in creating conditions, deepening knowledge and disseminating results and it is obvious that this also calls for horizontal governance and regional strategies to identify potential ideas and give a support to an idea in an infant stage or to have the means of supporting an emerging innovative processes. How the different funding instruments should be organised is a later question but principles like regional ownership and alignment with regional strategies should lead the work. It has been argued that Excellence should be a leading principle for European funding within the FP 7 but excellence it is not independent of the objective of what you want to achieve. The competitiveness is many times brought forward as an objective but defining competiveness has proven very elusive and in practice does the term embrace everything that is successful i.e. grows rapidly at a given point in time. This can also lead to a bandwagon effect in European funding. In the case of the objective of the RESGEN project the cohesion and excellence objectives are complementary. Decentralised regional energy solutions require the latest technology to be exploited but using solar, wind, biomass etcetera technology will also serve a cohesion objective as they are abundant particularly in the sparsely 4

5 populated maritime areas. The main objective for the project is however not a cohesion objective but the objective of reducing the levels of emissions of CO2. This is not European but a global issue. Let me take an example. Last year I had the privilege to listen to the Ambassador to Denmark of PR China at the BSSSC conference in Ringsted. He gave an address listing the Chinese position in advance of last years Copenhagen climate summit. In his address he emphasises that problem of climate change is real and has to be tackled along with other problems such as rural poverty. I believe the message of the ambassador is that the question of rural poverty has to be solved simultaneously with the issue of reducing the CO2 emissions in order to get China fully onboard on the Kyoto process. His position reminds much of the position of other countries and without getting the emerging countries on the train of reducing CO2 the European efforts are quite futile. We need in other words look into solutions that are excellent but also promotes cohesion. Decentralised energy solutions combining energy from micro producers could also serve as a model for excellence and cohesion outside Europe. Decentralised energy solutions also support a decentralised society both in Europe and globally. A bottom up perspective on project selection The purpose of the FP7 is to target excellence which implies supporting presently well performing centres. This policy will be self reinforcing and is not impartial from a centre periphery perspective. This is reinforced by political mechanisms, industrial and political leaders are invited to form the policies and existing clusters are wellrepresented in this process. The policy is to strive for excellence and pick the best teams for the FP 7 projects. However experience that we have in the project talking to business is that European funds are of course welcomed but not if they imply that we have to slow down the current development phase or if we have to share ideas that we consider business secrets. The challenge is as I see it not to pick the best teams of today but to look for emerging ideas and perspectives. This leads to the question does the regions have the solutions and do we need regional instruments in future. To this we can note that historically innovations have many times been connected with stark economic realities and faced with diminish returns the regions are today forced to come up with new solutions innovation is demand driven if you like. 5

6 The danger in this process is that we are having vested interest among the stakeholders. The second problem is that some times the administration may become so cumbersome that it diverts attention from the project goal. I would like to emphasise that the terminology of vested interest is somewhat strong in this sense as it suggest a misuse of funds. I would not like to attribute this meaning to the word but rather a situation where an organisation is subject to pressure to involve in European projects but does not have the proper resources to absorb the amount a financing available. The opposite may also occur when an ad hoc project organisation have be built up and it requires financing to maintain its organisational structure and is forced to come up with project proposals although new ideas or perspectives have not emerged. This points to the importance of that apart from the project ideas the teams and the organisations are also evaluated when project proposals are considered. On simplification of the administration When designing the EU intervention for the next program period, lessons should be drawn on the evidence that has been collected. It has been pointed out that there should be a larger focus on performance and results and that the management and control systems should be simplified. It is important that systems are designed to evaluate the performance on a strategic level and not on project level. The rationale for this claim is that there does not exist any objective way to analyse a single project it will always be a question of a qualified opinion and any single indicators picked is likely to be distorted. The present situation is characterised by that evaluation are made pin pointing details or loops in administrative procedures and this evaluation tends to increase the bureaucracy. The focus in the evaluation should be in achieving results but there is not single output that can be attributed to a specific project that could be comparable on a European level. First we have the problem of the attributed an effect to an activity (project) and second we have the problem of having a comparable European indicator. In viewing the results we have to accept that the measures are structural where the results will be seen in the future. Of course the use of funds that can be observed during the running of a project but this indicator does not give a full picture of the quality. In the case of RESGEN it was quite a cumbersome negotiating the project but to this date we have not had particular problems in the administration of the project that could be labelled to the EC. This is also in my view the correct way to question the basic idea on the project and not pin pointing details. 6
